HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 03/15/1990 (3) CITY OF RENT CIVIL SERVICE COMMISSION MINUTES March 15, 1990 Members Present: Alex Thornton Ron Forest Absent: Robert Jarvis Others Present: Ed Chow, City Administrator Bill Williamson, Assistant City Attorney Chief Angelo, Fire Department Don Olson, Personnel Chief Frederiksen, Police Department Carole Stevenson, Police Records Manager Captain Byerly, Police Department Detective Miller, Police Department Assistant Chief Aldridge, Fire Department Catherine Dixon, Secretary & Chief Examiner Several others present The meeting was called to order at 8: 07 a.m. by Acting Chairman Ron Forest. Acting Chairman Ron Forest entertained a motion for the approval of the current Agenda. Seconded by Mr. Thornton and carried. REPORTS Bill Williamson, Asst. City Attorney - No report Chief Angelo, Fire Department - Invited the Commission informally to the Dedication of Station #71 on April 7, 1990 at 11: 00 a.m. Formal invitations will be sent out at a later date. The 14 new recruits appear to be surviving their first week at the State Fire Academy. Plans on bringing a recommendation to adopt the new State Fire Fighter Physical Standards to the next Civil Service Commission meeting after going over them with the City Attorney. The Union has had input in these standards and the • State Chiefs have adopted them. The Fire Department has been looking at settling them in place for a while. Page 2 Civil Service Commission Minutes March 15, 1990 Chief Frederiksen, Police Department - Advised the Commission regarding the scheduling of Captain Byerly's Hearing. The statements have been completed and are in the hands of the City of Kent Attorney, Mr. Coats. Mr. Coats will be in contact with Ms. Howard to schedule a time when the Commission will hear the matter. Chief Frederiksen stated that Mr. Coats indicated that it would take a minimum of three days to hear the testimony. Don Olson, Personnel Director - No report. OLD BUSINESS Acting Chairman Forest entertained a motion that the February 15, 1990 minutes be accepted. Motion was seconded by Mr. Thornton and carried. NEW BUSINESS • Acting Chairman Forest motioned to Accept into Record the letter from Chief Frederiksen to Officer Steven D. Dennis notifying him of his successful completion of his probationary period and appointment to regular employment status effective January 16, 1990. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the Certification letter dated February 14, 1990 from the Secretary/Chief Examiner for the Police Data Entry Specialist Eligibility List. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the memo from Chief Angelo dated February 21, 1990 regarding Battalion Chief Dale Robertson's successful completion of his probationary period and appointment to permanent Battalion Chief. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the Certification letter dated February 27, 1990 from the Secretary, Chief Examiner for the Police Records Specialist Eligibility List. Seconded by Mr. Thornton and carried. Page 3 Civil Service Commission Minutes March 15, 1990 Acting Chairman Forest motioned to Accept into Record the memo dated February 28, 1990 from Chief Frederiksen assigning Sgt Rufner temporarily to light duty Patrol Administrative Assignments due to her pregnancy and the appointment of Ofc Painter as Acting Sergeant under Rule XII Section 7. Seconded by Mr. Thornton and carried. i Acting Chairman Forest motioned to Accept into Record the letter dated February 28, 1990 from Chief Frederiksen to Kathy Kolke offering her the position of Records Specialist effective March 1, 1990. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the memo dated March 9, 1990 from Chief Frederiksen asking for ramel of the following names from the Correction Officer Eligibility List: • Vivian Clark-Heyman, John Glenn- Unsatisfactory Personal History Statement and Polygraph. Robert Gran- ,Unsatisfactory Oral Board. Steven S. Churning- did not show up for his polygraph and withdrew from the selection process. James L. Dupree- Unsatisfactory Personal History and Oral Board. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the letter dated March 9 , 1990 from Kelly R. Brown to Chief Frederiksen resigning her position as Police Records Specialist, effective March 25, 1990. Seconded by Mr. Thornton and carried. Acting Chairman Forest motioned to Accept into Record the memo from Chief Frederiksen asking for the removal of the following names from the Police Records Specialist Eligibility List: Jeff Peretti & Molly Verbon- accepted employment elsewhere. Janis Yakey- Declined Polygraph test. Marie Burnett & Jill Grinde- Failed background investigation. Seconded by Mr. Thornton and carried. .i Page 4 Civil Service Minutes March 15, 1990 Meeting was adjourned at 8: 15 a.m. The next regular meeting of the Civil Service Commission is scheduled for April 19, 1990 at 8:00 a.m. in the Council Chambers.
