HomeMy WebLinkAboutCity Council Committees - Planning and Economic Development Committee - 03/20/1990 KENT CITY COUNCIL PLANNING COMMITTEE March 20, 1990 4:00 PM Committee Members Present Planning Staff Present Jon Johnson, Chairman Charlene Anderson Christi Houser Lin Ball Leona Orr Jim Harris Fred Satterstrom Others Present Other City Staff Lyle Price Carolyn Lake Alana McIalwain CDBG PROGRAM POLICIES Senior Planner Ball informed the committee that each year the City Council needs to adopt local program policies for receiving federal Community Development Block Grant money. The policies are broad in nature so the City can be open to projects showing a real need for services/funding. She added the Neighborhood Strategy Area (NSA) is the target area for receipt of funds. The NSA includes the older areas of the City, i.e. , South of Willis, North ark, Central Business District and Lower East Hill. The housing repair program with most work done in this target area receives approximately half of the program funds each year. The Human Services Commission reviewed the Public (Human) Services program policy and recommends approval. The City can allocate 15% maximum of Block Grant dollars to human services. This year the policy includes support to seniors and persons with disabilities. Ms. Ball pointed out the changes from last year's program policies. She requested an addition to Additional Factors #1 . . .the extent to which very low-income citizens or special populations (such as seniors and persons with disabilities) are served. . . The City of Kent receives Block Grant funding through King County via an interlocal agreement. The county desires that cities address funding of regional and subregional human service needs. Staff has added a reference to such issues in the proposed program policies referring to those regional/subregional projects which serve City of Kent residents. Kent has funded such subregional projects as 1) Kent-Renton Rehab and 2) expansion of the health clinic and setting up the Catholic Community Services office. Councilwoman Houser noted the county expects the new cities of Federal Way and Sea-Tac to pay their fair share and thus cut the county' s money. Planning Director Harris noted the reference to regional issues in the local program policies shows Kent is willing to have an open mind on funding these ssues. Ms. Ball noted the county has worked hard for the cities; when regulations changed on acquisition projects, the county pulled their money ITY COUNCIL PLANNING COMMITTEE _.INUTES OF MEETING OF MARCH 20, 1990 and added it to City money to enable transitional housing to be purchased in Kent. CDBG FUNDING - FOR INFORMATION ONLY Ms. Ball noted there are two parts to CDBG funding: local program policies and estimates for pass-through funding. Kent will receive estimates of funding by approximately April 1. It is proposed that on April 17th the City Council will accept or reject the pass-through funds and allocate percentages of funding to Public (Human) Services and Planning & Administration. Councilwoman Orr MOVED and Councilwoman Houser SECONDED the motion to put the Local Program Policies and CDBG Funding on the April 17th City Council calendar. Motion carried. The Planning Committee will review the funding estimates on April 3rd with an update on April 17th. (NOTE: Subsequent to this meeting it was determined that a public hearing to discuss the 1991 Program Policies would be held by the City Council on April 3 , 1990. ) ADDED ITEMS Ms. Ball informed the committee that the human services and Block Grant funding cycles will be combined this year.
