SUBJECT: PROPOSED RULE CHANGES RELATED TO COVERAGE OF ALL
POLICE PERSONNEL

With reference to the rule change submitted at your last meeting,
the addition of the semi-colons on the pages identified should
clarify any potential misunderstanding about your intent. It might
be helpful to add the word "Fire" in front of the words "officer
and firefighters, etc. " in the two places indicated by the semi-
colons. I do not feel that the word is critical but it may be
useful to further clarify the Commissioner's intent.
Upon hearing conversations at the meeting and subsequent
discussions with some of your personnel, I believe that our
department could live without the new section dealing with
emergency adoption of rules. This is the first instance we have
seen in eight years to require such a rule. We feel that with
adequate planning and lead time, we could work within the existing
rules. If a modification were to be made, it might be better to
state that a rule would become effective by the next regular
meeting or 30 days whichever is longer.

Dear Mr. Jarvis:
We the members of Local 1747, International Association of
Firefighters (I.A.F.F. ) , are opposed to the adoption of the
"Emergency Rule Change" provision presently being considered by the
• Commission.
While we have complete faith in the impartiality and good will of
the present Commission, we think that this rule change opens up the
possibility of abuse and misuse of the Civil Service Commission.
Emergency provisions are existing in the present Rules, which allow
the Chief of the Department to make emergency appointments. We
cannot foresee an instance where a rule would have to be changed
on an "Emergency " basis and couldn't wait to go through the normal
process.
A review of the present Civil Service Rules, and Roberts Rules of
Order, failed to locate any wording which spells out exactly how
a "Special Meeting" is called or how those people affected are
notified. We would suggest that rules for "Special Meetings" be
adopted so that the process is formalized.
Thank you for soliciting our input and giving us the opportunity
to participate in this process.
