HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 09/06/1989 (3) CITY OF KENT CIVIL SERVICE COMMISSION MINUTES SPECIAL MEETING SEPTEMBER 6, 1989 Members present: Bob Jarvis, Chairman Alex Thornton Candi Faupell, Secretary/Chief Examiner Others present: Chief Norm Angelo, Fire Department Asst. Chief Jed Aldridge, Fire Department Bat. Chief Don Fronsdahl , Fire Department Carolyn Lake, Assistant City Attorney John Willits, Fire Department Tom Shepard, Fire Department Steven Earle Alex Charoni Approx 15 additional attendees The meeting was called to order at 1:01 p.m. by Chairman Jarvis. Chairman Jarvis informed those present for the special meeting that the Commission would listen to each appellate, the staff would then give a report. The Commission would be taking the information presented under advisement, with a decision being made at a later date. Chairman Jarvis asked that Steven Earle present his information to the Commission. Steve Earle was then asked to present his information. Mr. Earle thanked the Commission for the opportunity to appeal his removal from the current Firefighter Eligibility List. He acknowledged that Dr. Shaw appeared to be well qualified, but he disagreed with the test results. He noted his various fire duties in the Navy and his pursuing additional schooling. He also informed the Commission that he was a volunteer Firefighter in Issaquah. Mr. Earle feels that he has the mental and physical qualifications to meet all challenges of fire service and would like the Commission to review his file. Commissioner Thornton commented that according to letters sent to the applicants, Dr. Shaw had "not passed" the applicants based on information revealed during the psychological testing. Page 3 Special Meeting Minutes September 6, 1989 Chairman Jarvis moved to go in to an executive session at 1:44 p.m. and that responses would be released at the next meeting. The next regular meeting will be September 21, 1989 at 8 : 00 a.m. in the City Council chambers. espectfully mitted, J n Banister cting Secretary and Chief Examiner Approved: Robert arvis Chai n Page 2 Special Meeting Minutes September 6, 1989 The Chief Examiner/Secretary clarified for the Commission that the wording "had not passed" was not appropriate and had been removed from the notification letters, with other wording as to the status of background and psychological review. At this time, Chief Angelo stated that the rating by Dr. Shaw as to Steven Earle was not at an acceptable level and that further background investigation had revealed additional problems. Chairman Jarvis then asked that Alex Charoni present his information to the Commission. Tom Dinwidde, an attorney from Tacoma, represented Mr. Charoni, and presented a copy of a letter that had been sent to the Commission requesting the reports on Alex Charoni. The Chief Examiner/Secretary responded that the information was confidential and not to be released. Mr. Dinwidde challenged the Commissions authority in keeping the information from the applicant. Mr. Dinwidde called on Dr. David Smith, who had previously evaluated Mr. Charoni. He stated his test results for another similar position with similar psychological evaluations were normal. Alex Charoni stated his educational and work background and submitted to the Commission various certificates of training and recommendations. Mr. Dinwidde called on Lt. Wiwel, Training officer from the Angle Lake Fire Department, to speak of Mr. Charoni 's work for their station. Chief Angelo then stated that the City of Kent tests and the recommendations that were given, were not based on, or intended to compare jobs in different districts. Based on the Fire Department's evaluations and background checks by it' s personnel, the recommendation given was to remove Mr. Charoni from consideration. In conclusion Mr. Dinwidde questioned Dr. Shaw's credentials and asked the City to consider all of the information presented in making their decision.
