Cline, Chief Angelo, B/C Scott, Personnel Analyst Becky Fowler, others present. Chair Pattison called the meeting to order at 8:05 a.m. COMMISSION BUSINESS: II. REPORTS City Attorney, Roger Lubovich - No report Fire Chief, Norm Angelo - No report Lt. Cline for Police Chief - No report Human Resource Analyst Becky Fowler for Human Resource Manager - No report III. HEARINGS -10 None IV. OLD BUSINESS Chair Pattison moved to Accept into Record and approve the Minutes from the July 21, 1994 Civil Service Commission Meeting. Seconded and carried. V. NEW BUSINESS Chair Pattison moved to pass and Accept into Record the memo dated July 25, 1994 from Chief Angelo advising the Commission that Firefighter Buddy E. Sizemore has successfully passed his Third Class promotional exam effective August 1, 1994. Seconded and carried. Chair Pattison moved to pass and Accept into Record the letter from Word Processing Technician Grace Rieg advising that she has accepted the City's offer of early retirement, effective August 12, 1994. Seconded and carried. Chair Pattison moved to pass and Accept into Record the memo dated July 29, 1994 from Chief Angelo advising the Commission that Firefighter Marty A. Hauer has successfully passed his Third Class promotional exam effective August 1, 1994. Seconded and carried. Chair Pattison moved to pass and Accept into Record the letter dated August 2, 1994 from Chief Crawford to Sergeant Bruce Weissich notifying him of his completion of his probationary • period for Sergeant and his appointment to regular employment status. Seconded and carried. .Page 2 Civil Service Minutes August 18, 1994 Chair Pattison moved to pass and Accept into Record the Certification letter dated August 15, 1994 from the Civil Service Chief Examiner establishing the Eligibility List for Police Lieutenant. Seconded and carried. Chair Pattison moved to pass and Accept into Record the letter dated August 5, 1994 from Chief Crawford to Officer Glenn Lowrey informing him of the findings of the Vehicle Safety Review Board and Chief Crawfords determination that the accident was preventable and that a one day suspension would be imposed. He also notified Officer Lowery that before disciplinary action could be taken a predisciplinary hearing would be scheduled in accordance with Civil Service Rule XV. Seconded and carried. Chair Pattison opened for discussion the memo dated August 1, 1994 from Maryann Kern, requesting authorization to begin the selection process for Word Processing Technician to replace Grace Rieg. Lt. Cline stated that the Police Department was requesting permission to go ahead with the testing. An item to note is that the current position description is being worked on during contract negotiations and is in draft form. The final position description would be completed and approved before proceeding with the testing. City Attorney Lubovich stated that it would be subject to the completion of the position 19 description. The Civil Service Examiner updated the Commission on the Position Description. Stating that it was now going through the Chain of Command for input and corrections and would then go to the City Attorneys office for any legal clarification before coming before the Commission for final approval. Chair Pattison stated that, subject to approval of the position description, the Commission accept it into the record. Seconded and carried. Chair Pattison: "Thank you. As there is no further business to come before the Commission, we will adjourn." Guiguet Secretary & Chief Examiner Appro • Mike Pattison, Chair Page 2 Civil Service Minutes September 15, 1994 Chair Pattison moved to Accept into Record the memo dated August 31, 1994 from Probationary Police Officer Tye Holand resigning his position effective August 31, 1994. Seconded and carried. Chair Pattison Opened for Discussion the memo dated August 24, 1994 from Chief Crawford requesting that the Police Officers Eligibility List be extended six months to March 18, 1995. The Chief Examiner stated that this was the normal extension of the list and allowed per the Civil Service Rules & Regulations.. Chair Pattison then moved to approve the six month extension of the List to March 18, 1995. Seconded and carried. Chair Pattison Opened for Discussion the Police Departments request that a Rules Revision be made to Rule VII to include a new section 4a to reflect the promotional requirements for Corrections Lieutenant . The Chief Examiner stated that as none of the Police Department were at the;meeting to address the Rule Change it might be better tabled until the next meeting. City Attorney Lubovich recommended that his office prepare the Rule Change in the Resolution Form previously used and circulate it to all parties. • Chair Pattison moved to direct C/A Lubovich to prepare a Resolution addressing the Police Department request and that it be circulated to all parties concerned and brought forward to the October 20, 1994 Civil Service Meeting. Seconded and carried. Chair Pattison Opened for Discussion the proposed Corrections Lieutenant position description. The Chief Examiner explained that it would reflect the Rules Revision to Rule VII, Section 4a. Chair Pattison moved to table the item until the next Civil Service Meeting on October 20, 1994. Seconded and carried Chair Pattison: "Is there any further business to go before the Commission? There being none, I move that we adjourn. All those in favor?" ( All three Commissioners responded with Ayes.) The meeting is adjourned at 8:11 a.m." The next Civil Service Meeting will beheld on Thursday, October 20, 1994 at 8:00 a.m. in Council Chambers West. es , u t o t Catherine M.
