CIVIL SERVICE COMMISSION
MINUTES
April 19, 1990

The meeting was called to order at 8:05 a.m. by Chairman Robert
Jarvis.
• REPORTS
City Attorney, Sandra Driscoll- no report
Assistant Fire Chief, Don Fronsdahl- no report
Police Chief, Rod Frederiksen- Testing for Entry Level and
Lateral Entry Police Officer will be conducted April 21st and
22nd.
Acting Personnel Director, Becky Fowler- no report
OLD BUSINESS
Chairman Jarvis entertained a motion that the minutes from
March 15, 1990 Civil Service Commission meeting be accepted.
Motion was seconded by Mr. Forest and carried.
Chairman Jarvis motioned to Accept into Record the
letter from William A. Coats dated April 12, 1990 regarding
Captain Byerly's complaint. Seconded and carried.

NEW BUSINESS
Chairman Jarvis entertained a motion to Accept into Record
the memo from Fire Chief Norm Angelo advising that Firefighter
James Lutz has sucessfully passed his First Class testing
effective March 16, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
memo dated March 16 from Dana Powers to Captain Byerly
resigning position as Corrections Officer effective March
30th, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
letter dated March 19 from Chief Frederiksen Lynne A.
Cunningham confirming her appointment as Probationary Records
Specialist effective April 1, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
letter dated March 27, 1990 from Chief Frederiksen to Bernard
Jenkins confirming his appointment as Probationary Corrections
• Officer effective April 11, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
memo dated March 28, 1990 from Chief Frederiksen asking for
the removal of Deborah A. Henry from the Records Specialists
Eligibility List due to an unsatisfactory background
investigation. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
letter dated April 2, 1990 from Chief Frederiksen to Susan M.
Modine confirming her appointment as a Probationary
Corrections Officer effective April 16, 1990. Seconded and
carried.
Chairman Jarvis entertained a motion to Accept into Record the
memo dated April 4, 1990 from Chief Angelo informing the
Commission of the resignation of Firefighter Dwayne Keyes
effective March 30, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
memo dated April 12, 1990 from Chief Angelo advising that
Firefighter Jim Merritt has successfully passed his First
Class Promotional testing. His promotion is effective April
1, 1990. Seconded and carried.

Chairman Jarvis entertained a motion to Accept into Record the
letter dated April 12, 1990 from Chief Frederiksen to Shirley
M. Gibbs confirming her appointment as a Probationary Records
Specialist effective April 30, 1990. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
letter dated April 12, 1990 from Chief Frederiksen to Adrian
T. Carector confirming his appointment as a Probationary Data
Entry Specialist effective April 30, 1990. Seconded and
carried.
Chairman Jarvis entertained a motion to Accept into Record the
memo dated April 12 , 1990 from Chief Frederiksen requesting
that Monica E. McGrath be removed from the Records Specialist
Eligibility List due to an unsatisfactory background check and
polygraph. Seconded and carried.
Chairman Jarvis entertained a motion to Accept into Record the
letter dated April 12, 1990 from Chief Frederiksen to Darren
R. Degraw notifying him that his decision to withdraw Mr.
Degraw's name from the Corrections Officer Eligibility List
• has not changed. Seconded and carried.
Chairman Jarvis Opened for discussion the memo dated April
16, 1990 from Chief Frederiksen regarding the reinstatement
of Frank J. Connelly to his previous position of Police
Officer "Patrolman 1" as authorized by the Civil Service Rules
and Regulations; Rule XVI Section 4 , "Reinstatement Following
Resignation" .
Chief Frederiksen stated that he strongly supports Frank
Connelly returning to the Police Department and stated that
he is an excellent officer. Stated that his understanding
was that the Commission would have to approve Mr. Connelly
returning to the Police Department and Chief Frederiksen
recommended that action.
Chairman Jarvis asked Chief Frederkisen if he was recommending
that Mr. Connelly serve a probationary period. Chief
Frederiksen stated that he was not recommending that Mr.
Connelly have one.
Commissioner Forest moved that the Commission Accept into
Record Mr. Connelly's reinstatement. Seconded and carried.

Chairman Jarvis entertained a motion to Accept into Record the
memo dated April 17, 1990 from Chief Angelo advising that
Probationary Firefighter Russell Kay has resigned his position
with the Kent Fire Department effective April 9, 1990.
Seconded and carried.
Meeting was adjourned at 8: 10 a.m.
The nest regular meeting of the Civil service Commission is
scheduled for May 17, 1990 at 8:00 a.m. in the Council Chambers.
