Because there is no historic -nreservation plan in place, staff does not believe the City can adequately ssess the value of these properties. This issue is on the Planning Department's work program for 1990 and work is expected to begin in June. Planning Director Harris added that there is some pressure to look at one residential property. Planning had requested $175, 000 for historic preservation in the 1990 budget but it was not approved, nor did historic preservation rate high on the CIP budget. Four situations have presented themselves for consideration, the Ponssen House, Burlington Northern depot, single family residence, and White River Valley Historical Society. Staff is seeking direction from the Council on whether the Council wants strategic planning now or will wait for a plan which weighs elements of historic preservation. Ms. Anderson noted that if the Council wants to begin historic preservation planning now, other work program priorities will need to be adjusted. It is anticipated the work program on historic preservation will be concluded in a six-month time period. Linda VanNest offered names of those interested in serving on an historic preservation commission. Planning Manager Fred Satterstrom would like to wait until the work program begins and then obtain involvement from a citizens group. Walter Cook and Linda VanNest want Kent to be included in planning for the White River Historical Society museum located in Auburn. Inventory is valued ,t over $1 million. This includes both commercial and residential uses. Chairman Johnson and Councilwoman Orr agreed that it is important to develop an historic preservation plan beginning in June. If it is possible to put it in the work program before June, they would like staff to do so. They requested that Planning staff be involved in the planning meetings for the White River Historical Society. Chairman Johnson will give a report on this issue at tonight's City Council meeting. It was noted the City has other options for historic preservation than outright purchase of properties. The county is working on a special valuation tax. Mr. Harris stated that money for historic preservation should come out of the Capital Improvement Program. Staff will prepare a funding request in the normal CIP budget cycle. Linda VanNest gave a history of the White River Valley Historical Society. Mr. Satterstrom read from Auburn Mayor Roegner' s letter requesting Kent's participation in the planning process for the museum. Walter Cook noted meetings are held every Wednesday at 1 PM at the museum. COMPREHENSIVE PLAN UPDATE - FOR INFORMATION ONLY Planning Manager Satterstrom stated staff had brought the scope of work for the Comprehensive Plan Update to the Planning Committee in October of 1989 . The work program was approved at that time. Planning Director Harris noted that the timeline also needs to be sent to the Council as a whole. Senior Planner Lauri Anderson stated that the last complete update of the Comprehensive Plan was in 1977 , although subareas and elements have been updated since that time. The work program encompasses 14-18 months. Ms. Anderson reviewed the major components of the work program. At this time staff is updating demographics and looking at boundaries. Staff will arrive at a more detailed timeline for this project next month. There will be coordination with Public Works on transportation issues. Chairman Johnson indicated that besides coordination with transportation issues, there was no additional direction from the Council regarding the Comprehensive Plan scope of work. Chairman Johnson approves of expanding the plan boundaries in the northeast planning area. ADJOURNMENT The meeting adjourned at 5 PM. 2
