HomeMy WebLinkAboutCity Council Committees - Planning and Economic Development Committee - 04/17/1990 KENT CITY COUNCIL PLANNING COMMITTEE April 17, 1990 4 : 00 PM Committee Members Present Planning Staff Present Jon Johnson, Chairman Charlene Anderson Christi Houser Lauri Anderson Leona Orr Lin Ball Jim Harris Fred Satterstrom COMPREHENSIVE PLAN - QUARTERLY REPORT Senior Planner Anderson presented a progress report on the update of the Comprehensive Land Use Plan. The main focus so far has been to collect data for the community profile, i.e. , population, economic indicators, employment. These data will be used to project and analyze potential policies of the City. Staff has driven the planning area boundaries and has contacted the City of Renton regarding S. 192nd and S. 208th Streets. Adjustments to the boundaries will be made to reflect the City of Sea-Tac incorporation. The first public meeting on the update process garnered enthusiastic response from the participants. School projects on the vision for Kent were isplayed. The growth management legislation which is on Governor Gardner's aesk for signature has implications on the Comprehensive Plan update process. The City of Kent must meet state standards by July 1, 1993 . Comprehensive plans for neighboring jurisdictions, King County, and Kent are required to be in sync. Planning and Engineering staff recently attended a conference on joint land use and transportation planning efforts. Planning Director Harris reported all Council members have been given a copy of the AWC' s summary of the new growth management legislation. Chairman Johnson reported that the Suburban Cities Regional Growth Committee has discussed the legislation. He added that Normandy Park has asked Governor Gardner to veto the section of the bill which exempts airports and port authorities from regulation; PSCOG passed a resolution supporting Normandy Park's request. Ms. Anderson reported a citizen's initiative has been started. Mr. Harris stated Planning staff might need to do an early adjustment of the update process after the State Department of Community Development guidelines for the growth management legislation are in place. There might be funding available for which Kent can apply. CDBG FUNDING UPDATE Senior Planner Ball reported the County's estimate of 1991 CDBG funding includes a cap of 16% rather than 15% available for public (human) services funding. Staff recommends that the City Council approve this higher level of funding for human services, bringing the total human services CDBG funding to $29, 638 (+$2, 000 from the earlier estimate) . Councilwoman Houser MOVED qnd Councilwoman Orr SECONDED the motion to revise the Planning Committee' s Aril 3rd recommendation to include the higher level of public (human) services funding and to place this item on the City Council Consent Calendar T.TY COUNCIL PLANNING COMMITTEE .LNUTES OF MEETING OF APRIL 17, 1990 of April 17th. Motion carried. Chairman Johnson reported that the Joint Policy Committee for King County Block Grant funding recommended a change to policy All. The policy originally stated that projects must be completed by the end of the funding year, or a one-year extension must be requested. Projects not begun in this first year are subject to possible recapture of funds. The change allows funding to remain open for those projects implemented by the first year and completed by the end of the second year. ADJOURNMENT The meeting was adjourned at 4 :25 PM. 2
