SUBJECT: Police On-Duty Accident, CR92-06459
The On-Duty Accident (CR92-06459) involving Kent Police
Department marked patrol vehicle # 0352 occurred on 07-31-92 .
Investigation and related reports were completed and forwarded on
08-10-92 . The move involving the Police Department as well as
summer vacations has delayed the forwarding of the attached
materials for official review by the VSRB.
Attached you will find three copies of reports and statements
relevant to the event. Photographs in this case have been
submitted into evidence. It is unlikely that the photographs will
• provide insight over and above the attached material. Should you
wish to view the photographs I would be happy to obtain them from
evidence on the date of your review meeting.
The key factor in this accident is that the vehicle operated
by Officer McVicar was entering the intersection on a red light in
an attempt to initiate a traffic stop. The vehicle that Officer
McVicar collided with had entered the intersection on a green
light. There is mixed testimony by witnesses as to the timing of .
the activation of the Emergency Equipment on Officer McVicar's
vehicle. Even if it was activated prior to the collision, there is
little evidence to suggest that there would have been sufficient
time for the other driver to have been alerted of the danger.
