CIVIL SERVICE COMMISSION MEETING MINUTES
Members Present: Mike Pattison
Ron Banister
Scheduling Conflict: Callius Zaratkiewcz
Others Present: Lt. Shepard, Karen Ford, Sue Viseth, Lt. Holt, Chief Angelo, Dea Drake,
Chief Crawford, Lillian Hernandez, others present.
Chair Pattison called the meeting to order at 8:05 a.m.

A. Accept into Record
1. Chair Pattison moved to approve the Minutes from the November 21, 1996 Civil Service
Commission Meeting. Seconded and carried.
B. Action Items for Discussion
1. Chair Pattison opened for discussion the Revision to Rule X, Examination Procedures.
Lt. Holt stated that the revision was not yet ready for presentation to the Commission.
Chair Pattison motioned to table the item until the next meeting. Seconded and carried.
IV. NEW BUSINESS
A. Approval and Accept into Record
1. Chair Pattison moved to approve and accept into record the letter dated November 26,
1996 from Officer R. Rasmussen resigning his position with Kent Police Department
effective November 30, 1996. Seconded and carried.
2. Chair Pattison moved to approve and accept into record the letter dated November 27,
1996 from Chief Crawford to Renee C. Bystedt confirming her employment as
Administrative Assistant with the Kent Corrections Facility effective December 2, 1996.
Seconded and carried.

3. Chair Pattison moved to approve and accept into record the letters dated December 1,
1996 from Chief Crawford to Police Officers Robert A. Constant and Gregory S. Duffin
notifying them of their successful completion of their probationary period effective
December 1, 1996. Seconded and carried.
4. Chair Pattison moved to approve and accept into record the Certification letter dated
December 5, 1996 from the Civil Service Examiner establishing the Eligibility List for
Police Community Service Specialist. Seconded and carried.
5. Chair Pattison moved to approve and accept into record the Certified letter dated
December 5, 1996 from the Civil Service Examiner to John T. Moran informing him of
his removal from the Lateral Police Officers Eligibility List . Seconded and carried.
6. Chair Pattison moved to approve and accept into record the Certification letter dated
December 25, 1996 from the Civil Service Examiner establishing the Eligibility List for
Entry Level Firefighter. Seconded and carried.
B. Action Items for Discussion
1. Chair Pattison opened for discussion the memo dated November 27, 1996 from
Lieutenant Holt requesting permission to begin the selection process,for:
a. Corrections Officer
b. Entry Level Police Officer
c. Promotional examination for Police Lieutenant
Lt. Holt stated that the Corrections Officer Eligibility List expires December 26, 1996.
The department anticipates hiring both Corrections Officers and Police Officers in the
new year. Lt. Sweeney has retired which creates a Police Lieutenant vacancy.
He stated for the Commissions information that the type of test for the Lieutenants
position had not yet been decided. They have a small panel working on it to decide if
they want to do an Assessment center or some other method that has not been
decided.
Chair Pattison motioned to grant permission to the Police Department to begin the
selection process for the listed positions. Seconded and carried.
City Attorney Lubovich asked if there was an issue with regards to what kind of test is going to
be given on this?
Chair Pattison stated that it was for starting the selection process only.
• Chief Examiner Guiguet stated that with regards to the actual type of examination that would
have to come before the Commission for approval.

Chief Examiner Guiguet asked Lt. Holt if, for the Police Officer and Corrections Officer, was the
previous format going to be used for those?
Lt. Holt stated yes.
There being no further business to come before the Commission, Chair Pattison moved to
adjourn. Seconded and carried. Adjourned at 8:11 a.m.
The next Regular Meeting will be held on Thursday, January 16,1997 at 8:00 a.m. in Council
Chambers West.
