Anderson) Lauri Anderson explained the Growth Management Act mandates that public participation be specifically targeted in the development of a new comprehensive plan. Section 14 of the Act states, "ensure public participation. . .each city that is required to plan shall establish procedures providing for early and continuous public participation. " The Act indicates there should be opportunity for written comments, dissemination of proposals and alternatives, public meetings and provision for open discussion. The State wants to be sure that citizens feel they are part of these comprehensive plans which are going to be instrumental in guiding community growth. The program that staff is looking at was recommended by another jurisdiction. Rather than hold public meetings, which are often not well attended, this program uses videos which are distributed to community groups, businesses, the chamber of commerce and schools. Questionnaires are sent out with the videos and the results are presented back to the public. This method has been very successful, receiving 200-300 citizen responses rather than 10-15. The second part of the program involves inviting the community to a slide show meeting. They are shown different development types and patterns and are asked their preferences. CITY COUNCIL PLANNING COMMITTEE MINUTES OCTOBER 15, 1991 PAGE 2 It has been stressed that it is important the community realizes that the policy makers, city council and mayor feel comfortable with the program, have had input on how the program was developed, and that policy makers are going to be listening to public feedback. Ms. Anderson asked the Committee to place the topic on the City Council agenda and see if there is interest in holding an October 29 workshop or requesting a resolution endorsing the program. In response to Councilmember Houser's questions, Ms. Anderson stated the funds to produce the video will come from growth management funds received from the State. Chair Johnson agreed to raise the issue of the special meeting and/or resolution at the City Council meeting. ADJOURNMENT The meeting adjourned at 5:05 p.m. PC1015.MIN
