The following information will be discussed: REPORTS City Attorney, Sandra Driscoll Fire Chief, Norm Angelo Police Chief, Rod Frederiksen Personnel Director, Don Olsen OLD BUSINESS Approval of minutes from October 19, 1989 Civil Service Commission meeting. (ACTION ITEM) Representative from Personnel will give update on results of testing for the hiring process for new Civil Service Secretary/ Chief Examiner. (INFORMATION ITEM) Dennis Byerly, Corrections Facility, will give update on results of hiring process for four Corrections Officers. (INFORMATION ITEM) NEW BUSINESS Letter from Chief Angelo advising that Lieutenant Jan Fell has gained permanent status as a Lieutenant of the Kent Fire Department effective November 1, 1989. (ACCEPT INTO RECORD) Memo from Firefighter Eric Pedersen informing the Commission that he will test early for Firefighter First Class as decided in the April 20, 1989, J.A.T.C. meeting. This places his promotional date at December 26, 1989 . (ACCEPT INTO RECORD) Page 2 Civil Service Commission Agenda November 16, 1989 Memo from Capt. Jim Miller notifying the Commission that Kent G. Hoflen, Miklos P. Preysz, David Patterson and Mark Douglas Cinkovich, candidates for the lateral entry position, participated in the oral Board, Polygraph Test, Psychological Test and a Medical Physical . All completed them successfully with the exception of Mark D. Cinkovich who did not pass the medical portion of the examination. Mr. Cinkovich was notified that his name has been removed from the qualified applicant list. Backgroundinvestigations are currently being done on the remaining candidates. (ACCEPT INTO RECORD) Mark D. Cinkovich contacted the Civil Service Secretary to inform the Commission of his intent to appeal his not passing the medical. portion of his examination for Lateral Entry position in the Kent Police Department. (ACTION ITEM) Memo from Capt. Miller informing the Commission that in _? addition to medical complications, Mark D. Cinkovich should also be removed from the eligibility list for Lateral Entry Police position due to information received during a background investigation. (ACCEPT INTO RECORD) Letter from Chief Frederiksen informing the Commission that Kent G. Hoflen, a candidate for the Lateral Entry Position in the Kent Police Department, has accepted the position of Patrolman 3 , effective November 28, 1989. I have been approved to test three months and three weeks early, placing my promotional date at December 26, 1989, with the Commissions approval. Kent Police Department October 10, 1989 To: Jan Banister Acting Civil Service Secretary/Chief Examiner From: Captain Jim Miller Subject: Status of Applicant for Current Testing of Lateral Entry, Kent Police Department At the completion of the Oral Board for the current testing process for lateral entry applicants there were four candidates remaining. Based on the scores received in the Oral Board those candidates were ranked as follows: 1. Hoflen, Kent G. 2. Preysz, Miklos P. 3 . Patterson, David 4. Cinkovich, Mark Douglas (Failed Medical) To date each of the candidates have also participated in three additional phases of the testing process, Polygraph test, Psychological test, and a Medical Physical. Each of these three phases are PASS/FAIL. All of the above candidates successfully completed both the Polygraph and Psychological testing. Mark Cinkovich FAILED the Medical Physical portion of the testing. Dr. Paul Tueffers in his report cited two areas for which he disqualified Mr. Cinkovich (1) Nystagmus & (2) Overweight. MR. Cinkovich was advised of the above by Dr. 'Tueffers at the conclusion of his test. I have advised Mr. Cinkovich that based on Dr. Tueffers report his name was being removed from the qualified applicant list. Mr. Cinkovich advised that he has set up an appointment with an Ophthalmologist for 10-11-89. It is his intention at this time to challenge his disqualification. I advised him that to do so he needed to contact you for the purpose of requesting to have his request to appeal placed on the agenda of the next regularly scheduled Civil Service Meeting. He was provided with your name and phone number. Cinkovich. In addition to the medical complications described by Captain Miller' s memoradum, Mr. Cinkovich should also be removed from the eligibility list due to information discovered during a background investigation conducted by Lt. William Mitchell. Based upon the information obtained, it is my firm belief that Mark Cinkovich does not meet standards sought by the Police Department. Information regarding the background investigation and the basis for removal of Mr. Cinkovich from the list is available to the Civil Service Commission upon request.
