CIVIL SERVICE COMMISSION
MINUTES
Thursday, April 28, 1994
Members Present: Ron Forest
Callius Zaratkiewicz

Cpt Jim Miller, A/C Aldridge, Dave Santos, Lead Evidence
Technician, Lt. Shepard, B/C Scott, others present.
Chair Forest called the meeting to order at 8:08 a.m.
I. COMMISSION BUSINESS: None.
II. REPORTS
Assistant City Attorney, Laurie Evezich- No report.
Assistant Fire Chief Aldridge- Two firefighter recruits have graduated from the Academy
they are currently in post Academy training and will be assigned to shift within another
month and a half.
• Captain Jim Miller- No report.
Human Resource Manager, Sue Viseth- no report.
III. HEARINGS
IV. OLD BUSINESS
Chair Forest motioned to approve the Minutes from the March 24, 1994 Civil Service Commission
Meeting. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the final Position Description following Dave
Santos's Reclassification to Lead Evidence Technician. Seconded and carried.
Chair Forest opened for discussion the proposed Resolution amending Rule IX, Section 4 of the
Civil Service Rules relating to veterans credits.
The Civil Service Examiner stated that the proposed Resolution had gone out to each of the
Departments for input, the input had been addressed and the Resolution is now in final draft
form.
Police Guild President Weissich stated that there were no objections from the Guild.
Fire Lieutenant Shepard stated there were no objections from the Fire Union.

Chair Forest then made a motion to accept the Resolution into record. The Resolution to be
numbered 94-2. Seconded and carried.
V. NEW BUSINESS
Chair Forest motioned to ACCEPT INTO RECORD the memo dated March 18, 1994 from Fire
Chief Angelo informing the Commission that Paul Wright has successfully completed his
Lieutenants probationary period effective March 22, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated March 24, 1994 to Mr. Todd
Lee Warren informing him that the Commission determined that Veterans Preference was being
applied correctly and that his request to continue on in the selection process was denied.
Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated March 28, 1994 from Fire
Chief Angelo informing the Commission that Firefighters Joseph P. Root, Randall L. Droppert
and Jonathan P. Napier have successfully passed their First Class Promotional examinations and
were promoted effective April 1, 1994. Seconded and carried.
Chair Forest opened for discussion the memo dated April 1, 1994 from Lt. Cline requesting that
the Police Data Entry Specialist Eligibility List be extended to November 10, 1994.
Lt. Cline stated that there were still enough people on the list to take the Police Department
through the time period.
Civil Service Examiner stated that this would be the first extension of the list.
Commissioner Zaratkiewicz made a motion to extend the list. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 1, 1994 from Lt. Cline
notifying the Commission that Christopher Karl requested that he be withdrawn from our Entry
Level Police Officer Eligibility List. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 4, 1994 from the Civil
Service Examiner to Mr. Christopher Karl notifying him that his name has been removed from the
current Entry Level Police Officers Eligibility List. Seconded and carried.
Chair Forest stated that his term of office would be up April 30, 1994, that he had not yet heard
from the Mayor whether he would be reappointed and also that a new Commissioner
appointment was being presented to the City Council at their next meeting.
Therefore, the memo dated April 3, 1994 from Officer Tracey S. Church requesting a hearing
before the Civil Service Commission in regards to vehicle accident case number 93-8530 to
• dispute the disciplinary findings would have to be tabled until the next Civil Service Commission
meeting on May 19, 1994 when there would be a quorum. Seconded and carried.

Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 4, 1994 from the Civil
Service Examiner to Officer Tracey Church notifying her that her Appeal will be brought before
the Civil Service Commission and direction asked for at their next regular meeting April 28, 1994.
Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 7, 1994 from Chief
Crawford to Mr. David D. Buck confirming his acceptance of the position of Probationary Police
Officer, effective April 19, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 11, 1994 from Fire Chief
Angelo informing the Commission that Firefighters Mark A. Jones and Jason F. Napier have
successfully passed their Third Class Promotional examinations and were promoted effective April
1, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 11, 1994 from Human
Resource Analyst Becky Fowler notifying the Commission that Captain Dennis Byerly has been
terminated effective April 3, 1994. If his LEOFF I Disability Retirement paper work is approved the
Commission will be notified. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo from Brent McFall, Director of
• Operations, dated April 11, 1994 notifying .the Commission that Chief Crawford has been
authorized to proceed with Police Officer and Corrections Officer hiring. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 13, 1994 from Chief
Crawford to Mr. Thomas L. Hankins confirming his acceptance of the position of Probationary
Police Officer, effective May 24, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 14, 1994 from Human
Resource Analyst, Becky Fowler notifying the Commission that Captain Dennis Byerly was
approved for LEOFF I Disability effective April 3, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 18, 1994 from Chief
Crawford to Mr. Matthew E. Homes confirming his acceptance of the position of Probationary
Police Officer, effective April 19, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 18, 1994 from Chief
Crawford to Mr. William J. Blowers confirming his acceptance of the position of Probationary
Police Officer, effective April 26, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the letter dated April 18, 1994 from Chief
Crawford to Ms. Natalie K. Murry confirming her acceptance of the position of Probationary Police
Officer, effective April 26, 1994. Seconded and carried

Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 18, 1994 from Chief
Crawford notifying the Commission of the five offers of probationary employment as Police
Officers in seniority order of hire to David Buck, effective April 19, 1994; Matthew Holmes,
effective April 19, 1994; William Blowers, effective April 26, 1994; Natalie Murry, effective April 26,
1994 and Tom Hankins, effective May 24, 1994. Seconded and carried.
Chair Forest motioned to ACCEPT INTO RECORD the memo dated April 19, 1994 from Human
Resource Manager, Sue Viseth to Dave Santos clarifying the process of reclassification and
salary review as it has been applied to his position. Seconded and carried.
Chair Forest: 'Thank you. As there is no other business to come before the Commission, we
will adjourn." Adjourned at 8:30 a.m.
The next Civil Service Meeting will be held on Thursday, May 19, 1994 at 8:00 a.m. in Council
Chambers West.
