Lorna Rufener will soon be having a baby! Effective immediately, Sgt. Rufener is assigned temporarily to light duty Patrol Administrative Assignments. Her availability will greatly assist Patrol Administration during Lt. Ken LaBelle's disability leave. During Sgt. Rufener's temporary assignment and subsequent medical leave, I have appointed Officer Mike Painter as acting sergeant. This action is authorized by Civil Service rule XII section 7. As this temporary assignment is likely to be necessary for a long period of time and in the absence of a current eligibility list for the rank of police sergeant, I am recommending to you that Officer Mike Painter be provisionally appointed to the rank of sergeant for a period of time not to exceed six months or until the establishment of a sergeant eligibility list should that occur prior to the end of the six month period. • As is required by Civil Service Rule XII section 4, it is your responsibility to determine whether or not the nominee possesses the necessary experience, training and other prerequisites for the position. To help with your decision, Officer Painter is 30 years of age. He has an AAS degree. Prior to his current assignment as K-9 handler, he was one of the Kent Police Departments best Field Training Officers. Officer Painter is one of the leaders in the Patrol Division in the areas of self initiated activity and quality job performance. He is highly respected by his fellow officers and departmental supervisors. I feel he is very well qualified for the provisional appointment and certainly is highly motivated to accept this challenge. I am pleased to recommend Officer Painter and will assist you in any way necessary to evaluate this excellent candidate. cc: Acting Sgt. Painter Sgt. Rufener Lt. Mitchell Capt. CHIEF, SUBJECT: STATUS OF CORRECTIONS SELECTION PROCESS THIS MESSAGE PERTAINS TO THE STATUS OF OUR PRESENT SELECTION PROCESS FOR CORRECTIONS OFFICERS. AS YOU MAY RECALL, WHEN RICK POTTER WAS HIRED PERMANENT FULL-TIME ON JANUARY 2ND, 1990, THE LAST VACANCY WAS FILLED. AT THIS TIME, WE CONTINUED TO EMPLOYE C.O. MARTINEZ DUE TO AN OFFICER ATTENDING THE FOUR WEEK CORRECTIONS ACADEMY IN BURIEN. wF THIS DATE, THE EXISTING LIST IS COMPOSED OF THE FOLLOWING NAMES: #1. POTTER, RICHARD (RESIGNED) #2 . CLARK-HEYMAN, VIVIAN #3. GLENN, JOHN E. #4. JENKINS, BERNARD #5. DEGRAW, DARREN R. #6. GRAN, ROBERT V. CHURNING, STEVEN S. #8. MODINE, SUSAN M. #9. MARTINEZ, MANNIE #10. DUPREE, JAMES L. 1. AS STATED, RICK POTTER RESIGNED AND THIS MATTER HAS BEEN BEFORE THE KENT CIVIL SERVICE COMMISSION. 