I am providing you with time to give me any additional information I should take into consideration before deciding what if any disciplinary action is necessary or appropriate. Therefore, you have until Thursday, September 28, 1989 at 5:00 p.m. to submit additional information for my review. Bear in mind that this is a serious violation of Departmental policy and could result in disciplinary action up to and including termination of employment. /klr � '. Dennis Byerly ,, , ryA n ��11 a `. ph, FROM: Chief Rod Frederikseniglp? cf?s SUBJECT: IAC #89-073 - Reprimand r� I have taken into consideration information supplied to me on September 28, 1989 by you in reaching my decision .regarding the sustained allegation of censurable conduct. That conduct specifically is: , . . You made an untrue statement at the 9-14-89 meeting of the Public Safety meeting. That statement was "I personally gave a copy of the report to Captain Rees during the week that he was Acting Chief. I don't understand why Capt. Rees had .not given a copy of the report to Chief Frederiksen. Although I am sure that you made this statement as I was present and wrote it down immediately after it was stated, I do have some doubt as to why the statement was made and choose to reprimand you for your action in the belief that you miscommunicated your intentions and did not intentionally mislead the Council Committee or others present. I encourage .;you to make greater effort to clearly state your message and that what is stated clearly reflects what has occurred. This situation has clearly impacted relationships in the Command Staff of the Police Department and I 'encourage you to work with me to restore trust and positive relationships not only between you and I, but also other Command Staff members. ,, You bring forward, several comments that must be addressed. 1) No investigation was conducted - As your immediate supervisor, I personally observed and heard your comment. No further action was necessary. 2) That I was angry - I was angry that I was not supplied with information prior to the Public Safety meeting. My anger was first directed, incorrectly, at Capt. Rees as I felt that he did not provide me with a copy of the committee recommendation. Certainly, I do support the City Administrator's recommendation that the Drinking Driver Task Force be moved organizationally to City Administration and ' have committed publicly and privately that the important issue is to support the Task Force no matter where it is in TO: Capt. There is nothing to be angry about regarding that decision! 3) As. far as your not receiving a copy of the IAC report, ,I personally hadia medical emergency on this date and was directed to go home by my medical doctor. In addition, I was given medication which was provided to me making our meeting the afternoon of September 22, 1989 impossible. A meeting could not be conducted until September 26, 1989 due to both of our work schedules. Under the circumstances, this was not only timely, but in my opinion, reasonable. I consider this matter closed. You are advised to make extra effort to clearly and correctly communicate and follow Departmental policy. I stand willing to work with you to salvage our professional relationship and encourage you to also make an extra effort to work together. You should clearly understand, however, that I will not tolerate from any member of this Department, dishonesty. /klr i
