CIVIL SERVICE COMMISSION
MINUTES
June 21, 1990

The meeting was called to order at 8: 10 a.m. by Acting Chairman
Ron Forest.
REPORTS
Sandra Driscoll, City Attorney- No report.
Chief Angelo, Fire Chief- New recruits will be ready to go
on shift starting 27 June. Preparation has begun for the Open
Competitive Examination for Probationary Firefighter, Chief
will be requesting authorization for it in July.
Captain Miller, Police- On July 3, 1990 the four new
Probationary Entry Level Police Officers will be on board and
attending the Academy. Still have a few people left on the
Eligibility List who are being processed through the testing
process.
Sedonia Young, Personnel- No report
OLD BUSINESS
Acting Chairman Forest motioned that the minutes from May 17,
1990 Civil Service Commission meeting be accepted into record.
Motion was seconded and carried.
NEW BUSINESS
Acting Chairman Forest motioned to Accept into Record the
letter dated May 8th, 1990 to Chief Fredriksen from Officer
Kent Hoflen resigning his position with Kent Police Department
effective June 8 , 1990. Seconded and carried.

Acting Chairman Forest motioned to Accept into Record the
letter dated May 14, 1990 from Chief Frederiksen to Manuel
Martinez confirming his appointment as Corrections Officer
4 effective May 16, 1990. Seconded and carried.
Acting Chairman Forest motioned to Accept into Record the
letter dated May 21, 1990 to Chief Angelo from Firefighter
Lori L. Hurlbut resigning her position with Kent Fire
Department effective June 4, 1990. Seconded and carried.
Acting Chairman Forest motioned to Accept into Record the
letter dated May 24, 1990 to Chief Frederiksen from Captain
Hal Rees resigning his position with Kent Police Department
effective June 15, 1990. Seconded and carried.
Acting Chairman Forests opened for discussion the
recommendation for the Provisional Appointment of Lieutenant
Dave Everett to serve as Acting Division Commander, Captain
to replace Captain Rees, effective June 16, 1990. He stated
that he had. reviewed Lt. Everett's personnel file and did not
have any problem with accepting the recommendation. Chief
Examiner Dixon stated that Lt. Everett had placed 3rd on the
Captains 1988 Promotional Examination. Acting Chairman Forest
moved that it be Accepted into Record. Seconded and carried.
Acting Chairman Forest motioned to Accept into Record the Memo
from Chief Frederiksen dated May 31, 1990 recommending the
removal of the following individuals from the Police Officer
Eligibility List:
Steve Strand and Brad Russell- failed background and
psychological investigation.
Julie Leighty- failed background, psychological and polygraph
investigation.
Seconded and carried
Acting Chairman Forest motioned to Accept into Record the
Letter dated June 1, 1990 to Chief Frederiksen from Jeanette
Bourton resigning her position of Administrative Secretary I,
with the Kent Police Department. Seconded and carried.
Acting Chairman Forest motioned to Accept into Record the
letters dated June 4, 1990 from Chief Frederiksen to Peter .0
Gaiser, Tracey Church, Todd Durham and Douglas Westcott
confirming their appointment as Probationary Police Officers
with the Kent Police Department effective July 3 , 1990.
Seconded and carried.

Acting Chairman Forest opened for discussion the memo dated
June 6, 1990 from Chief Frederiksen requesting authorization
to commence the selection process for Entry Level Corrections
Officer.
Captain Byerly stated that with the opening created by the
hiring of Todd Durham as a Probationary Police Officer the
Corrections Facility needs to hire a new Corrections Officer.
The current Eligibility List has been depleted necessitating
starting the Selection Process. Acting Chairman Forest moved
that the authorization be Accepted into Record.
Acting Chairman Forest motioned to Accept into Record the
Certification Letter dated June 11, 1990 from the Secretary
& Chief Examiner establishing the Lieutenants' Eligibility
List. Seconded and carried.
Meeting was adjourned at 8: 15 a.m.
The next regular meeting is scheduled for July 19, 1990 in the
Council Chambers..
