HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 05/18/1989 (4) CITY OF KENT CIVIL SERVICE COMMISSION MINUTES May 18, 1989 Members present: Bob Jarvis, Chairman Robb Dreblow Alex Thornton Others present: Sandra Driscoll, City Attorney Rod Frederiksen, Police Chief Norm Angelo, Fire Chief Jed Aldridge, Assistant Fire Chief Don Fronsdahl, Battalion Chief Sue Viseth, Personnel Analyst Candi Faupell, Commission Secretary John M. Willits, Fire Union President The meeting was called to order at 8: 00 a.m. by Chairman Jarvis. REPORTS City Attorney, Sandra Driscoll - responded to presentation by the Police Union at the meeting April 18, 1989 • informing the Commission did not need to take a position on this matter. By reading directly from the Minutes of the City Council meeting of May 2 , 1989, it was noted that Council had already taken action to include coverage of all staff members who are paid from the Police Department budget, to be effective immediately; noted - the ruling by a previous Council had been an overextension of authority. Fire Chief, Norm Angelo - introduced John Willits, Fire Union President; informed the Commission that the modifications to the J.A.T.C. Program were ready to be presented (to be covered under New Business) ; also informed that Battalion Chief Larry Webb had by-pass surgery and was doing well. Police Chief, Rod Frederiksen - no report Personnel Director, Mike Webby - absent; Sue Viseth, Personnel Analyst attending in his place - no report, but stated she would be available after the meeting to answer questions. . Page 2 Minutes (continued) May 18, 1989 OLD BUSINESS Chairman Jarvis entertained a motion to approve the Minutes of the April 20, 1989 meeting. Motion was made by Mr. Dreblow, seconded by Mr. Thornton. Motion carried. Civil Service Coverage for Police Department Record's Specialists and Correction's Officers - in light of the information present by the City Attorney, the Commission recognized the action taken by the City Council during their May 2, 1989. The City Attorney noted that the next move would to be amend the Civil Rules and Regulations to include the Correction's Officers and Record's Specialists; there is $5, 000 in the Civil Service budget that had been allocated to a total rewrite of the Rules and that these funds could be used to hire an outside attorney; this action being necessary due to the time constraints • and workload at the present time Ed Chow, City Administrator commented that all departments including Administration, Personnel, City Attorney, Fire and Police were ready to help in pursuing the task of rewriting the Civil Service Rules and Regulations; he had contacted Mr. Steve DeJulio regarding his assistance in this matter and Mr. DeJulio is able at this time to proceed. Chairman Jarvis moved to proceed in contacting Mr. DeJulio in order to begin the revision. Seconded by Mr. Dreblow. Motion carried. Mr. Dreblow commented that due to his understanding of the state statutes, that is was unambiguous that the mentioned parties were indeed covered and that the state statutes did indeed take precedence over any individual and municipality; he also expressed his pleasure in the action taken by the City Council and the Mayor. • • Page 3 Minutes (continued) May 18, 1989 Chairman Jarvis inquired as to the possibility of increasing or changing the position of Secretary/Chief Examiner from permanent part-time to a full-time position. Sue Viseth stated that the procedure was to receive approval from the Operations Committee and then the Informal Budget Committee and who then would present the request to the City Council. Personnel will respond to the Commission regarding the necessary changes in the budget. NEW BUSINESS Fire Chief Norm Angelo and Fire Union Local 1747 President John Willits presented the Commission with information regarding the J.A.T.C. program in reviewing and testing for promotions. The previous program had been a 42 month program with . early testing for promotional exams. The changes recommended were: a 36 month program in which a Firefighter earns an additional 144 hours of educational credit, therefore eliminating the availability of early testing. This change in the program would be in effect for Firefighters hired after 9/1/89. In order to make this proposed financially neutral, the Union has agreed to defer the first step increase to the end of the first year, and the City will grant the last step six months early City Administration, the Personnel Director and City Attorney have already approved of the proposed changes, and will make the necessary amendments to the union contract. The next step upon Commission approval will be to proceed to amend the Rules and Regulations to reflect this change. Then to proceed to the Labor and Industries State Council for their approval, reflecting the changes at state level. John Willits noted that this change needed to be made as soon as possible to be in effect as of September 1, 1989 . • Page 4 Minutes May 18, 1989 Mr. Dreblow moved to accept modification to the J.A.T.C. program as presented. Seconded by Mr.Thornton. Motion carried. Chairman Jarvis entered a motion to accept into record a memo from the Kent Fire Department J.A.T.C. approving early testing for First Class Firefighter for Firefighters ken Heintz, John Lytle, Ron Sweigard, Rick Krepela and Eric Pedersen. Mr. Dreblow so moved, seconded by Chairman Jarvis. Motion carried. Chairman Jarvis entered a motion to accept into the record a memo dated May 17, 1989 from Norm Angelo, Fire Chief requesting the current Lieutenant Eligibility List due to expire June 19, 1989 be extended to July 19, 1989. Testing for Lieutenant is scheduled for mid-July and a new list will be available July 20, 1989. Chairman Jarvis entered a motion that the letter to Ed Chow, • City Administrator dated May 3 , 1989 regarding the location of the Civil Service Secretary. Mr. Dreblow moved, seconded by Chairman Jarvis. Motion carried. Mr. Chow informed the Commission that space was available in the Police Department, the Fire Department and the City Administration for the office of the Secretary/Chief Examiner. Chairman Jarvis entered a motion that the Civil Service Secretary/Chief Examiner office be moved to City Administration as soon as it was possible to do so. Seconded by Mr. Dreblow. Motion carried. Chairman Jarvis entered a motion to accept into record a memo Norm Angelo, Fire Chief dated May 16, 1989 temporarily appointing Lt. Mike Evans to the position of Battalion Chief/Fire Marshal to replace Battalion Chief Larry Webb who is on disability, expecting to return in 3-4 months. Mr. Dreblow moved, seconded by Mr. Thornton. Motion carried. Page 5 Minutes May 18, 1989 Chairman Jarvis entered motion to accept into record a memo from Norm Angelo, Fire Chief dated May 17, 1989 appointing the temporary position of Lieutenant, Firefighter Jeff Barsness effective May 18, 1989. Mr. Dreblow moved, seconded by Chairman Jarvis. Motion carried. At 8:20 Chairman Jarvis announced that there would be a five minute recess, after which the Commission would be in executive session for approximately 15 minutes to discuss Fire Lieutenants testing procedure and weight of exams. At 8 : 40 the Commission reconvened. There being no further business, the meeting was adjourned at 8:40 a.m. The next regular meeting date is scheduled for June 15th at 8 : 00 a.m. in the Council Chambers. • Respectively Submitted Candi L. Kent, Wa 98031 Mr. Chow, ON The Civil Service Commission would like to request that the position of the Civil Service Secretary be increased to a three- quarters position effective June 1, 1989 . The request is made in light of the additional workload having been created by the City Council action on May 2, 1989, increasing Civil Service coverage to include Police Department Records Specialists and Corrections Officers. This in turn necessitates amending the Civil Service Rules and Regulations which will involve additional time.
