May 20, 1991
The meeting of the Kent Planning Commission was called to order by
Chair Faust at 7 : 00 P.M. , May 20, 1991, in the Kent City Hall, City
Council Chambers.

APPROVAL OF APRIL 22 , 1991 PLANNING COMMISSION MINUTES
Commissioner Ward stated that he should have been excused rather
than absent. Commissioner Dahle MOVED that the minutes of the
April 22, 1991 meeting be approved as corrected. Commissioner Ward
SECONDED the motion. Motion carried.
AMENDMENT OF BY-LAWS
Commissioner Ward MOVED that the by-laws be amended to change the
workshop from the third Monday of each month to the second Monday
of each month beginning in July. Commissioner Heineman SECONDED
the motion. Motion carried.

KENT DOWNTOWN PLAN IMPLEMENTATION PROGRAM - ZCA-90-6
Alana McIalwain from City Administration spoke representing a
Committee that was appointed by Mayor Kelleher to develop an
alternate downtown zoning plan with more flexibility and a more
open set of regulations and construction standards. The Committee
requested 120 days to work with the Planning Department staff to
review and discuss alternatives.
Bill Stewart, 224 W. Meeker in Kent, made the following
recommendations on behalf of the Chamber of Commerce City
Government Committee:
1. Completely rewrite Chapter 15.08. 100 concerning non-conforming
development.
2 . Exempt all existing structures in the new proposed DC, MU and
DLM zones from being non-conforming.
3 . Require the Planning Department to bring to the Planning
Commission examples of the ramifications of the impact of
projects in the downtown area such as:
a. The proposed CPA office building on West Meeker Street.
b. The proposed Pacific First Federal building on Fourth and
Smith.
C. The proposed senior citizen low cost housing.
d. The new library.
4. The Planning Department is requested to abide by the
Comprehensive Plan and modify the restrictions on the DIM zone
to fulfill the City's promise that these Chamber members
should remain a vital part of downtown Kent.
5. Require the Planning Department to interface with other City
Departments, such as Fire, Police, Building and Utilities to
make sure that this plan does not interfere with their
operations and code requirements.
6. Require the Planning Department to consider this proposal when
applied to the State Growth Management Act, which will go into
effect in 1993 .
Robert Whalen, 10520 SE 272nd Street, expressed his delight that
some sensible planning is taking place, but is concerned about the

transportation infrastructure he feels is necessary for the plan to
succeed. Kent should explore all legal means to obtain funds for
a shuttle bus system. Kent should be aggressive in promoting light
rail as well as commuter rail along the BN line. Renton and Auburn
should be encouraged to consider similar transportation plans in
order to give the entire valley a comprehensive public
transportation system. Mr. Whalen stated he will be available to
participate in a dialog on transportation planning.
In order to give the Committee time to formulate an alternate plan,
Commissioner Haylor MOVED that the Commission table their
discussions for 120 days until the September 23, 1991 meeting.
Commissioner Dahle SECONDED the motion.
Commissioner Ward asked who the Committee would work with.
Alana McIalwain said the intention of the Committee is to work hand
in hand with the Planning Department and they would welcome any
other input. Fred Satterstrom stated that the Planning Department
will be working with the Committee in helping them conduct their
meetings and formulating their proposal, but will not be advocating
on behalf of that Committee. For the Planning Department to work
on another alternative and oppose their original proposal, which
they feel is well based in the goals of the plan and the previous
work of a number of citizen groups, would not be appropriate.
Chair Faust commended the Planning Department staff on their hard
work and stated her feeling that they deserved public recognition.
The motion was carried.
Chair Faust requested that the Committee submit their report to the
Planning Commission in time for their September workshop.
SHORELINE MASTER PROGRAM AMENDMENTS - SMP-90-1
Fred Satterstrom explained that there were some changes in the
Shoreline Master Program Amendments going to the City Council
because the Department of Ecology, which has the final say on all
shoreline programs in the State, requested some language that
covers wetland regulations associated with the shoreline area.
Interim wetland guidelines were added until the Wetlands Management
Plan takes effect. A summary of all the changes has been prepared
for presentation to City Council.

Commissioner Haylor MOVED to adjourn the meeting.
Commissioner Ward SECONDED the motion. Motion carried. The
meeting was adjourned at 8:00 P.M.
