promotions, transfers, reinstatements, demotions, suspension and discharges for the
classified service of the Fire and Police Department and the non-uniformed Police
Personnel.

The Civil Service Commission continues to experience an increase in activity with the
continual recruiting and the increase in record keeping due to the increase in personnel.

* Automated all record keeping and tracking systems; current employee rosters;

Corrections Officers.
�* Set UP Civil Service Job Line to facilitate easy access for persons interested in
Civil Service employment.

* Annexation of West Islands iupacts rapid growth of City, requiring an increase in the
level of services provided by both Police and Fire departments, necessitating an
increase in personnel under the classified services.
* Increased coverage of personnel means increased time and number of recruitments
needed.
* Civil Service has a need for a private office space to better maintain the
confidentiality needed to assist the Department Heads, classified personnel., non-
uniformed personnel and general public. Meetings with various Department Heads are
presently carried out in less than private surroundings. Civil Service arployees and
applicants are presently looking through their paperwork wherever a chair can be
found.

SUBJECT: Eligibility List for Police Officer
I recommend removal of Timothy Hughes from the police officer
eligibility list due to information obtained during the
psychological testing. It is my opinion that this candidate does
not possess the characteristics sought by the Kent Police
Department.
I will be present at the next Civil Service meeting and can address
questions or concerns that might arise due to my recommendation.

Dear Civil Service Commission:
I would like to express my disappointment after being noti-
fied that my name had been removed from the current Law En-
forcement Officer Eligibility List. Hopefully after reading
my following statement, my eligibility will be reconsidered.
I -realize that many people of my age and that have .had the
educational opportunities that I have had hold a college de-
gree and are well established in their chosen careers . They
have my respect and admiration. Given the opportunity to
re-live the last ten years of my life, there are many deci-
sions that I would have made differently. I have learned
from the past, but I am not living in the past. I am living
in the here and now, and for the future.
I currently have a very secure job that has career potential
with the Boeing Commercial Aircraft Company. Everyday at
this job I cross paths with many professional people such as
engineers, planners, and department managers that live for
. quitting time, the weekend, and for retirement. If they are
content I am happy for them. I would like to pursue a career
in law enforcement because I feel this is a career that a
person could always feel optimistic and enthusiastic about.
As a police officer, one would not only have a career that
one could be proud of, but more importantly a career that on
a daily basis one could contribute to society and perhaps
make a difference in someone' s life.
In closing I would like to thank you for your time and consider-
ation. I would very much like the opportunity to serve- as a
police officer for the city of Kent.

Dear Commission Members:
I am appealing your decision to remove my name from the Police
Candidate list for the following reasons:
1. Your background investigation of me turned up a Seattle Police
report listing me as a "suspect" for an obscene phone call.
This was the first time I had ever heard of this incident.
I was never questioned, charged or convicted regarding this
matter. Now, five years later, I am denied due process of the
law. It was my understanding that my rights state that I am
to be innocent until proven guilty. I am not guilty. I have
never made an obscene phone call. I offered to take a
polygraph test to attest this fact and would welcome the
opportunity to prove my innocence.
2. There is no Bellevue Police report that has me involved with
domestic violence. One night, my girlfriend at the time,
Candi Middling, dialed 911 and hung up for reasons unknown to
me. The 911 operator called back, and I told the operator
that my girlfriend and I were having an argument, but I did
not know why my girlfriend had called. The ,operator then
talked to my girlfriend who explained it had been an accident.
A police officer, Officer Elliott, came to my apartment to
verify what was told to the operator. I have talked to the
officer since my removal from your list. He assured me that
there was no reason why the incident should reflect on me in
a negative way. He also instructed me that the Kent Police
investigator could contact him and he would explain the
situation.
3 . I cannot see any reason why my ex-girlfriend's temper and
destructive personality should keep me from becoming a police
officer. It is true that she has broken things of mine, but
I have never broken anything or retaliated in any way. I made
a bad choice in a girlfriend, however, when I discovered that
she is a compulsive liar and that she has a destructive
behavior, I ended the relationship.
4 . Any omissions on my application were accidental and in no way
done to conceal or deceive. I had forgotten that I worked for
Baskin-Robbins, because it was so long ago and for such a
short period of time. I did not write down that I went to
Roosevelt High School, because I understood the application
to mean I should write the schools from which I received
degrees or diplomas. I did not write down any Seattle
addresses for my residence because the application asked only
to go back to my 18th birthday. There is nothing that
happened at Baskin-Robbins, Roosevelt High School, or at my
Seattle residence that I am trying to conceal. It was an
honest mistake.
5. I do not feel that I am immature or that I have a problem with
women. Any of my friends, relatives, or anyone else that
knows me well has surely told you this. I cannot imagine
anyone with whom the investigators spoke who might have told
them I am immature or have a problem with women. If these
conclusions were derived from the aforementioned incidents,
I would hope the Kent Civil Service will allow me the
opportunity to clear up these misunderstandings.
I am quite confident that I would be a great asset to the Kent
Police Department. Again, I am hopeful that my appeal will be
accepted and I will be able to straighten out these wrongful
implications.

My husband is applying for the position of Corrections Officer
with the City of Kent. Therefore I respectfully disqualify

Rule III, Section 2, Paragraph 4 states that ". . .PROVIDED
HOWEVER, no person shall act as examiner in any examination, when
an applicant for a position for which the examination is being
held, or his or her spouse, is a blood relation within the third
degree of the examiner. In case the Chief Examiner is
disqualified for any reason, the highest ranking member, who is
qualified, of the department for which the examination is being
• given shall act as examiner protem and shall have all the powers
and perform all the duties of the Chief Examiner. "
Therefore, Chief Frederiksen as the highest ranking member of the
Police Department should act as Examiner Protem in place of
myself for this particular examination.

It is with great pleasure that I announce the promotion of
Detective Chuck Miller to the position of Police Lieutenant,
effective July 16, 1990. Lt. Chuck Miller will fill the vacancy
created by the retirement of Lt. Ken LaBelle.
Lt. Miller will continue in his current position as Internal
Affairs Coordinator for approximately one month and then be
reassigned to the Patrol Division.
