D CIVIL SERVICE COMMISSION MEETING MINUTES APRIL 21 , 1988 The regular meeting was called to order by Chairman T. Richard Ried at 8:00 a.m. In Attendance: Commissioners Michele G. Hinz and Joseph A. Street; City Attorney Driscoll , Assistant City Administrator Webby, Assistant Chief Aldridge and Captain Rees. Also Present: Personnel Analyst Todd and Personnel Specialist Viseth. Mr. Street moved to approve the minutes of March 17, 1988 as submitted. Ms. Hinz seconded and the motion carried. The memo of March 22, 1988 from Captain Byerly requesting the removal of Barry Lewis and Chris Call from the Police Lateral Entry eligibility list was read. The reasons given were Mr. Lewis failed the background investigation and psychological evaluation; Mr. Call , for failing the background investigation. Ms. Hinz moved, Mr. Street seconded, to accept the memo into the record and the motion carried. Secretary informed the Commission that the names have been removed and the candidates notified. Assistant Chief Aldridge' s memo of March 22, 1988, was read. It informed that Firefighter Roger Kacmarcik successfully passed his First Class Firefighter exam and his promotion is effective March 16, 1988. Mr. Street moved, Ms. Hinz seconded, to accept the memo into the record. Motion carried. es. Hinz moved, Mr. Street seconded, to approve the Police Sergeant eligibility list as follows: Jon P. Quackenbush Steve W. Ohlde Allen J . Emerson Lorna K. Rufener Randy D. Bourne Robert H. Burwell Mark E. Damitio Mark E. Gustafson Motion carried. The letter of March 23, 1988 from Chief Frederiksen was read, withdrawing the provisional appointment of Jon P. Quackenbush to Sergeant because of his injury. He also advised of the provisional appointment of Geary Murray to Acting Sergeant, effective April 1 , 1988. Ms. Hinz moved, Mr. Street seconded, to accept the letter into the record and the motion carried. A letter of March 23, 1988 from Firefighter Kent D. Knight was read. He requested permission to take his First Class Firefighter exam early due to his educational credit from L. H. Bates Vocational Institute. A copy of a certificate showing 873 clock hours at Bates was also included. Assistant Chief Aldridge explained that the JATC was to meet yesterday but the meeting will be rescheduled. Ms. Hinz moved to approve firefighter Knight's request pending receipt of JATC approval , Mr. Street seconded and he motion carried. letter of March 30, 1988 from Eliezar A. Montalvo, requesting permission to retest at he next Lateral Entry Police Officer exam was read. Secretary referred to Rule X, Section 11 , whereby a person who fails an exam cannot be re-examined for the same test within six (6) months from the date of such failure. Mr. Montalvo failed the health assessment in January of this year. Captain Rees concurred that the rules should be adhered to. Mr. Street moved to deny the request. Ms. Hinz seconded and the motion carried. Mr. Montalvo will be notified with the reasons given. The memo of April 18, 1988 from Assistant Chief Aldridge notifying of Firefighter Clifford Oleszko's resignation, effective April 6, 1988, was read. Ms. Hinz moved to accept the memo into the record. Mr. Street seconded and the motion carried. In response to Chairman's questions, Assistant Chief Aldridge explained that Mr. Oleszko, on probation, given his performance evaluation, chose to resign. Assistant Chief Aldridge reported there are 37 eligible candidates to take the Fire Lieutenant exam and there are 3 openings in the Lieutenant position. He said the department would like to test in early June. The screening process to reduce the number of candidates going to the Assessment Center will consist of an oral resume, an open book examination and a series of supplemental questions. The top 12 scorers will proceed to the Assessment Center. Chairman asked what is different in format from past tests. Chief Aldridge explained the open book exam will be different from last year, which is to test their ability to find the information with a time limit. The supplemental questions will also be different, which is to test written communication skills, and to be corrected by an English teacher for grammar and the Administrative staff for content. The answers to the supplemental questions of the top 12 only will be graded. Mr. Street asked the City Attorney if the 13th one will be appealing because his hasn't been done before. The City Attorney responded that it is the department's nd Commission's discretion to use this method; it can be appealed but they would have difficulty succeeding in an appeal . Mr. Webby clarified for Mr. Street that the screening process is done all the time, most recently in the Police Sergeant exam where it was reduced from 17 to 8 candidates. Mr. Street moved to approve the Fire Lieutenant exam as presented. Ms. Hinz seconded and the motion carried. City Attorney Driscoll stated for information only, that as soon as Chief Frederiksen returns, she will try to get the two departments, Personnel , and the Law Department together to review all the Commission rules and regulations and also will seek the Commission's input.
