SUBJECT: CIVIL SERVICE RULE REVISIONS

Please be advised that I have received verbal approval from the
City Administrator, Personnel Director and City Attorney to proceed
with our request to modify agreements and rules with regard to the
JATC program.
These changes are being jointly requested by Local 1747, the JATC
Committee, and myself.
We propose the attached wording additions and changes to Ruler II,
Section 4, Paragraphs 1 and 2 .

Section 4 . "FIREFIGHTER 1ST CLASS"
1 - Must have served satisfactorily as a full paid
firefighter with the Kent Fire Department for a period of forty-
two (42) months if hired prior to 9-1-89. Must have satisfactorily
served as a full paid firefighter with Rent Fire Department for a
period of thirty-six (36) months if hired after 9-1-89.
2 - This paragraph does not apply to firefighters hired
after 9-1-89. However, an applicant may receive one (1) month
credit for each month of employment as a full paid firefighter in
a fire department approved by the Civil Service Commission if hired
prior to 9-1-89. Applicant must provide conclusive proof of such
service with a satisfactory record; and/or:
This paragraph does not apply to firefighters hired after 9-1-89.
• However, an applicant may receive one (1) month credit for each two
(2) months of school in a course of Fire Science if hired prior to
9-1-89 . To receive such credit, the school must be a vocational
type school where the major portion of the students' experience
came from hands on manipulative training. The applicant must
provide conclusive proof of such educational claim. The course as
presented by the educational facility of the Tacoma Vocational
Technical Institute, Spokane Community College, and Portland
Community College are approved; provided however; a maximum of
twelve (12) months credit may be earned in this manner.
3 - Applicant must have prior approval from the Joint
Apprenticeship and Training Committee (JATC) to receive credit
and/or to certify that the applicant has met the educational and
workbook requirements.
4 - Must have a passing grade on an examination prepared
and supervised by the Civil Service Commission.

• Section 5. "LIEUTENANT" :
1 - Must have served satisfactorily as a Firefighter 1st
Class with the Kent Fire Department for a period of twelve (12)
months.
2 - Must have a passing grade on an examination prepared
and supervised by the Civil Service Commission.

SUBJECT: J.A.T.C. Program - Modification
The purpose of this memo is to follow up on our conversation with
Ed Chow yesteday afternoon. With Ed's authorization, I agree we
should proceed to modify the J.A.T.C. program. As we discussed,
the process would involve the request for our Commission's
approval of the modifications; a request to the Department of
Labor and Industries for their approval as well as a memorandum
of understanding developed for City Council approval.
I agree that because of your time constraints, a presentation to
the Commission tomorrow is necessary. To that end I have
• requested the items be placed on the agenda so that you may
present the proposal. I have asked Sue Viseth to attend the
meeting tomorrow in my place as I will be attending a LEOFF
Disability Seminar.

SUBJECT: EXTENSION OF LIEUTENANT ELIGIBILITY LIST
-----------------------------------------------------------------
I would like to request that the current Lieutenant Eligibility
List for the Kent Fire Department be extended through July 19th,
1989.
Lieutenant testing has been scheduled for mid July,, 1989, and we
expect to have a new Lieutenant Eligibility List certified on July
20, 1989.
