I AM REQUESTING THE OPPORTUNITY TO TAKE LEAVE WITHOUT PAY EFFECTIVE
SUNDAY JULY 16TH THROUGH WEDNESDAY AUGUST 16TH, 1989 . I CHECKED
THREE DIFFERENT CITY OF KENT POLICY MANUALS ON THE 2ND AND 3RD FLOORS
OF THE POLICE DEPARTMENT SIDE AND FOUND ALL THREE TO BE MISSING PAGE
24 OF SECTION III, WHICH ADDRESSES THE PROCEDURE OF MY REQUEST.
IN CHECKING THE MOST RECENT SCHEDULE I HAVE, THE IMPACT THIS LEAVE
WOULD HAVE, IF GRANTED, WOULD BE SIX SHIFTS OF SWING REQURING OVERTIME
BECAUSE OF MINIMUM STAFFING. THOSE DATES ARE SUNDAY JULY 23RD, MONDAY
JULY 24TH, SUNDAY JULY 30TH, MONDAY JULY 31ST,AND SUNDAY AUGUST 6TH.
THIS IS DUE TO OFFICER PISIA BEING ON HOLIDAY/ANNUAL LEAVE FROM SATURDAY
JULY 22ND THROUGH SUNDAY AUGUST 6TH. THE OTHER DAY AFFECTED IS FRIDAY
AUGUST 11TH, WHICH IS THE BEGINNING OF SGT. NOBLE'S LEAVE.
THE SUMMER QUARTER AT THE UNIVERSITY OF WASHINGTON ENDS ON FRIDAY AUGUST
18TH. THE PURPOSE OF MY REQUEST IS TO CONCENTRATE ON MY STUDIES FOR
THIS QUARTER. THE DATES CHOSEN ARE INCONJUCTION WITH OUR BEGINING AND ENDING
OF PAYROLL PERIODS, THUS MAKING THE BOOKKEEPING INVOLVED SIMPLIFIED.
KEEPING THIS LEAVE INCONJUCTION WITH MY PRESENT SCHEDULE, WHICH IS
G SHIFT WITH WEDNESDAY/THURSDAY OFF, WEDNESDAY AUGUST 16TH BEGINS
NEW PAY PERIOD AND MY SCHEDULE WOULD RESUME EFFECTIVE THAT DATE.
I AM PRESENTLY ON ANNUAL LEAVE UNTIL FRIDAY JUNE 30TH. PLEASE FEEL FREE

SGUESSING THE REASON TWO PEOPLE WERE MOVED TO DAY SHIFT EVEN THOUGH ONLY
ONE WAS LOST IS BECAUSE OF THE ANNUAL LEAVE SPREAD OF THE TWO IN THAT WHILE
ONE IS GONE THE OTHER IS HERE AND VISA-VERSA, WITH THE EXCEPTION OF A LITTLE
OVERLAP WHERE BOTH ARE GONE. AGUILAR'S LEAVE IS FRIDAY JULY 7TH THROUGH MONDAY
JULY 24TH AND PISIA'S BEGINS FRIDAY JULY 21ST.
SWING SHIFT LOOSES PISIA AND ASSUMING PETERS IS ABLE TO WORK SOLO (I MAKE THIS
ASSUMATION BASED UPON RELIEVING HER IN THE CONTROL ROOM FROM GRAVE SHIFT) , SWING
GETS PETERS AND JACKSON, WHO IS BRAND NEW. NOT COUNTING JACKSON BECAUSE HE IS
A TRAINEE, THERE IS NOT A NEED AT ALL FOR ANY OVERTIME COVERAGE, IF MY LWOP
IS GRANTED, BECAUSE THERE IS NO OTHER LEAVE BEING TAKEN ON THIS SHIFT DURING
THIS TIME. HOWEVER, THE PROBLEM IS AND I SEE YOUR POINT THERE ARE NO OTHER
SENIOR OR EXPERIENCED OFFICERS ASIDE FROM THE OBVIOUS SGT ON THIS SHIFT. I DO
NOT KNOW WHAT SGT NOBLE'S PLANS ARE FOR HER ACTING. IF SHE HAS CHOSEN, C/O
BEDIGNER FOR THIS, WHICH WOULD REQUIRE A DAY OFF CHANGE FOR HIM BECAUSE
PRESENTLY THEIR DAYS OFF ARE IDENTICAL, THEN I DO NOT SEE ANY REASON FOR MY
REQUEST TO BE GRANTED.
