Cline, others present. Chair Pattison called the meeting to order at 8:05 a.m. I. COMMISSION BUSINESS: Chair Pattison gave an update regarding the Corrections Lieutenant promotional regrading of second written test- results. He stated that he and Commissioner Banister regraded the second written test and found that the grading was accurate. They checked and double checked and were satisfied that the results would stay the same. The Commissioners wrote a memo to file to that effect and copied everyone involved. The regrading was done with both the Scantron machine and also did it by hand as well. The hand-scored results were the same as the machine. The Commissioners are totally confident with the results. • ll. HEARINGS III. OLD BUSINESS A. Accept into Record 1. Chair Pattison moved to approve the minutes from the April 20, 1995 Civil Service Commission Meeting. Seconded and carried. IV. NEW BUSINESS A. Approval and Accept into Record 1. Chair Pattison moved to approve and accept into record the letter dated April 19, 1995 from Chief Crawford notifying Officer David D. Buck that he has successfully completed his probationary period effective April 19, 1995. Seconded and carried. 2. Chair Pattison moved to approve and accept into record the letter dated April 19, 1995 from Chief Crawford notifying Officer Natalie K. Murry that she has successfully completed her probationary period effective April 19, 1995. Seconded and carried. 3. Chair Pattison moved to approve and accept into record the letter dated April 19, 1995 from Chief Crawford notifying Officer Matthew Holmes that he has successfully completed his probationary period effective April 19, 1995. Chair Pattison moved to approve and accept into record the letter dated April 26, 1995 from Chief Crawford notifying Officer William J. Blowers that he has successfully completed his probationary period effective April 26, 1995. Seconded and carried. 5. Chair Pattison moved to approve and accept into record the Certification letter dated April 27, 1995 from the Civil Service Examiner establishing the Eligibility List for the position of Lateral Police Officer for the Police Department. Seconded and carried. 6. Chair Pattison moved to approve and accept into record the memo from Chief Angelo notifying the Commission that Lt. John M. Willits has been appointed to the rank of probationary Battalion Chief effective April 28, 1995. Seconded and carried. 7. Chair Pattison moved to approve and accept into record the letter from Susan Rae Sampson, Attorney for Sgt. Stone, advising that Sgt Stone is on extended leave and requesting that any report from the Civil Service Commission be forwarded to her office. B. Action Items for Discussion 1. Chair Pattison opened for discussion the following: a. Letter from Scott A. Kulin cancelling his request for an Appeal effective April 20, • 1995. Lt. Cline of the Police Department stated that Mr. Kulin had been hired and that the letter had been sent to record the official withdrawal of Mr. Kulins' request for an appeal. Chair Pattison moved to accept into record the letter dated April 28, 1995 from the Civil Service Examiner to Mr. Scott Kulin acknowledging receipt of his withdrawal of his request for an appeal to the Corrections Officer and notifying him of the next meeting. Seconded and carried. 2. Chair Pattison opened for discussion the memo dated May 2, 1995 from Lt. Cline requesting that the Captains Eligibility List be extended for six months. This would take the list to the full eighteen months allowed under Civil Service Rules. Lt. Cline stated : "The request is coming from Chief Crawford as a matter of routine it is supposed to be extended. I am going to request that the list not be extended. The reason for my request is that I believe that the examination was not adequate. I'm not appealing the examination, but because they had to throw out, I believe it was two segments of the examination, I don't feel that it is fair to the candidates that we continue. We've lived with the list for a year, I believe that is sufficient. I think that it is in the best interest of the Agency and for the candidates if we needed to fill the position that we retest and get a test that allows for all the segments and not for just a portion." is Page 3 Civil Service Minutes May 18, 1995 Chair Pattison asked if there was any other discussion. He then stated that Chief Crawford was not at the meeting and asked if he had sent the Commission any information other than the memo. Chair Pattison then stated that there being no other testimony he moved to not extend the Eligibility List per Lieutenant Clines' request. Seconded and carried. 3. Chair Pattison opened for discussion the request for Demotion - Elaine Decker a. Letter dated May 9, 1995 to Chief Crawford from Records Supervisor, Elaine Decker requesting demotion from Records Supervisor to Records Specialist. b. Memo dated May 10, 1995 from Chief Crawford to the Commission supporting Elaine Deckers' request for demotion. Police Guild President John Pagel had a brief question of Attorney Lubovich. "Are there Civil Service Rules which allow for Voluntary Demotion, and if so what are they are? Secondly, if they are not, I would question why this came in front of the Commission?" It was suggested that this be an informational item and also that it was not really the Commissions business. It was suggested by Lt. Cline that the Commission might want to • add a Voluntary Demotion section to the Civil Service Rules. Human Resource Director Viseth stated that there had been circumstances where persons had requested and been authorized voluntary demotions. She agreed with Officer Pagels concern because there is no current rule at present that the Commission look at this as informational at this time. They might want to look at a rule change in the future. At the end of the discussion Chair Pattison moved to accept the letter and the memo into record. Seconded and carried. Chair Pattison motioned that City Attorney Lubovich draft up a Rule Change proposal regarding Voluntary Demotions to be discussed at the June 15, 1995 Civil Service Meeting. Seconded and carried. 4. Chair Pattison opened for discussion the memo dated May 10, 1995 from Chief Crawford to the Commission requesting authorization to conduct a Police Records Supervisor Promotional examination. Lt. Cline stated that the request was in regard to the voluntary demotion. City Attorney Lubovich stated that the Commission could approve the request if the Department caries out the request for demotion. The position becoming vacant upon the demotion. • Page 4 Civil Service Minutes May 18, 1995 Chair Pattison moved that the Commission authorize a Police Records Supervisor Promotional Examination should this position become vacant. Seconded and carried. V. EXECUTIVE SESSION Chair Pattison stated that the Executive Session would be regarding a Personnel matter which is specifically a letter to the Commissioners from the Police Guild regarding the Civil Service Secretary and Chief Examiner. Chair Pattison announced that the Commission would be going to Executive Session for approximately 15 minutes and would readjoum and give the results of the session. Readjoumed at 8:45 a.m. Chair Pattison: 'Thank you for your patience for waiting. Basically the result of this meeting is that the Commission moves to direct Human Resource Director Viseth to craft a letter for our approval and signature responding to the Police Guild Letter at her earliest convenience." Seconded and carried. Is there any additional business to come before the Commission today? Chief Angelo: "I would like to publicly thank Catherine for her help with the Battalion Chiefs test and also the Lieutenants. I would not presume to get involved in the previous matter discussed as there are various sensitivities and some very important issues to be dealt with. But from the Fire Departments perspective, we have been very pleased and appreciate a great deal the support that Catherine have given to us." Chief Pattison: "We appreciate that, and we know Catherine does and I suspect that there will be lots to that effect in the letter." Any other business? There being none, I move that we adjourn."
