COMMITTEE MEMBERS PRESENT: Committee Chair Bruce White, Committee
Member Debbie Raplee and Committee Member Ron Harmon
The meeting was called to order by Committee Chair Bruce White at 5:05 P.M.
Approval of Minutes Dated August 2, 2004
Committee Member Ron Harmon moved to approve the minutes of August 2, 2004. The
motion was seconded by Debbie Raplee and passed 3-0.
Transportation Demand Model Consultant Services Agreement - Authorize
Don Wickstrom introduced Steve Mullen, Transportation Engineering Manager. Steve
Mullen said the old Transportation Model program is written in the old DOS format and
eventually it will not be supported. This contract will be to convert the data to the new
version 9.1 of the VISUM software.
Debbie Raplee moved to recommend the City Council authorize the Mayor to sign
the Consultant Services Agreement between the City of Kent and PTV America,
Inc. to convert the City of Kent 2003 Transportation Model to version 9.1 of the
VISUM software. The motion was seconded by Ron Harmon and passed 3-0.
Sale of Properties at Ramstead Pointe Short Plat - Authorize
Don Wickstrom said in conjunction with the South 277th project a number of properties
were impacted and purchased by the City. The sale of this property could net up to
$800,000 which would be put back into the project. Nick Horn, Project Design Engineer
said that there were approximately 8 acres being subdivided. There will be 9 properties
off of the private road including Valley Com. There will be no sidewalks due to the Corp
restrictions but there will be a path that will exit north of the property out 108th becoming
part of the bike trail.
Ron Harmon moved to recommend to full Council the sale of property known as
“Ramstead Pointe Short Plat”. The motion was seconded by Debbie Raplee and
passed 3-0
Street Vacation of Portion of SE 278th Street – Set Hearing Date
Don Wickstrom said the applicant for this Street Vacation has a sale pending and to try to
move this along for the applicant we would like to change the hearing date to October 5th.
Debbie Raplee moved to Recommend Council adoption of a resolution setting a
public hearing date of October 5, 2004 for the Street Vacation located along a
portion of SE 278th Street. The motion was seconded by Ron Harmon and passed 3-
0.
(After the meeting it was determined a 20 day notice was needed before the hearing
date so the hearing date was set for October 19, 2004)

Puget Sound Energy Construction Agreement - Authorize
Don Wickstrom said in conjunction with the Kent Station project power needs to be
underground. This agreement will allow PSE to proceed. Mark Madfai, Sr. Project
Engineer stated the City pays 40% of the costs and PSE pays 60%. Once energized the
city notifies owners and they have 90 days to connect. The 105 building will still be on
the overhead system.
Ron Harmon moved to recommend authorizing the Mayor to sign the Puget Sound
Energy Construction Agreement upon concurrence of the language therein by the
City Attorney and the Public Works Director. The motion was seconded by Debbie
Raplee and passed 3-0.