IN LOOKING AT ALL THREE SHIFTS AND THE SCHEDULE AS A WHOLE, I DO SEE A
AN OVERLOAD OF NEWBIES ON SWING SHIFT. OUT OF 5 LINE POSITIONS, EXCLUDING
TRANSPORT, DAY SHIFT HAS 4 SENIOR OFFICERS (ROGERS, PISIA, SELVIDGE, AND
AGUILAR) , GRAVE SHIFT HAS 2 AND 1/2 (SWANSON, PALMER AND BOEHME AS THE 1/2) ,
AND SWING SHIFT HAS 1 (ME) .
SAPS A POSSIBLE SOLUTION AND IS OFFERRED AS A SUGGESTION IS TO MOVE SWANSON
M GRAVE SHIFT TO SWING SHIFT, WHICH COULD EASILY BE DONE FOLLOWING THE
C CLUSION OF HER LEAVE ON MONDAY JULY 17TH, AND TO MOVE A NEWBIE, IE PETERS,
FROM SWING SHIFT TO GRAVE. REGARDLESS OF MY REQUEST, THIS CHANGE MAY BE
ENTERTAINED ANYHOW TO BETTER BALANCE THE RATIO OF SENIOR:NEWBIES ON THESE
SHIFTS.
ANOTHER POSSIBILTY IS YOUR IDEA, WHICH IS BEGINING MY LEAVE A WEEK LATER.
AS WELL AS COINCIDING WITH MY EXISTING SCHEDULE (SWING WITH WED/THURS OFF) ,
THE REMAINDER OF SUMMER QUARTER, THE DATE I SUBMITTED FOR ALSO DIRECTLY
COINCIDE WITH PAYROLL PERIODS. WHAT WOULD BE THE POSSIBLE PROBLEMS IN
CHANGING THIS DATE TO A WEEK LATER? AND SINCE WE ARE SOME WHAT ON THIS
TOPIC, WHAT WOULD BE THE STATUS OF MY MONTHLY ACCURAL OF ANNUAL AND SICK
LEAVE AND THE STATUS OF MY MEDICAL BENEFITS DURING THIS TIME FRAME?
IN SPEAKING WITH LT. BURKE THIS AFTERNOON, HE CAME UP WITH A GOOD POSSIBLE
IDEA OF CHANGING MY HOURS TO PART-TIME FOR THIS TIME FRAME AND I WOULD
WORK ON SWING SHIFT ON SET DAYS/TIMES MOST NEEDED.
AS I RELAYING TO LT. BURKE, THIS QUARTER IS A REAL BEAR (A DIFFERENT B-WORD,
BUT CLOSE ENOUGH) . I WOULD NOT BE A BIT SURPRIZED IF I DON'T PASS MY STATS
CLASS. IT IS A TOUGHIE AND BEING SUMMER QUARTER, THE MATERIAL IN BOTH
MY CLASSES IS THROWN IN HEAPS. AS I STATED IN MY ORIGINAL E-GRAM, THE
OBJECTIVE HERE IS TO CONCETRATE ON MY STUDIES SO I WILL PASS AND HOPEFULLY WITH
A DECENT G.P.A FOR THE QUARTER. CO-RELATING TO THIS OBJECTIVE IS THE LOWERING
OF MY STRESS LEVEL.
PREFERENCE IS THE FULL 4 WEEKS AT LWOP. THE ALTERNATIVES ARE FEASIBLE
PARTICUARLY LT. BURKE'S IDEA DEPENDING UPON WHAT THAT PART-TIME SCHEDULE WOULD
BE.

MARILYN HAS HAD SEVERAL MEETINGS WITH GEORGE BURKE. DURING THESE MEETINGS
