July 16, 1987
The regular meeting was called to order by Chairman T. Richard Ried at
8:00 a.m.
In Attendance: Commissioners Michele G. Hinz and Joseph A. Street, Chief
Frederiksen, Chief Angelo, Assistant Chief Berg, and Battalion
Chief Fronsdahl
Mr. Street moved to approve the minutes of June 18, 1987, as submitted.
Ms. Hinz seconded and the motion carried.
Mr. Street moved to approve the minutes of the special meeting of June 23,
1987, as submitted. Ms. Hinz seconded and the motion carried.
Chief Angelo reported that the recruit, who had been out on disability, has
returned to duty. He graduated from the academy a second time, performing
very well at the academy.
Chief Fredericksen reported that the three new officers have completed the
academy and are performing well .
The letter of July 7, 1986, from Attorney Rick Bathum, informing of
Mr. Jilbert withdrawing his appeal , was read. Ms. Hinz moved, Mr. Street
• seconded, to accept the letter into the records. Motion carried. Chairman
noted for Mr. Street regarding a second appeal , the appeal period is now
passed (Rule XV, Section 4).
Ms. Hinz moved, Mr. Street seconded to approve the Police Officer Lateral
Entry Eligibility List as follows:

The letter of June 23, 1987, from the Disability Retirement Board, informing
of the disability retirement of Robert D. See, effective July 23, 1987, was
read. Mr. Street moved, Ms. Hinz seconded, to accept the letter into the
record and the motion carried.
The memo of June 22, 1987, from Assistant Chief Berg, informing of the
schedule for the Assistant Chief assessment center, was read. The oral resume
will be held on July 2Z and 23, and the assessment center on August 26. The
top six candidates in the oral resume will proceed to the assessment center.
Chief Berg reported that there will be eight candidates participating in the
oral resume, and the date of the assessment center has been changed to
August 18. Mr. Street moved to accept the memo and to approve the change of
date to August 18. Ms. Hinz seconded and the motion carried.
The memo of June 3D, 1987, from Battalion Chief Fronsdahl , informing of the
promotions of R. Kevin Kearns and John Robinson to the position of Lieutenant
effective July 1, 1987, was read. Ms. Hinz moved, Mr. Street seconded, to
accept the memo into the record. Motion carried.
The 1988 Budget which was prepared by the Secretary, was reviewed by the
Commission. Mr. Street made a motion that the Secretary be authorized to
submit the proposed preliminary budget for consideration by the City. his.
Hinz seconded and the motion carried.
The date of the next regular meeting was changed to August 27, 1987, due to
other commitments of two of the Commission members. Chief Angelo stated, if
• the next meeting date is changed to August 27, he will request the date of the
Assistant Chief assessment center be changed to the original date of
August 26, to allow more time for preparation. The request was approved.
Chief Fronsdahl requested approval of a firefighter exam and advertising to
begin in September, using the same testing procedure as in the past. Mr.
Street moved to approve the request from the Fire Department, Ms. Hinz
seconded and the motion carried.
Next meeting date: August 27, 1987, 8 a.m., Council Chambers.
With no further business, meeting adjourned at 8:25 a.m.
