Shepard, Chief Angelo, Lt. Cline, Chief Crawford, Police Evidence Technician- Dave Santos, others present. Chair Pattison called the meeting to order at 8:00 a.m. I. COMMISSION BUSINESS: II. HEARINGS III. OLD BUSINESS A. Accept into Record 1. Chair Pattison moved to approve the Minutes from the February 15, 1996 Civil Service • Commission Meeting. Seconded and carried. IV. NEW BUSINESS A. Approval and Accept into Record 1. Chair Pattison moved to accept into record the memos dated December 15 and December 28, 1995 from Chief Crawford to Officer Tom Hankins regarding Internal Affairs Case#95-009 and notifying him of his five (5) day suspension without pay. Seconded and carried. 2. Chair Pattison moved to approve and accept into record the letter dated February 13, 1996 to Gwenyth C. Allard from Chief Crawford confirming her appointment as a Probationary Accounting Services Assistant effective March 1, 1996. Seconded and carried. 3. Chair Pattison moved to approve and accept into record memos dated February 21, 1996 from Chief Angelo notifying the Commission that Firefighters Robert Kelley and Jeffrey Ziegler have successfully passed their Second Class Promotional exams. Seconded and carried. 4. Chair Pattison moved to approve and accept into record the memo dated February 21, 1996 from Fire Chief Angelo informing the Commission of the conclusion of Battalion Chief Dale Robertsons' provisional appointment to Assistant Chief effective February 23, . 1996 due to the fact that Assistant Chief Jed Aldridge returned to work on February 15, 1996. Chair Pattison moved to approve and accept into record the letter dated February 23, 1996 from Officer Jeff Scholzen resigning his position as Police Officer effective February 23, 1996. Seconded and carried. 6. Chair Pattison moved to approve and accept into record the certified letter dated February 26, 1996 from the Civil Service Examiner to Police Officer candidate Rachel Ramseur acknowledging her employment with another Police agency and notifying her of her removal from the Lateral Police Officer Eligibility List. Seconded and carried. 7. Chair Pattison moved to approve and accept into record the certified letter dated February 26, 1996 from the Civil Service Examiner to Police Officer candidate Robert J. Degroot acknowledging his letter withdrawing himself from consideration for hiring with the Kent Police Department and notifying him of his removal from the Lateral Police Officer Eligibility List. Seconded and carried. 8. Chair Pattison moved to approve and accept into record the certified letters dated February 26, 1996 from the Civil Service Examiner to Entry Level Police Officer candidates Scott J. Behrbaum and Keith A. Sargent acknowledging their employment with other Police agencies and notifying them of their removal from the Entry Level • Police Officer Eligibility List. Seconded and carried. 9. Chair Pattison moved to approve and accept into record the certified letter dated February 26, 1996 from the Civil Service Examiner to Robert Bertram Wells notifying him that he failed to pass the psychological portion of the selection process and that his name had been removed from the Entry Level Police Officers Eligibility List. Seconded and carried. 10. Chair Pattison moved to approve and accept into record the certified letter dated March 6, 1996 from the Civil Service Examiner to Entry Level Police Officer candidate Mark Collier acknowledging his employment with another Police Agency and notifying him of his removal from the Entry Level Police Officer Eligibility List. Seconded and carried. 11. Chair Pattison moved to approve and accept into record the Certification Letter dated March 6, 1996 from the Civil Examiner establishing the Eligibility List for Police Word Processing Technician/Transcriptionist. Seconded and carried. 12. Chair Pattison moved to approve and accept into record the letter dated March 11, 1996 to Chief Crawford from Police Records Manager, Carole Cabansag resigning her position effective March 15, 1996. Seconded and carried. 13. Chair Pattison moved to approve and accept into record the certified letter dated March 13, 1996 from the Civil Service Examiner to Police Officer candidate Brett Hatfield acknowledging his letter of March 12, 1996 stating that he no longer wishes to be • considered for employment with the Kent Police Department and notifying him of his removal from the Entry Level Police Officer Eligibility List. Chair Pattison moved to approve and accept into record the certified letter dated March 13, 1996 from the Civil Service Examiner to Lateral Police Officer candidate Kevin A. Leedom acknowledging his conversation with Lt. Cline and notifying him of his removal from the Lateral Police Officer Eligibility List. Seconded and carried. B. Action Items for Discussion 1. Chair Pattison opened for discussion the memo dated February 14, 1996 from Captain Everett requesting permission to appoint Officer James A. Miller to the rank of Provisional Sergeant effective February 16, 1996 to fill the vacancy created by Sgt R. Holts promotion to Lieutenant. There being no discussion Chair Pattison moved to grant permission to appoint James A. Miller to the rank of Provisional approve the action and accept it into record. Seconded and carried. 2. Chair Pattison opened for discussion the memo dated February 15, 1996 from Lt. Cline requesting permission to begin the selection process for a Police Sergeant Promotional. Chair Pattison mentioned that Catherine had a few comments to make regarding this • item. The Examiner stated that her comments were for Item 4, the Sergeants promotional process. If the Commission were to approve the process she asked that she be notified by the Police Department well enough in advance with regard to her timetable in order to attend each of the meetings regarding the Sergeants promotional. Chair Pattison made a motion to grant permission to begin the process for the Police Sergeants' promotional. Seconded and carried. 3. Chair Pattison opened for discussion the memo dated February 23, 1996 from Lt. Woods requesting permission to appoint Officer Rusty Walker to the rank of Provisional Sergeant effective February 23, 1996 to take the place of Acting Sgt. R.E. Miller who is recovering from knee surgery. There being no discussion Chair Pattison moved to grant permission to appoint Officer Rusty Walker to the Rank of Provisional Sergeant. Seconded and carried. 4. Chair Pattison opened for discussion the memo dated March 12, 1996 from Chief Crawford outlining the proposed content of the Police Sergeant's promotional examination. Lt. Cline: "The examination memorandum basically gives an outline of what we're looking at and not the exact specifics because we haven't developed the examination yet. What we are • looking for is a two part examination. A portion to be written knowledge and a second portion to be an interview process. We would be working with the consultant on the written M1 Civil Service Minutes March 21, 1996 Page four examination portion and coordinate it with the Examiner, Catherine Guiguet in regards to the testing process to make sure that it conforms with the Rules." Chair Pattison: "Thank you very much. Any other discussion? No. This doesn't look like its something that we need to take action on, or is it?" Lt. Cline: "This is a change, in the past our examinations were, going back to 1980 or so, exclusively an Assessment Center. This is a change from that. It is going through a different type of examination process. In the past we used an eliminator examination to remove enough candidates to get down to a manageable level of qualified people to go forward to an Assessment Center. With this process we are looking at taking all qualified candidates through the entire process. That would not eliminate anyone from being involved with this process." Chair Pattison: "Okay, they'd go through the written and the interview process. Since we would be approving the new process of written and interview over the previous format. Other discussion?" Chief Crawford: "May I just make one quick statement? For the record the interview process is an oral examination. So it will be a written examination and an oral examination." • Commissioner Zaratkiewicz motioned to accept the new process . Seconded and carried. Chair Pattison: "Any other business to come up today? There being no further business to come before the Commission I move to adjourn." Seconded and carried.
