Weissich, Lt. Shepard, Chief Crawford, Cpt Jim Miller, Lt. Cline, Maryanne Kern, Chief Angelo, others present. Chair Pattison called the meeting to order at 8:03 a.m. COMMISSION BUSINESS: II. REPORTS City Attorney, Roger Lubovich- No report Fire Chief, Norm Angelo- No report Police Chief, Ed Crawford- No report Human Resource Manager, Sue Viseth- Scheduling Conflict III. HEARINGS AS None IV. OLD BUSINESS Chair Pattison motioned to approve and Accept into Record the minutes from the September 15, 1994 Civil Service Commission Meeting. Seconded and carried. Chair Pattison opened for discussion the Resolution for a Revision to Rule VII to incorporate a new section 4a to reflect the promotional requirements for Corrections Lieutenant. The Examiner stated that copies had been sent out to the Police Guild and Fire Union Presidents, Police Chief and Fire Chief and Corrections Facility for input and changes if necessary. Nothing was received back from any of the parties. Police Guild President Weissich stated that the Guild has no objection to the proposed Revision. Chair Pattison motioned to adopt the Resolution, Commissioner Zaratkiewicz seconded the motion. Seconded and carried. Chair Pattison opened for discussion the proposed Corrections Lieutenant position description. The Examiner stated that copies had been sent out to all the parties and nothing had been recieved back. �s Page 2 • Civil Service Minutes October 20, 1994 Police Guild President Weissich stated for the record that the Guild does not oppose the Corrections Lieutenant position description. Commissioner Zaratkiewicz motioned to adopt the Corrections Lieutenant position description. Chair Pattison seconded the motion. Carried. V. NEW BUSINESS Chair Pattison motioned to accept into record the memo dated September 23, 1994 from Chief Angelo notifying the Commission that Lieutenant Mike DeHart has successfully completed his probation effective September 23, 1994. Seconded and carried. Chair Pattison motioned to accept into record the certification letter dated October 3, 1994 from the Civil Service Chief Examiner establishing the Eligibility List for the Police Word Processing Technician/Transcriptionist. Seconded and carried. Chair Pattison motioned to accept into record the memo from Lieutenant Cline requesting that Claudine Gupton's name be removed from the Word Processing Technician Eligibility List as she has decided to stay at her current job. Seconded and carried. Chair Pattison motioned to accept into record the memo from Acting Police Chief, Jim Miller notifying the Commission of the transfer of the supervision of the Word Processing Unit to 40 Lieutenant Bill Mitchell effective October 3, 1994. Seconded and carried. Chair Pattison opened for discussion the memo dated October 4, 1994 from Chief Angelo notifying the Commission of a provisional appointment of Lieutenant Tom Shepard to the rank of Battalion Chief effective October 5, 1994 to fill in for Battalion Chief Scott who is off on Disability Leave for approximately 6 to 8 weeks. Chief Angelo stated that Chief Scott's disability leave was to have been longer. But he has been released back to duty. The actual date that Chief Shepard will become,Lt. Shepard will be on October 24th. Chief Angelo further stated that the memo dated October 14, 1994 from himself to the commission notifying them that the provisional appointment of Lieutenant Tom Shepard to Acting Battalion Chief would conclude at 8:00 a.m. on Tuesday, October 15, 1994 should have read October 24, 1994. Chair Pattison motioned to approve the two memos with the change. Seconded and carried. Chair Pattison asked if there was any additional business to be discussed. Lt. Cline from the Police Department asked to add to the Agenda the removal of Mr. Timothy Stockleys' name from the Entry Level Police Officers Eligibility List. He asked that it be entertained to allow the Police Department to process the next candidate on the list for hiring purposes. Mr. Stockleys name would be removed due to his failure of the background investigation Page 3 Civil Service Minutes October 20, 1994 City Attorney Lubovich advised the Commission that they could act on the request but that a letter regarding the item be submitted to the Commission by the Department. Lt. Cline stated he would do so. Chair Pattison moved to approve the removal of Mr. Timothy Stockley s name from the Entry Level Police Officers Eligibility List and, upon receipt of the memo from the Police Department, a certified letter go out to the candidate informing him of the decision. Seconded and carried. There being no other business to come before the Commission it was adjourned at 8:12 a.m. The next Civil Service Meeting will be held on Thursday, November 17, 1994 at 8:00 a.m. in Council Chambers West.
