October 22, 1986
The regular meeting of the Civil Service Commission was called to order by
Chairman T. Richard Ried. In attendance: Commissioners Michele G. Hinz and
Joseph A. Street, Assistant City Administrator Webby, Chief Frederiksen, and
Battalion Chief Bond. Acting City Attorney Williamson appeared during
executive session.
Mr. Street moved to approve the minutes of the September 18, 1986 meeting as
submitted. Ms. Hinz seconded. Motion carried.
Mr. Webby reported that the process to fill the City Attorney.'s position has
begun and a number of applications have been received. He said there was a
very good group of candidates. It is anticipated that the selection will be
made by the middle of November and the position filled by the end of the
year.
Secretary reported the firefighter physical-agility exam will be held this
Thursday and Friday, October 23 and 24. Battalion Chief Bond requested
permission to take all of the candidates who pass the physical-agility exam
through the assessment lab. He explained that in taking only 50 candidates,
there was a possibility of losing some good candidates. To Ms. Hinz'
question, Chief Bond responded there will be about 20 to 30 more people to go
to the assessment lab which will require an additional day or two to complete
the assessment lab. Ms. Hinz moved to approve the request from the Fire
Department for all of the applicants who pass the physical -agility exam to
proceed to the assessment lab. Mr. Street seconded. Motion carried.
Secretary reported the Police Officer written exam will be conducted on
Saturday, November 8. An eligibility list will be established from those who
passed the written exam and the top 30 will be scheduled for a physical
fitness evaluation, which is scheduled for December 13. In response to
Chairman's questions, Secretary confirmed that the physical fitness is
pass/fail .
Copies of the letter of October 16, 1986 from Chief Angelo to David T. Hokit
of Curran, Kleweno and Johnson, regarding Troy Nutter, were sent to the
Commission members prior to the meeting. Mr. Street moved to acknowledge
receipt of copies of the letter from David T. Hokit. Ms. Hinz seconded.
Motion carried.
A letter from Steve Rettke, firefighter applicant, protesting the written
exam, was read. Also read, was the response from the Secretary, letter dated
October 15, 1986. Mr. Street moved, Ms. Hinz seconded, to accept the
correspondence into the record. Motion carried.

Copies of the letter dated September 17, 1986 from Chief Frederiksen to
Officer Curry were sent previously to the Commission members. . Ms. Hinz moved
to accept the letter into the record. Mr. Street seconded. Motion carried.
Letter dated September 26, 1986 to Eric Pedersen, from Assistant Chief Berg,
informing him of his employment as a probationary firefighter, effective
October 16, 1986, was read. Mr. Street moved to accept the letter into the
record. Ms. Hinz seconded. Motion carried.
Battalion Chief Bond requested approval of an examination for the position of
Battalion Chief in December if the November bond levy passes. He noted there
were 16 eligible candidates for the position. Mr. Street moved to approve the
examination process for Battalion Chief contingent upon the passage of the
November levy. Ms. Hinz seconded. Motion carried.
Mr. Webby noted Ms. Hinz include motion regarding firefighters moving through
the physical-agility, which should include the assessment lab, and oral
board. Ms. Hinz moved to amend the previous motion to include the entire
process. Mr. Street seconded. The motion carried.
• The next meeting is scheduled for 8 a.m. Thursday, November 20, 1986 in the
Council Chambers.
At 8:18 a.m. the meeting adjourned into executive session requested by Chief
Frederiksen regarding disciplinary action. Executive session adjourned at
8:40 a.m.
