CIVIL SERVICE COMMISSION MEETING MINUTES
September 19, 1996

Chair Pattison called the meeting to order at 8:01 a.m.
I. COMMISSION BUSINESS:
Chair Pattison opened for clarification by the Examiner, a change to Veterans Preference and
the need to do a Rule Change.
Examiner Guiguet stated that the requirements for Veterans Preference had been changed
(Chapter 300 Engrossed Substitute House Bill 27811) therefore a Rule Change was needed
due to the fact that Veterans Preference is outlined in the Civil Service Rules and Regulations
(Rule IX Section 4.2).
• This led her into the second item, that of the procedures format for initiating a Rule Change.
If either department is going to request a rules change they will first send it to the Civil Service
Office where it will be typed up and given to the City Attorneys Office to be put into the correct
format. It will then be distributed to all parties for their input. Once all parties are in agreement,
a final draft will be presented to the Commission. If there are still problems at the time it comes
before the Commission they will be taken care of at that time.
Assistant City Attorney Brubaker stated that his understanding of the matter is the basic
procedure for a Rule Change. It is a clarification of how it has been incorporated in the past.
Chief Angelo asked what was meant by format--was it referring to the actual change itself or the
format its in?
A/C Brubaker stated that the department would present the change first to Catherine then she
would give the concept or idea or memo to the Law Department and they would put it into the
format that the Civil Service Rules are in. It would then be redistributed to all affected parties
for review, comment, etc.
Chief Angelo stated that words make a difference, would that be refined?
A/C Brubaker stated that there would be at least two, probably three opportunities to comment
on it before it ever gets officially acted on.

A. Accept into Record
1. Chair Pattison moved to approve the minutes from the August 15, 1996 Civil Service
Commission Meeting. Seconded and carried.
IV. NEW BUSINESS
A. Approval and Accept into Record
1. Chair Pattison moved to approve and accept into record the written reprimand dated
August 13, 1996 from Chief Crawford to Officer Tom Hankins. Seconded and carried.
2. Chair Pattison moved to approve and accept into record the letter dated August 16,
1996 from Chief Crawford to Officer Barbara S. Leech notifying her of her successful
completion of her probationary period effective August 16, 1996. Seconded and carried.
3. Chair Pattison moved to approve and accept into record the letter dated August 16,
1996 from Chief Crawford to Officer Michael O'Reilly notifying him of his successful
completion of his probationary period effective August 16, 1996. Seconded and carried.
• 4. Chair Pattison moved to approve and accept into record the memo to the Commission
from Chief Crawford notifying them of the rotation of Barbara Haney to the
Administrative Assistant- Patrol Division and Barbara Keohane to the position of
Administrative Assistant - Support Services Division. Also that Marion Taylor will be the
Acting Corrections Administrative Assistant until testing for the position has been
completed. Also, clarification memo dated September 9, 1996. (The Civil Service
Examiner then read the memo for the record). Seconded and carried.
5. Chair Pattison moved to approve and accept into record the resignation letter dated
September 5, 1996 from Officer Tom Hankins resigning his position as Police Officer
with the City of Kent. Seconded and carried.
6. Chair Pattison moved to approve and accept into record the resignation letter dated
September 9, 1996 from Officer Sandra Templeton resigning her position as Police
Officer with the City of Kent. Seconded and carried.
7. Chair Pattison moved to approve and accept into record the memo dated September 11,
1996 from Chief Crawford to the Commission announcing the promotion of Corrections
Officers Manuel Martinez and Dan Michael to the position of Corrections Sergeant
effective October 1, 1996. Seconded and carried.

Action Items for Discussion
1. Chair Pattison opened for discussion the Certification letter dated September 18, 1996
from the Civil Service Examiner establishing the Eligibility List for Lateral Police Officer.
There being no discussion Commissioner Banister moved to approve it and accept it
into record. Seconded and carried.
2. Chair Pattison opened for discussion the Police Department seeks the Commissions
approval to begin the selection process for Community Services Specialist.
Lt Holt stated that the position was created and the department anticipates hiring one
individual and request to move forward with it.
The Examiner stated that there would be a written test but was the department requiring
any type of physical exam?
Lt. Holt stated that it had not been discussed at this point.
• Chair Pattison: 'There being no other business to come before the Commission, I move to
adjourn." Seconded and carried.
Adjourned at 8:10 a.m.
The next Regular Meeting will be held on Thursday, October 17, 1996 at 8:00 a.m. in Council
Chambers West.
