Councilman Jon Johnson moved to go ahead on the Planning Department' s recommendation. The motion carried. SENIOR HOUSING BOND ISSUE PROPOSAL Next on the agenda was the Senior Housing Bond Issue Proposal. The committee is recommending a bond issue for senior housing for 6.7 million dollars to construct 94 units of senior housing. The issue needs to move forward tonight at the City Council Meeting in order for it to be on the November ballot. This issue only covers the general obligation bond, and not the details of the construction. Mr. Stroh related the background on the issue. An Assisted Housing Committee was appointed by the mayor consisting of 13 members, and 1 consultant. The committee and consultant studied the need for the bond issue, and found it would meet 25% of the current senior housing requirements. Mr. Stroh also went over the timing on this issue, for it to reach the November ballot. The Bond Council drew up an ordinance, and copies were distributed, which contained the actual proposition language in it. Sharon Atkin, Assisted Housing Committee Chair, spoke on the committee' s recommendation. She indicated a large need for assisted senior housing. She suggested congregate care for some of the units, especially the "frail elderly" population. Consultant Tom Phillips recounted the results of his surveys and studies on the cost of housing for seniors in Kent, relative to their incomes. Councilman Johnson wanted to know whether we would be creating a housing authority to administer the bonds and oversee construction. Planning Commissioner Jim Harris indicated this subject was still open. Mr. Stroh stated the subject had been discussed, and there were many alternatives. Councilman Johnson asked how the maintenance and operations costs of the facility would be coveted. Ms. Aktin stated the residents would be paying 30% of their income for maintenance and operations. Mr. Stroh and Mr. Phillips agreed this was studied and would be sufficient to cover maintenance and operations costs. Chairwoman Woods stated that Councilman Johnson' s concerns should be investigated promptly, if the issue receives a favorable decision in November. Councilwoman Woods also asked if we could limit the housing project to Kent Residents. City Attorney Sandra Driscoll indicated it was a possibility, but there were other options, like Federal funding, that could open up residency to residents outside of Kent also. Councilman Steve Dowell questioned the figure of $73 , 000 per unit, as noted in the report. Mr. Phillips said it was the figure Renton used and included land acquisition, planning costs, and some bond costs. Also, this project would be of good quality construction. Councilman Dowell had questions regarding property purchasing, facility design, and title ownership. Mr. Stroh indicated these questions could not be answered sufficiently at this time. Steve Dowell moved to pass the Senior Housing Bond Issue Proposal. The motion carried. ADDED ITEM Fred Satterstrom requested the endorsement of the committee regarding conditional use permits for hazardous waste zoning actions, to allow the Hearing Examiner the authority to modify the performance standards. Steve Dowell moved to go ahead and begin the process of amending the code to allow the hearing examiner to then modify those performance standards when there is a conditional use permit hearing. Motion carried.
