CIVIL SERVICE COMMISSION
MINUTES
Thursday, July 21, 1994

A/C Aldridge, Chief Angelo, Chief Crawford, others present.
Chair Pattison called the meeting to order at 8:05 a.m.
COMMISSION BUSINESS: None.
11. REPORTS
City Attorney, Roger Lubovich. No report.
Fire Chief Angelo- No report.
Chief Crawford- No report.
• Human Resource Analyst, Becky Fowler- no report.
III. HEARINGS
Chair Pattison motioned to Accept into Record Officer Tracey Church's Appeal 94-1. Seconded
and carried.
IV. OLD BUSINESS:
Chair Pattison motioned to approve the Minutes from the June 16, 1994 Civil Service Commission
Meeting and the June 21, 1994 Special Civil Service Commission Meeting. Seconded and carried.
V. NEW BUSINESS:
Chair Pattison motioned to Accept into Record the letter dated June 10, 1994 from Chief Crawford
to Officer Walker notifying him of a one day suspension. Seconded and carried.
Chair Pattison Opened for discussion the memo dated June 29, 1994 from Lt. Cline requesting the
Commissions approval of a six month Leave of Absence for Accounting Services Assistant II, Debra
Leroy from January 1, 1995 through June 30, 1995. If approved, Marion Taylor the Office
Technician III from the Corrections Facility will then be given a Provisional Appointment to fill
Debra's position until she returns.
• Captain C.E. Miller stated that Ms. Leroy had asked for a L.O.A. to complete her educational
requirement towards her degree. He reviewed what could be done In -House. Although there had

been an Eligibility List, it had expired. Also, the Records Section could not spare the other person
on the expired list for that period of time. Marion Taylor from the Corrections Facility was then
selected. He stated that Ms. Taylor has all the qualifications to fill the position and has agreed to
fill the position on a Provisional basis for six months and then return to her own position.
Commissioner Zaratkiewicz asked the City Attorney if the Commission would be in any violation if
that were done?
City Attorney said he did not believe so, and the Civil Service Examiner added that she understood
that both positions were in the same Guild Unit.
Commissioner Zaratkiewicz asked if there were any Union or contractual issues
The Examiner stated that there were no representatives from the Guild at the meeting.
Commissioner Zaratkiewicz stated as there were no violations that he motioned to approve the
request and accept the letter into the Record. Seconded and carried.
Chair Pattison opened for discussion the two memos dated June 29, 1994 from Chief Angelo
informing the Commission of the Provisional appointment of Battalion Chief Dale effective June 29
to July 18, 1994 to Assistant Chief due to the disability leave of Assistant Chief Aldridge .
Chief Angelo stated that A/C Aldridge had left and was now back.
Commissioner Zaratkiewicz motioned to Accept the letters into Record. Seconded and carried.
Chair Pattison opened for discussion the memo dated June 30, 1994 from Lt. Cline to the
Commission with a supporting memo dated June 20, 1994 from Lt Sweeney and Approved by Chief
Crawford requesting that Officer Holand's probationary period be extended for one month.
Chief Crawford stated that it was a Sick Leave issue and that they would like to have their people
working for the full probationary period. Officer Holand was hurt and off work for a month. The
Department would like to extend his Probationary period for one month to assess his ability for the
full term.
Commissioner Zaratkiewicz motioned to approve the extension of Officer Holand's probation by one
month and Accept into Record the two memo's. Seconded and carried.
Chair Pattison opened for discussion the memo dated July 13, 1994 from Battalion Chief Scott
requesting the Commissions approval for starting the Entry Level Firefighter Selection process
September 6, 1994.

Chief Angelo stated that it was a routine matter and in order for the Fire Department to have an
Eligibility List established in December when the current list expires they would need to open the
process in September.
He stated that Department representatives had recently attended the "Women in Trade Show" and
received high compliments regarding the way the Department approaches the selection process.
That is, to invite all applicants, including women and minorities to the various previews of the
process to give them a better idea of whats involved and what to expect. They've found they get
a higher success rate.
It allows the department to establish a list for upcoming vacancies and allows the department to get
greater exposure to those applicants who are interested in a career with Kent.
Chair Pattison moved to accept into record the memo and to approve the action item. Seconded
and carried.
Chair Pattison: "Thank you. There being no other business to come before the Commission, I
move to adjourn this meeting." Seconded and carried.
Adjourned at 8:15 a.m.
The next Civil Service Meeting will be held on Thursday, August 18, 1994 at 8:00 a.m. in Council
Chambers West.
