WORKSHOP
May 15, 1989

SUMMARY OF MEETING
1. The Planning Commission will give the City Council regular
written updates of Planning Commission work underway.
2 . The Planning Commission will endeavour to have a ten minute
slot whenever the Council meets in a workshop format; this
ten minute period will be used to advise the Council on
matters the Commission is currently working on.
3 . An executive summary will accompany all Planning Commission
recommendations to the Council.
4 . The Commission will work to involve the Council in the
Commission' s retreat which will be held in September of this
year.
5. The Commission will endeavour to be part of the next Council
retreat and goal setting process; will advocate agenda items
that are deemed timely and worthy of consideration by both
parties.
6. The Council Committee will introduce a resolution, to be acted
on by the Council, concerning the planning work the Commission
carries out on behalf of the Council and City.

1. The role of the Planning Commission versus that of the City
Council in the land use planning process.
2 . Things the Planning Commission can do to address Council
concerns and thereby enhance recommendations.
3 . Ways in which the Planning Commission and City Council can
interact on significant issues.
4 . How does the Planning Commission get involved in setting the
agenda for planning projects and programs?
NOTES FROM THE MEETING:
Planning Commission is concerned with the current process whereby
the City Council annually sets target issues; how can the Planning
Commission input to the target issues? The Commission is concerned
about issues the Commission has worked on over along period of
time, only to have it referred to the Council Planning Committee.
What is the Planning Commission doing that causes this to happen?
Why is its work not recognized? What would the Council Planning
Committee do to an issue/project that the Commission has not
already done? (example: East Valley Comp. Plan and Zoning)
The City is evolving as it grows; the Council is becoming more
proactive. Perhaps some issues dealt with by the Planning
Commission have been "out there too long" ; maybe an update to the
Council from time to time would help. The Commission should become
more proactive also ( the Human Services Commission is an example
of a proactive commission) .
Commission members feel that the Planning Commission cannot become
proactive in the sense that the Human Services Commission has
become proactive. What the Planning Commission needs to do is
figure out how to get input to the Council Planning Committee. Its
tough to be present at all of the Committee meetings; the time of
the meetings is not to the Planning Commission 's advantage.
Perhaps the Commission can give briefings at the City Council ' s
workshops which are held at 6: 00 PM on the day of the regular
Council meetings.
At least ten minutes at these workshops, on a monthly,� basis would
help.
There is a perception that the public is able to easily sway the
Council away from all the work done over a long time by the
Planning Commission.
There is a feeling that the Planning Commission has done a great
job working on the Comprehensive Plan; that the Hearing Examiner
system has greatly aided the Commission by allowing it to
concentrate on the Comp. Plan.
Council members present feel that the issues recommended to the
Council have been well worked out by the Planning Commission. Also
that it is generally difficult for Council persons to be well
versed with the Comp. Plan unless they have worked with it over a
long time.
In response to the question , "What do you think the City Council
would like to see?" , "Where the 'mine fields ' are. " and "The
Council needs to know what the consensus is. "
It was also pointed out that the Council, in general, is not aware
of the work the Planning Commission does. To over come this
problem it would be advantages to have an on going status report
to the Council Planning Committee.
What kind of planning Commission presentation would win the day?
Perhaps it would help if the Commission did more with the
presentations as does the Human Services Commission. The Council
appears to react better to such presentations.
What about issues that come to the Council as recommendations for
approval and never see the light of day again? These type issues
are "hidden out" until votes are lined up.
The Commission members voiced a desire to participate with the
Council at their annual retreat. It was suggested that the
Commission members need to become better acquainted with Council
members.
Talking about ways to be more effective, an executive summary
followed by the main material, would greatly aid the Council.
One way to get recognition is to have the Council honor the
Commission through a formal resolution, pointing out all the good
things the Commission has done over the years.