2 . VIVIAM CLARK-HEYMAN IS BEING RECOMMENDED FOR REMOVAL FROM THIS LIST. THIS RECOMMENDATION IS BASED UPON THE APPLICATION AND THE LAST TWO POLYGRAPH EXAMINATIONS. THE PERSONAL HISTORY STATEMENT FORM, SECTION "N" SUBSECTION #2, ASKED IF THE APPLICANT HAS EVER USED MARIJUANA. THIS APPLICANT HAS CIRCLED "NO" . IN BOTH DET. KELCH'S REPORT AND DET. MILLER'S REPORT, AND ON . THE PERSONAL HISTORY STAEMENT FORM, THERE IS INFORMATION THAT STATES THE APPLICANT HAS USED MARIJUANA AND AMPHETAMINES IN THIS SAME PERSONAL HISTORY STATEMENT FORM, SECTION "G", SUBSECTION #1'S QUESTION DEALING WITH ARREST WAS NOT ANSWERED. IN DET. MILLER'S POLYGRAPH REPORT, THERE ARE CONCERNS LISTED ON PAGE #2, #3 , #4. & #5. SOME OF THE CONCERNS ARE: INCOMPLETE INFOR- MATION, STRESS, MEDICAL PROBLEMS, COMMUNITY PROPERTY ISSUE, USE OF DRUGS, DISMISSAL FROM RAINIER BANK, AND MIS-USE OF SICK TIME, AS WELL THEFT FROM FORMER EMPLOYEERS THIS PERSON DOES NOT APPEAR TO BE OF THE CALIBER TO MEET OUR STANDARDS. 3 . JOHN GLENN IS BEING RECOMMEDED FOR REMOVAL FROM THIS CIVIL SERVICE LIST. FIRST OF ALL, MR. GLENN SHOULD NOT HAVE CONTINUED PAST THE ORAL BOARD. IF YOU REVIEW THE ORAL BOARD SCORE PROVIDED BY OFFICER PALMER, I SHOWS THAT GLENN FAILED IN WORK HISTORY, ORAL COMMUNICATION, WRITTEN COMMUN- ICATION, SITUATIONAL REASONING AND JUDGEMENT. ALSO, CORRECTIONS SGT. KNAPP SCORED MR. GLENN AS FAILING IN ORAL & WRITTEN COMMUNICATION. PER THE POLYGRAPH REPORT, DET. MILLER HAS SOME SERIOUS CONCERNS ABOUT MR. GLENN, DUE TO: * INCOMPLETE PERSONAL HISTORY STAEMENT FORM. * INCOMPLETE MEDICAL INFORMATION * FIRED IN 1985 FROM A CONSTRUCTION SITE. * QUESTIONABLE HEALTH (ALLERGIES, BRONCHITIS, ASTHMA AND HEADACHES) * USE OF DRUGS * QUESTIONABLE HISTORY OF SEXUAL ACTIVITY WITH CHILDREN/RELATIVES) * THEFT FROM EMPLOYEER PER THE BACKGROUND REPORT BY SGT. NOBLE, THERE ARE THE FOLLOWING CONCERNS. * UNITE PARCEL SERVICE (UPS) WOULD NOT REHIRE * HAS PROBLEMS ACCEPTING INSTRUCTIONS FROM FEMALE SUPERVISORS. * LOW LEVEL OF MATURATION HE TENDS TO POUT * SGT. NOBLE DOES "NOT" RECOMMEND GLENN BE HIRED. PER THE PSYCHOLGICAL REPORT FROM DR. SHAW. , * MR. GLENN HAS AVERAGE TO BELOW AVERAGE VERBAL AND WRITTEN COMMUNICATION SKILLS. * HE IS SOMEWHAT PASSIVE, LACKS LEADERSHIP SKILLS, AND IS NOT TOO SENSITIVE TO THE NEEDS OF OTHERS, * MAY BE SOMEWHAT DEPENDANT * MAY REQUIRE ABOVE AVERAGE SUPERVISION * APPEARS TO BE A MARGINAL APPLICANT FOR THE ABOVE REASONS, I DO NOT RECOMMEND APPOINTMENT, AND I DO RECOMMEND THAT MR. GLENN'S NAME BE REMOVED FROM THE CIVIL SERVICE REGISTER. 4 . BERNARD JENKINS: AT THIS TIME, IT IS BEING RECOMMENDED THAT MR. JENKIN'S NAME "NOT" BE REMOVED FROM THIS LIST. HE APPEARS TO BE A SERIOUS COSIDERATION FOR APPOINTMENT. 