Sue Enger of the county staff has indicated that Kent Kangley Road is a concern for additional traffic and the county would look more toward Renton and Auburn. Carol Stoner added that no matter what modeling occurred, all roads in the area ere at levels of service E and F. Development needs to be timed to insure the infrastructure is available. Ms. Stoner stated the citizens committee will tie up the land use and maps issues on January 20 and will look at the northeastern transition areas. She was uncertain how the area would be affected bv the 300 acres listed on the open space bond issue. The southern transition 'area couldn't take more than rural densities. By January 24th, the maps should be in good order. The committee will go through the policies in February. Staff will do zoning from the policies in the spring. The EIS is due in September and then it can be forwarded to the County Council. Planner Lauri Anderson noted the differences between the Soos Creek Plan and East Hill Plan maps. Major differences occur at 240th & 132nd (City of Kent has Neighborhood Community Commercial, Soos Creek Plan has Multifamily) and the City of Kent indicates a lower density on the eastern border of the city. Planning Manager Fred Satterstrom suggested it would be beneficial for the citizens committee to meet with the Kent City Council in a workshop session in February or March to update the Council on the Soos Creek Plan. SOOS CREEK INTERLOCAL AGREEMENT Mr. Satterstrom presented an overview of the chronological events related to the Soos Creek Interlocal Agreement. In June, 1988 King County forwarded a -nodel agreement which had been drawn up by staffs of suburban cities and the .ounty. The City Council adopted the agreement in August, 1988. It was returned to the County and was forwarded back to the City of Kent in June, T.TY COUNCIL PLANNING COMMITTEE _ INUTES OF MEETING OF NOVEMBER 21, 1989 1989 . In August, 1989 the City Council made revisions to the County's version and returned it. County Executive Tim Hill sent a response to Mayor Kelleher on October 12, 1989. Mr. Satterstrom read from that letter. Mr. Satterstrom noted that King County doubts that Kent will maintain an average density of 7-8 units. Auburn and Renton have specified they will maintain regional density goals of 7-8 units in annexation areas. By agreement, the County will not recommend approval of annexations without agreeing on these regional density goals. Former Senior Planner Dan Stroh had calculated an average density in Kent of 11 units per acre. However, the agreement specifies 7-8 units in annexation areas, not the overall city. Nancy Ousley of the County staff had informed Mr. Satterstrom that the agreement meant 7-8 units overall. Mr. Satterstrom stated that if that is so, he would like to see it in the interlocal agreement. Mr. Stroh had recommended that if the City could not reach agreement with the County, maybe a joint meeting of the County and City in the spring would be a good idea. In response to Assistant City Attorney Lake, Mr. Satterstrom noted the County has more or less followed the Soos Creek Interlocal Agreement process so far in their planning efforts but consultations have been haphazard. :)uncilman Johnson stated that after the first of the year he will ask County councilman Barden (who he assumes will head the County Council) to form a committee regarding land use and interlocal agreements. Mr. Satterstrom added the County knows about Kent's density. In addition, the citizens committee is finding there are no roads to support even 4-6 units per acre in the area. Ms. Lake added that not only does the agreement state 7-8 units but the County prohibits the City from annexing rural territory to balance it out.
