Richard Ried at 8:00 a.m. In Attendance: Commissioners Michele G. Hinz and Joseph A. Street; City. Attorney Driscoll , Chief Angelo, Chief Frederiksen, Assistant Chief Aldridge, Captain Rees, Officer Kullberg, Firefighter Shepard Also Present: Attorneys Sharon Howard, representing the Commission; William A. Coats, representing the City of Kent; and Stuart P. Koch, representing Pat Lowery, Appellant The meeting commenced with the Lowery matter as the first item on the agenda. (A verbatim transcript of the meeting relating to the Lowery matter will be on file with the Commission. ) The business of the regular meeting was resumed at this time. Mr. Street moved to approve the minutes of May 19, 1988 as submitted. Ms. Hinz seconded and the motion carried. At the request of the Fire Department, Mr. Street moved to extend the Fire- fighter eligibility list for six months, to expire December 11, 1988. Ms. Hinz seconded and the motion carried. The memo of May 25, 1988 from Assistant Chief Aldridge informing of the pro- motion of Kent Knight to First Class Firefighter, effective May 16, 1988, was read. Ms. Hinz moved, Mr. Street seconded, to accept the memo into the record. Motion carried. Ms. Hinz moved, Mr. Street seconded, to approve the payment of the invoice of $690 from Ms. Howard for legal services rendered in May, 1988. Motion carried. Mr. Street moved, Ms. Hinz seconded, to approve the Fire Lieutenant eligi- bility list of June 16, 1988 as follows: James S. Carroll Kevin R. Nee Ronald D. Johnson John R. Keizer Terry J. McCartin John M. Willits Jan E. Fell (corrected) Jeffrey S. Barsness (corrected) Mitchell H. Snyder Ernest R. Rideout Thomas P. Shepard Brian L. Kruml 1 Motion carried. The letter of resignation, dated May 20, 1988, from Officer Karl E. Calhoun, was read. The effective date of resignation is May 30, 1988. Ms. Hinz moved to accept the letter into the record. Mr. Street seconded and the motion carried. The letter dated May 27, 1988 to Paul M. Luke from Chief Frederiksen, inform- ing of his employment as Patrolman 2, effective June 27, 1988, was read. Similar letters were received regarding Frank J . Connelly as Patrolman 2, effective June 6, 1988; James A. Miller to Patrolman 2, effective June 15, 1988; and Steven A. Holt to Patrolman 3, effective June 15, 1988. Mr. Street moved to accept the letters into the record. Ms. Hinz seconded and the motion carried. Copies of the letter from Michael S. Painter, President of the Kent Police Union, were provided earlier to the Commission. The letter requests the Police and Firefighters Unions' input be included in the review of the Civil Service Commission Rules. Ms. Driscoll , who is in charge of the review and drafting of rule revisions, informed the Commission she is organizing the revisions by having someone from outside look at it, with input from various departments, and she anticipates seeking input from the Police and Fire- fighters Unions before coming to the Commission with a draft. Secretary will send a response to the Police Officers Union informing them of the City Attorney's proposal . The next regular meeting will be July 21 , 1988. Jan Fell should be No. 7 and Jeffrey Barsness is in position No. 8 on the list. Ms. Hinz moved to make the corrections. Mr. Street seconded and the motion carried. Meeting adjourned. 309V-IV
