Dear Bob,
We believe that there may have been a misunderstanding in the
administration of the rules during the recent test for
Secretary/Chief Examiner. When Civil Service rules are not
strictly adhered to, it leaves both the Commission and the City in
a position to be challenged. Additionally, the appearance of
fairness is compromised, and it could be said that the testing
process was tampered with.
Specifically, we are stating that the following rules may not have
been followed:
-Rule _!X, Examinations, page 19
Section 1. "APPROVAL", All examinations shall be approved by the
Commission before the examination is held.
Section 2 . "QUALIFYING GRADES", The relative weight of each
examination subject shall be fixed by the Commission previous to
date of the examination. In all examinations, the Commission
shall be the judge of the needs of the classified service and
shall set the qualifications for passing in advance of the date
of examination.
Section 3 . "IDENTITY OF EXAMINEES", The identity of persons
taking competitive written tests shall be concealed from the
examiners by the use of an identification number which shall be
used on all test papers. Any paper having the name of the
applicant or any other identifying mark may be rejected and the
candidate so notified.
