A. Accept into Record
Chair Pattison moved to approve the minutes from the December 15, 1994 Civil Service
Commission Meeting. Seconded and carried.
V. NEW BUSINESS
A. Approval and Accept into Record
1. Chair Pattison moved to accept into record the letter dated November 28, 1994 from Chief
Crawford to Eric C. Hemmen confirming his provisional appointment to probationary Police
Officer effective December 16, 1994. Seconded and carried.
Chief Angelo asked for clarification on the terminology provisional. "Trying to follow where that
follows the Civil Service Rules. Its not a bad thing to be able to do but I'm not sure, if I were to
apply it, what would I refer to? I understand whats happening, we can then fill a slot at the
Academy. We've done that with our Volunteers that we've sponsored. We've done provisional
before with existing people, but I'm not sure if we could pursue if with entry level."

Chief Examiner Guiguet: "From looking over the Rules there is nothing to refer to."
Chief Crawford: "I don't know that this falls under Civil Service because they're on probation.
We're offering the person a position for a period of time because of the list expiring if there isn't
an opening so that they can become a regular employee, then they go away."
Chief Angelo: "I am in support of that. What we've done in the past when we've had a situation
like that when we've had a volunteer on that list, we would sponsor them through the Academy
with the anticipation that they would come up on the list before the list expired."
CIA Lubovich : Is this like a temporary position?"
Chief Angelo: "Yes."
CIA Lubovich: "Are they on the list now?"
Chief Crawford: "Yes, they were on the list, but over the quota of authorized positions that we
have authorized to have as employees within the department. So we decided to contract with
them that if we don't lose the person leaving by a certain date they will go away."
C/A Lubovich: "Its still a temporary appointment."
• Chief Angelo: "That clarifies it for me, they were on the list."
Chief Examiner Guiguet: "I think that probably the term Provisional is what threw people
because provisional appointments are normally used for Promotionals."
Chief Angelo: "Provisional usually refers in the rules to a person already existing in the
organization. Whereas a temporary is more of a temporary relationship. The fact that they are
on the list helps us to clarify how we might approach this."
Chief Crawford: "Then we need to term it a Temporary rather than a Provisional appointment."
Chair Pattison asked if the letter needed to be rewritten. City Attorney Lubovich stated no, but
that in future it would be best to refer to these types of appointments as temporary.
2. Chair Pattison moved to accept into record the letter dated December 20, 1994 from Chief
Crawford to Patrol Officer Trent Bunch notifying him that he has successfully passed his
probationary period effective December 20, 1994. Seconded and carried.
3. Chair Pattison moved to accept into record the letter dated December 20, 1994 Chief
Crawford to Patrol Officer Jeffrey A. Cobb notifying him that he has successfully passed his
probationary period effective December 20, 1994. Seconded and carried.
4. Chair Pattison moved to accept into record the letter dated December 20, 1994 Chief
Crawford to Patrol Officer Dennis R. McCrillis notifying him that he has successfully passed his
• probationary period effective December 20, 1994. Seconded and carried.

5. Chair Pattison moved to accept into record the letter dated December 21, 1994 from Officer
Steve Dennis to Chief Crawford resigning from Kent Police Department effective January 20,
1995. Seconded and carried.
6. Chair Pattison moved to accept into record the Certification letter dated January 13, 1995
from the Civil Service Examiner establishing the Eligibility List for Corrections Lieutenant.
Seconded and carried.
7. Chair Pattison moved to accept into record the Certification letter dated January 18, 1995
from the Civil Service Examiner establishing the Eligibility List for Corrections Sergeant.
Seconded and carried.
8. Chair Pattison moved to accept into record the certified Letter dated January 13, 1995 to
Corrections Officer Candidate Nicole-Klegman from the Civil Service Chief Examiner
acknowledging M. Klegmans withdrawal from the Corrections Officer Eligibility List due to
accepting employment with the Attorney Generals office. Seconded and carried.
B. Action Items for Discussion
1. Chair Pattison opened for discussion the memo dated January 6, 1995 from Lieutenant Cline
• requesting permission to conduct a Civil Service exam for Corrections Officer.
Lt. Cline stated that there is not a current Corrections Officer List at this time and that they wish
approval now so that the selection process may be started at a future date not yet determined.
Commissioner Banister moved to approve the request. Seconded and carried.
2. Chair Pattison opened for discussion removal of Corrections Officer Candidate Mr. Leslie E.
King from the Corrections Officer Eligibility List.
Examiner Guiguet stated that Mr. King had left a phone message with Lt. Cline stating that he
wished to be removed from the list due to the fact that he had moved to Phoenix and accepted
employment there. She had telephoned Mr. King and left four messages at Mr. Kings home
number requesting his current address so that a certified letter could be sent to him
acknowledging his removal from the list, but had not received any response from Mr.
King. She then requested that the Commission remove Mr. King from the list.

Commissioner Banister moved to approve Mr. Kings removal from the list. Seconded and
carried.
There being no other business to come before the Commission the meeting was adjourned at
8:15 a.m.
The next Civil Service Meeting will be held on Thursday, February 16. 1995 at 8:00 a.m. in
Council Chambers West.
