Shepard, Cpt Jim Miller, Lt. Cline, A/C Aldridge, Officer K. Holt, others present. Chair Pattison called the meeting to order at 8:03 a.m. COMMISSION BUSINESS: II. REPORTS City Attorney, Roger Lubovich- No report Fire Chief, Norm Angelo- No report Police Chief, Ed Crawford- Scheduling conflict Human Resource Manager, Sue Viseth- Scheduling Conflict III. HEARINGS None IV. OLD BUSINESS Chair Pattison motioned to approve and Accept into Record the minutes from the October 20, 1994 Civil Service Commission Meeting. Seconded and carried. B. Action Items for Discussion Chair Pattison opened for discussion, proposed Resolution for an amendment to Rule XVI Section 4, relating to reinstatement following resignation. Lt Cline questioned if the Resolution covered resignation and reinstatement of those of a higher rank than Entry Level. He questioned if, for example a Lieutenant wishing to return could ask to be put at the top of a Sergeants Eligibility List? City Attorney Lubovich stated that Chief Angelo who had drafted the proposed resolution was not at the meeting to address the intent. Lt Cline said that his reading of the proposed resolution was that if he resigned as a Lieutenant, that he would need to return as a Lieutenant and if he didn't, there would not be a spot for him. He suggested that those positions be considered in the proposed Resolution before adopting it. The positions are so limited and so far and few between that the Rule might consider to allow entry into a lower position. _. Page two • Civil Service Minutes November 17, 1994 Chief Aldridge stated that the issue of rank was not considered at the time of drafting the resolution and that it is a point that should be. Officer Kathy Holt representing the Police Guild stated that the Guild would like a chance to review the proposed Resolution prior to its adoption. Chair Pattison asked the Examiner to send a letter to all parties concerned, requesting their input and recommendations on the proposed resolution in order to revise the resolution for the next Civil Service Meeting. He then moved to Table the Resolution until the December Civil Service Meeting. Seconded and carried V. NEW BUSINESS A. Acceot into Record Chair Pattison motioned to accept into record the letter dated October 17, 1994 from Chief Examiner Guiguet to Claudine M. Gupton notifying her that she has been removed from the Police Word Processing Technician/Transcriptionist Eligibility List. Seconded and carried. Chair Pattison motioned to accept into record the letter dated October 18, 1994 from Chief Crawford to Record Specialist Kevin Axelson notifying him of his successful completion of his • probationary period effective October 18, 1994. Seconded and carried. Chair Pattison motioned to accept into record the letter dated October 18, 1994 from Chief Crawford to Record Specialist Robin Gaither notifying her of her successful completion of her probationary period effective October 18, 1994. Seconded and carried. Chair Pattison motioned to accept into record the memo dated October 20, 1994 from Chief Angelo notifying the Commission that Lt. Tom Shepard's appointment to Provisional Battalion Chief will conclude Monday, October 24, 1994. Seconded and carried. Chair Pattison motioned to accept into record the letter dated October 26, 1994 from Chief Crawford to Jennifer L. Sudweeks confirming her appointment as Probationary Police Word Processing Technician/Transcriptionist effective November 1, 1994. Seconded and carried. Chair Pattison motioned to accept into record the letter dated November 9, 1994 from Chief Examiner Guiguet to Timothy A. Stoeckle notifying him of his removal from the Entry Level Police Officer Eligibility List due to his failure of the Background Investigation portion of the selection process. Seconded and carried. Chair Pattison motioned to accept into record the memo dated November 15, 1994 from Chief Angelo notifying the Commission that Lt. Roger Kacmarcik has successfully completed his probationary period effective November 15, 1994. Seconded and carried. • • Page three Civil Service Minutes November 17, 1994 B. Action Items for Discussion Chair Pattison opened for discussion the memo dated November 14, 1994 from Lt. Cline requesting approval to conduct a Lateral Police Officer Testing prior to Entry Level Police Officer Testing. Lt Cline stated that they would like approval for both Entry Level and Lateral Police Officer testing. The details of the testing to be worked out at a later date. They would like the option of either running the two tests at the same time, or separately. Some portions of the testing could be carried out concurrently. Chair Pattison moved to grant approval to the Police Department to begin the selection process for both Entry Level and Lateral Police Officer. Seconded and carried. There being no other business to come before the Commission the meeting was adjourned at 8:19 a.m. The next Civil Service Meeting will be held on Thursday, December 15, 1994 at 8:00 a.m. in Council Chambers West. • AMed (It�M Mike Pattison, Chair 0 Respectfully submitted, Catherine M.