5. DARREN R. DEGRAW: AT THIS TIME, DET. MILLER HAS SOME DOUBT AS TO THE SUITABILITY OF MR. DEGRAW AS AN EMPLOYEE. HOWEVER, I AM NOT SATISFIED THAT MR. DEGRAW HAS CONDUCTED HIMSELF PIMPROPERLY. UNTIL I HAVE ESTABLISHED, CLEARLY, THE CHAIN OF EVENTS SURROUNDING THE FIREARM AND THE CONCEALED WEAPONS PERMIT, I AM NOT PREPARED TO RECOMMEND THAT DEGRAW'S NAME BE REMOVED FROM THE LIST. 6. ROBERT GRAN: IT IS RECOMMENDED THAT MR. GRAN'S NAME BE REMOVED FROM THE CIVIL SERVICE ELGIBILITY LIST. THE REASONS ARE AS FOLLOWS: ALL THREE MEMBERS OF THE ORAL BOARD FAILED GRAN IN WRITTEN COMMUNICATION. THE PSYCHOLOGIST REPORTS THAT GRAN HAS BELOW AVERAGE WRITTEN AND VERBAL OOMMUNICATION SKILLS, TO THE POINT THERE IS SOME QUESTION ABOUT HIS ` BILITY TO WRITE A COMPREHENSIVE INCIDENT REPORT. ALSO, GRAN TENDS TO ACT BEFORE THINKING, HAS IMPULSIVE BEHAVIOR, IS SOMEWHAT DOMINANT AND HAS A FAIRLY HIGH AGGRESSION LEVEL. HE IS LISTED AS A MARGINALLY ACCEPTABLE APPLICANT. 7. STEVEN S. CHURNING: THERE IS MESSAGE IN CHURNING'S PACKET, INDICATING THAT HE DISIRES TO "NOT" CONTINUE IN THE SELECTION PROCESS. BECAUSE OF THIS REQUEST, HIS NAME IS RECOMMENDED FOR REMOVAL. ADDITIONAL INFORMATION: MR. CHURNING WAS VERY DIFFICULT TO CONTACT AND FAILED TO RETURN ALL CALLS TO HIS RESIDENCE. DURING THE ENTIRE SELECTION PROCESS, HE BEHAVED AS THOUGH HE WISHED WE WOULD FORGET HIM. W E H A V E A T H R E E-W A Y T I E W I T H T H E F 0 L L 0 W I N G 8 . MANNIE S. MARTINEZ: MR. MARTINEZ HAS FUNCTIONED WITH THE KENT CORRECTIONS FACILITY IN A TEMPORARY PART-TIME CAPACITY SINCE JUNE OF 1989. HE HAS DEMONSTRATED AN EXCEPTIONAL ABILITY TO HANDLE ALL ASPECTS OF THIS ASSIGNMENT. I HAVE NO RESERVATIONS IN RECOMMENDING THAT NOT ONLY HIS NAME REMAIN ON THE CIVIL SERVICE ELGIBILITY LIST, BUT THAT HE BE OFFERED AN APPOINTMENT AT THE FIRST OPPORTUNITY. 9. SUSAN M MODINE: PER ALL PHASES OF THE SELECTION PROCESS, MODINE APPEARS 0 BE AN ACCEPTABLE APPLICANT WITH NO REMARKABLE ACCOMPLISHMENTS. T IS RECOMMENDED THAT HER NAME "NOT" BE REMOVED FROM THE LIST. AT THIS TIME, MODINE IS BEING SCHEDULED FOR A PSYCHOLOGICAL. IF SHE SUCCUSSFULLY COMPLETES THIS PHASE, SHE WILL BE SCHEDULED FOR A MEDICAL. 10. JAME L. DUPREE: THIS SUBJECT IS A FORMER POLICE OFFICER WITH THE KING COUNTY POLICE DEPARTMENT. HE WAS UNABLE TO SUCCESSFULLY COMPLETE HIS PROBATIONARY PERIOD FOR REASONS PROVIDED IN THE BACKGROUND. IN DUPREE'S ORAL BOARD, HE FAILED WRITTEN COMMUNICATIOIN, INTERPERSONAL SKILLS AND ITITIATIVE. HIS ANSWER TO THE ORAL BOARD WRITTEN QUESTION IS TOTALLY UNACCEPTABLE. FOR A MULTITUDE OF REASONS, OUTLINED IN THE BACKGROUND INVESTIGATION, IT IS RECOMMENDED THAT DUPREE' NAME BE REMOVED FROM THE KENT CIVIL SERVICE ELGIBILITY LIST FOR CORRECTIONS OFFICER. IF YOU AGRRE, AND THE CIVIL SERVICE COMMISSION APPROVES, THE LIST WILL BE: #1. BERNARD JENKINS #2 . DARREN DEGRAW #3 . * MANNIE MARTINEZ #3 . * SUSAN MODINE • * TIED FOR THIRD IF THIS LIST IS ACTED UPON AS RECOMMENDED, JENKINS, DEGRAW AND MARTINEZ SHOULD BE SCHEDULED FOR AN INTERVIEW. EACH APPLICANT'S COMPLETE PACKET HAS BEEN FORWARDED TO YOU FOR ACTION. C6.
