Dennis Byerly, Corrections Capt. Miller, Police Dept. Hal Rees, Police Dept. Don Fronsdahl, Fire Dept. Jan Banister, Acting Secretary/Chief Examiner The meeting was called to order at 7 : 00 a.m. by Chairman Bob Jarvis. REPORTS Sandra Driscoll, City Attorney, informed -the Commission that Mark Cinkovich had withdrawn his appeal. Chief Angelo, Fire Department, announced that the recruits of Class 89-4 had graduated at the ceremony on Nov. 4 , 1989 , and that the valedictorian snd the winner of "Most Inspirational" award were from Kent. Two of the graduating recruits from Kent were female. Becky Fowler, Personnel, said that tests for Civil Service Secretary have been completed and they are ready to set up an interview panel. She asked for further direction from the Commission. Capt. Jim Miller, Police Department announced that they have hired two people for their lateral entry program. OLD BUSINESS Chairman Jarvis made a motion that the October 18, 1989, minutes be accepted. Motion was seconded . and passed. Page 2 Civil Service Minutes November 16, 1989 Chairman Jarvis suggested that a panel of three people, representing the Commission, Administration and Personnel be selected to interview the candidates for Secretary/Chief Examiner. Mr. Jarvis will not be available for the panel but it was agreed that Jan Banister represent the Commission. She will contact Personnel and make arrangements to move the process along as quickly as possible. Capt. Byerly, Corrections, reported on the final list of candidates for the position open at the Corrections facility. Of the original 155 applicants, three people have successfully completed the written, physical and oral portions of the test. A final report will be submitted at the next meeting. NEW BUSINESS Chief Angelo's letter advising that Lt. Jan Fell has gained permanent status as a Lieutenant of the Kent Fire Department effective November 1, 1989 was read. Chairman Jarvis made a motion to accept the letter into record. It was seconded and carried. A memo from Firefighter Eric Pedersen informing the Commission that he will test early for Firefighter First Class •as decided in the April 20, 1989, J.A.T.C. meeting and placing his promotional date at December 26, 1989 was read. The motion to accept was made and seconded and carried. Capt. Jim Miller' s memo notifying the Commission that Kent G. Hoflen, Miklos P. Preysz, David Patterson and Mark D. Cinkovich, candidates for the lateral entry police position, participated in the Oral Board, Polygraph Test, Psychological Test and a Medical Physical. All completed them successfully with the exception of Mr. Cinkovich who did not pass the medical portion of the examination. Mr. Cinkovich was notified that his name had been removed from the qualified applicant list. Background investigations are currently being done on the remaining candidates. Motion was made to accept Capt. Miller' s letter into record. It was seconded and carried. Civil Service Minutes November 16, 1989 Page 3 Mark D. Cinkovich had contacted the Civil Service Secretary to inform the Commission of his intent to appeal his not passing the medical portion of his examination for Lateral Entry position in the Police Department. However, there was a memo from Capt. Miller informing the Commission that Mark D. Cinkovich should be removed from the eligibility list due to information received during a background investigation. Mr. Cinkovich called to inform the Commission that he wanted to withdraw his appeal and Chairman Jarvis made a motion to accept both items into record. The motion was seconded and carried. A letter from Chief Frederiksen informed the Commission that Kent G. Hoflen, a candidate for the Lateral Entry Position in the Kent Police Department, has accepted the position of Patrolman 3 , effective November 28, 1989. Motion was made by Chairman Jarvis to accept into record. Motion was seconded and carried. A letter from Chief Frederiksen informed the Commission that David W. Patterson, a candidate for the Lateral Entry Position in the Kent Police Department, has accepted the position of patrolman 3, effective December 1, 1989. Motion was made and seconded to accept into record. Motion carried. Chairman Jarvis asked for discussion on changing the meeting time to 12 : 00 noon to accommodate the third member of the Commission. After some input, Chairman Jarvis made a motion to change the regular meeting time to noon. It was seconded and carried. Capt. Byerly asked to have the names of the three candidates for Corrections Officer who have successfully passed the written examination, physical portion and oral boards to be entered into the record. Motion was made to accept the names of Kathy J. Peters, Dana I. Powers, and Andrew F. Jackson into record. The motion was seconded and passed.
