JANUARY 29, 1987
The regular meeting was called to order by Chairman T. Richard Ried at 8 a.m. In
attendance: Commissioners Michele G. Hinz and Joseph A. Street, City Attorney
Driscoll, Chief Angelo, Chief Frederiksen, Battalion Chief Fronsdahl , and Captain
Byerly.
Mr. Street moved to approve the minutes of the December 18, 1986 meeting. Ms.
Hinz seconded and the motion carried.
Chairman welcomed our new City Attorney, Sandra Driscoll , and thanked her for her
attendance.
Chief Angelo reported that he is meeting with the lieutenant candidates later
this morning after the Commission's approval of the certified eligibility list
and he will make appointments.
• Chief Frederiksen reported there are two names, Michael A. Koosman and Sheryl L.
Dale, to be removed from the police officer eligibility list and requested an
executive session at the end of the meeting to give more details. Chairman
recollected that the removal of names can be done by the Secretary, with no
action necessary by the Commission.
In addition, Chief Frederiksen reported preparing for the written examination for
the position of sergeant which is scheduled for February 10, 1987. The exam is
from IPMA and is the first step of the testing process. The top seven candidates
from the written exam will proceed to the assessment center approximately two
weeks after the written test.
Chief Frederiksen also reported that there will also be an exam for the position
of lieutenant within a six month period following the sergeant examination.
Based on Civil Service rules, those not placed on the sergeant eligibility list
will not be eligible to take the lieutenant examination which, he said, is
causing some concern among some members of the department. He said the
department is aware of the concern, they have reviewed the Commission rules and
feel they are operating the testing appropriately and properly according to the
rules.
Chief Frederiksen requested approval of the sergeant and lieutenant
examinations. Mr. Street moved, Ms. Hinz seconded, to give approval to hold the
exams. Motion carried.
Secretary reported the following names have been removed from the police officer
eligibility list: Gregory A. Mills, who withdrew from the oral board. The
following names were removed for failing the oral board: Durward K. Hulbert,
Timothy J. Malkow, and David A. Everson.
Ms. Hinz moved to approve the Fire Lieutenant eligibility list as follows :

Mr. Street seconded and the motion carried.
Secretary reported that the revisions to Rule VII , Section 3, paragraph 4
(deleted) ; Section 4, paragraph 4 (deleted) ; Section 5, paragraph 3
(deleted) ; and Rule VIII, Section 5, paragraph 3 (deleted) ; Section 6,
paragraph 3 (deleted) ; Section 7, paragraph 3 (deleted) ; Section 8,
paragraph 3 (deleted) ; are now effective.
The memo dated December 19, 1986 from Chief Frederiksen and the letter of
December 19, 1986 from Robert W. Renwick, notifying of Mr. Renwick's
resignation effective December 19, 1986 were read. Mr. Street moved, Ms. Hinz
seconded, to accept the memo from Chief Frederiksen and the letter from Mr.
Renwick into the records. Motion carried.
• The memo, dated December 19, 1986, from Chief Angelo informing of the promotion of
�- Larry Webb to the position of Battalion Chief, effective January 1 , 1987, was

• read. Ms. Hinz moved, Mr. Street seconded, to accept the memo into the record and
the motion carried.
The letter of January 5, 1987 from Tom W. Smith, Secretary of the JATC, granting
approval of the JATC for Raymond Shjerven II to take the exam for Firefighter
First Class was read. Also read was a letter from Ray Shjerven requesting
permission to take the test one year early which was documented with a letter
from his previous employer, Pan Am World Services, Inc. , where he was employed as
a firefighter from February 22, 1983 through August 14, 1984. A certificate from
Bates Vocational-Technical School showing completion of 1254 hours was also
submitted. When questioned by Chairman, Chief Angelo stated he concurred with
the JATC approval. Mr. Street moved, Ms. Hinz seconded, to approve the request.
Motion carried.
The letter of January 27, 1987 from William H. Mitchell was read, inquiring as to
the passing grade on the written exam for sergeant. He stated that with only the
top seven candidates going on to the assessment center, and noting the Commission
• rule that prohibits taking of a promotional exam for a position of equal or
higher rank after failing such an exam, it will have an impact on those who are
applying to take both the sergeant and lieutenant tests. He deemed it would be
fairer to administer the lieutenant exam prior to the sergeant exam.
Chief Frederiksen explained that the testing follows the Civil Services rules.
The written test is a screening mechanism in the sergeant exam for the assessment
center and his choice is to have the top seven, including all ties for number
seven, to test in the assessment center. According to Civil Service rules, he
said after the eligibility list has been established from the assessment center,
the seven candidates then are rank ordered on the eligibility list. The rest of
the candidates who have not made the eligibility list are considered to have
failed the examination. At that point, they become ineligible to compete for six
months for sergeant or higher position in the department. His feeling is that if
someone is not qualified for one of the top candidates for sergeant, he should
not be considered for the position of lieutenant or a higher position.
He said he did send out a memo immediately following the Secretary's
• announcement, pointing out exactly what would be required for eligibility to take

• the lieutenant exam. Chairman referring to Mr. Mitchell 's wanting to know the
passing grade, stated that, in effect, taking the top seven will determine the
passing grade. City Attorney Driscoll referred to Rule IX, Section 2, "In all
examinations, the Commission shall be the judge of the needs of the classified
service and shall set the qualifications for passing in advance of the date of
the examination." So, the Commission can accept the recommendations of the Chief
and the top seven scores will set the passing score. In response to Mr. Street's
question, Chief Frederiksen stated he noted in the memo to the candidates, the
candidates do have the option of passing up the sergeant exam and taking the
lieutenant exam instead. Chief also noted that if the lieutenant exam was given
prior to the sergeant exam as suggested in the letter, some type of screening
mechanism for over 22 people would have to be given for the lieutenant exam and
would expand the process significantly. Mr. Street moved to have the City
Attorney draft a letter for the Secretary to refer Mr. Mitchell to the Chief's
memorandum. Ms. Hinz seconded and motion carried.
Because Chairman will be unavailable the week of the third Thursday in February,
• the next meeting was tentatively scheduled for February 26, but Secretary is to
schedule a definite date.* (*February 24)
At 8:30 the meeting went into executive session to discuss personnel matters.
Meeting reconvened at 8:50 a.m. Mr. Street moved to adjourn, Ms. Hinz seconded,
and meeting adjourned at 8:51 a.m.
