HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 08/15/1985 (3) CIVIL SERVICE COMMISSION MEETING MINUTES August 15, 1985 The regular meeting of the Commission was called to order at 8:00 a.m. by Chairman T. Richard Ried. Also present: Commissioner Joseph A. Street, City Attorney DiJulio, Assistant City Administrator Webby, and Battalion Chief Bond. Commissioner Michele G. Hines arrived during the meeting. Mr. Street moved, Mr. Ried seconded, to approve the minutes of the July 18, 1985 meeting as submitted. Motion carried. Mr. DiJulio requested an executive session to discuss briefly, the Nirk matter, either at the present time or after the meeting. Chairman recommended that it be held at the conclusion of the meeting. On the Towne matter, Mr. DiJulio explained he is preparing the financial information at the request of the Union counsel to assist in the settlement negotiations. Mr. Webby reported that budget reviews are in process and the Commission's budget is also scheduled to be reviewed. Battalion Chief Bond reported that Chief Angelo is in Group Health Hospital recovering from surgery. Mr. Webby also reported that the Civil Service workshop, which our City Attorney will preside over, has been rescheduled for October 4, 1985 and the location will be in the Seattle area, definite location yet to be determined. Secretary reported the entry level Law Enforcement exam has been scheduled for September 7, 1985 and the "dummy" has been ordered and should be available for use at the test. The memorandum of August 1 , 1985 from Acting Chief Byerly, informing of the temporary appointment of Kenneth LaBelle to Acting Operations Commander (Captain), effective August 1 , 1985 was read. Mr. Street moved and Ms. Hines seconded, to accept the memo into the record. Motion carried. The memo of August 1 , 1985 from Acting Chief Byerly informing of the temporary appointment of Knute Hammer to the position of Lieutenant in charge of Investigations and Special Operations, effective August 1 , 1985 was read. Mr. Street moved to accept the memo into the record. Ms. Hines seconded. Motion carried. Chief Angelo's memo of July 30th, informing of the resignation of Andrew Speier, effective August 7, 1985 was read. The attached pieces of correspondence were a memo, dated July 29, 1985 to Chief Angelo from Andrew Speier, response of July 29, 1985 to Andrew Speier from Battalion Chief Bond, and the letter of July 30, 1985 to Andrew Speier from Chief Angelo. Mr. Speier's request to leave the option open to be reinstated if he should return within two years, per Rule XVI , Section 4, was noted. Mr. DiJulio clarified for the Commission that under the rules today, he would be allowed to be reinstated without seniority in the position from which he resigned. Mr. Street moved, Ms. Hines seconded to accept the correspondence into the record. Motion carried. The letter of July 31 , 1985 to Patrick R. Pawlak from Chief Angelo, informing him of his appointment to the position of Probationary Firefighter, effective August 9, 1985 was read. Also read was the memo of July 31 , 1985 to the Commission from Chief Angelo informing of the appointment of Mr. Pawlak to that position. Ms. Hines moved, Mr. Street seconded, to accept the correspondence into the record. Motion carried. Chairman Ried read the invitation to the Kent Fire Department's 20th Anniversary celebration on September 7, 1985 at 1500-1900 hours at St. Anthony's Parish Hall in Kent. The next regular meeting was scheduled for Thursday, September 19, 1985, 8:00 a.m. in the Council Chambers. At this time the meeting adjourned to Executive Session. 7R pectfully Submitted, 17- Amy E.
