CIVIL SERVICE COMMISSION
MINUTES
June 15, 1989

The meeting was called to order at 8:01 a.m. by Chairman Jarvis.
REPORTS
City Attorney, Sandra Driscoll - absent; Bill Williamson,
Assistant City Attorney attending in her place; noted
the item under New Business, proposed rules extending
coverage to Corrections Officers and Records
Specialists; as he had not been a party to this
procedure, would make a note of any questions and refer
them to Sandra Driscoll upon her return.
Fire Chief, Norm Angelo - testing for Lieutenant position
will take place in July. Informed the Commission that
Fireman Mike DeHart had been injured the previous
evening on an emergency call in a head-on collision.
The exact extent of his injuries were still not know.
Police Chief, Rod Frederiksen - no report
Personnel Director, Mike Webby - no report; he will present
a letter and proposed order from Steve DiJulio regarding
Civil Service Rules during New Business.
OLD BUSINESS
Chairman Jarvis entertained a motion to approve the
Minutes of the May 18, 1989 meeting. Motion was made
by Mr. Dreblow, seconded by Mr. Thornton.

NEW BUSINESS
Chairman Jarvis entertained a motion to accept into the
record a letter dated May 25, 1989 from Rod
Frederiksen, Police Chief to Connie Welker, Records
Specialist regarding the successful completion of the
six month probationary period. Motion was made by Mr.
Dreblow, seconded by Mr. Thornton. Motion carried.
Chairman Jarvis entertained a motion to accept into the
record a memo dated June 6, 1989 from Candi Faupell,
Secretary/Chief Examiner on behalf of the Fire
Department to remove from the current Eligibility List
the names of participants who are no longer interested
in being considered as eligible for the position of
Firefighter. Motion was made by Mr. Dreblow, seconded
by Mr. Thornton. Motion carried.
Captain Miller of the Police Department read the proposed
• rule revision regarding the concurrent Eligibility
Lists for Entry Level and Lateral Entry Police Officer.
The reasons for such a change being expressed as due to
the needs of department at various times, it may be
more beneficial to hire either unexperienced Officers
or more experienced Officers. There appears to be a
need to balance age, maturity, and experience with "new
blood" within the Department. Each type has various
good points and bad points as were pointed out and
discussed by Captain Miller.
Chairman Jarvis inquired as to the history of separate
lists. Captain Miller noted that the original Civil
Service Rules did not make allowances for Lateral
Entry, only Entry Level positions. At a later date,
Lateral Entry provisions were added. Since this
addition, it has been seen that to coordinate testing
would allow for a smoother procedure, possibly less
expense and allow a better balance of personnel within
the department.
After further discussion, Mr. Dreblow moved that the
changes to the Civil Service Rules and Regulations be
made as presented. Chairman Jarvis seconded. Motion
carried.

The Police Department informed the Commission that Lateral
Entry Testing would take place this fall. Exact dates
will be presented at a later date.
The Police Department requested the item concerning the
Corrections Officers testing be withdrawn.
Mike Webby present a letter and proposed rule modifications
from Steve DiJulio, outside counsel retained by the
Commission for the purpose of amending the rules in
light of extended Civil Service coverage. Mr. Webby
further explained the background of the required
revision and identified three documents that need to be
completed:
1. Rule modifications - Civil Service Commission
2. City Ordinances - City Attorney
3. Memos of Understanding - Personnel Department
Items #2 and #3 are not yet complete, hope to be
presented to the City Council and Union, respectively
within the next 30 days.
• Questions were raised as to the use of term
"Corrections Officer" instead of "Jailor", with the
explanation being that the facility in Kent is
considered a Corrections Facility, not a Jail, hence
the appropriate terms.
Chief Angelo of the Fire Department questioned the
ambiguity of Amendment 3 , Section 3 . 1 - could possibly
be interpreted that officers of the Fire Department had
been excluded from Civil Service coverage; maybe a
semi-colon could be inserted in place of the comma
after the wording " . . .Police Department, " .
Additional questions were raised as to the necessity of
the proposed Emergency Clause. Bill Williamson,
Assistant City Attorney pointed out that even with the
Emergency Clause in place, the wording of such would
require that any change enacted under this clause be
reviewed at the next regular Civil Service Commission
meeting to reconsidered the previous rule action.

After further discussion, it was suggested that a
postponement of any action on the proposed changes
would be in order due to the fact that the information
had not been received by the Commissioners until two
minutes prior to the meeting and further review was
necessary. Also, time was needed to allow the Police
and Fire Department and unions to respond. It was
decided to have a special meeting within the next two
weeks, as schedules allowed, with proper notice being
given to the public and departments. Chairman Jarvis
moved to call a special meeting for the purpose of
discussing the proposed rule changes. Mr. Dreblow
seconded. Motion carried.
There being no further business, the meeting was adjourned at
8:53.
The next regular meeting is scheduled for July 20, 1989 at 8 : 00
a.m. in the Council Chambers. All interested parties will be
notified as soon as possible, as to the date, time and place of
• the special meeting.
