April 18, 1985
The regular meeting was called to order by Chairman T. Richard Ried at
8:00 a.m. Also in attendance: Commissioners Michele G. Hinz and Joseph A.
Street, City Attorney DiJulio, Assistant City Administrator Webby, Chief
Skewes, Captain Byerly and Battalion Chief Bond. Officer Kelch and Ms. Kathy
Seeley of the police department were also present.
Commissioner Street moved to approve the minutes of the meeting of March 21
and the special meeting of March 26, 1985 as submitted. Commissioner Hinz
seconded. Motion carried.
Captain Byerly reported the following names to be removed from the Law
Enforcement Officer Eligibility list of March 21 , 1985 for the reasons given:
Joseph H. Campeau, failed oral board; Terrence J. Smith, failed oral board;
David A. Hess, failed oral board; Philip D. Kulage, withdrew from polygraph;
Robert Venters, failed oral board; Kelly R. Grimm, failed oral board; Sally J.
Knight, failed oral board; Mark D. Lucke, failed oral board; Patricia A. Reed,
withdrew from oral board; Michael P. Cummings, failed oral board; David D.
Lindsay, failed background; Kenneth B. Stickney, failed background; Eugene M.
Wright, failed background; Daniel J. Morgan, failed oral board; John 0.
Fladgard, failed oral board; Gerald A. Hermes, failed oral board; James G.
O'Neill , failed oral board; Alice M. Avenson, failed oral board; Mark
Ridgeway, no show for oral board; George E. Miller, failed oral board; John
Laverty, failed oral board; and Peter T. Knight, withdrew from oral board.
Mr. Street moved, and Ms. Hinz seconded, to accept the report by Captain
Byerly into the records. It was determined that by following the procedures
covered under Rule VI, Section 10, as clarified previously by the city
attorney, no further action by the Commission is necessary.
Mr. Webby recommended, since the Commission has already started with the
police chief's job description, that it continue with the job descriptions of
the remaining positions of the police department. When asked by Chairman for
comments on the job description for the police department, Ms. Hinz referred
to the job description for police officer page 1 , paragraph 6, "Examples of
duties; receives verbal or physical abuse by some citizens, which the officer
tactfully diffuses, if possible." She suggested changing the wording. The
Chairman agreed. Mr. Webby responded that the wording will be modified. Mr.
Street moved, and Ms. Hinz seconded to approve the job descriptions for the
police department. Motion carried.
Job descriptions for the fire department will be discussed at the next regular
meeting.
Copies of amendments to Rule VII and Rule X, Section 11 , were distributed.
Secretary reported that search is continuing for a "rugged Ron." She said she
received information from a Seattle firm which sells a thirteen pound model
which has to be inflated with sand or other material to conform to a required
weight. Mr. Webby offered to contact Products Information Network publication
of IPMA and request information from them.
The memo of March 26, 1985 from Battalion Chief Bond informing of the
promotions to First Class Firefighter of Mike Richardson and Kip Ware, both
effective April 1 , 1985 was read. Mr. Street moved, and Ms. Hinz seconded, to
approve the promotions. Motion carried.
Chief Angelo's letter of April 4, 1985 to Mitchell Snyder, informing him of
his selection as a probationary firefighter, effective April 22, 1985, was
read. Mr. Street moved, Ms. Hinz seconded, to accept the letter into the
records. Motion carried.
The letter dated April 10, 1985 from Chief Angelo to the secretary was read.
Chief Angelo extended an invitation to the graduation ceremonies for the new
recruits on April 26, 1985 at 7:30 p.m. at Kentwood High School auditorium.
Ms. Hinz moved, Mr. Street seconded, to accept the letter into the record.
The next meeting is scheduled for Thursday, May 16, 1985, 8:00 a.m. in the
Council Chambers.
Mr. Webby commented that there is a labor conference for May 15 and 16 in
Yakima and it is possible that representatives from both departments may
attend. Chairman replied that, if necessary, discussion of job descriptions
for the fire department could be tabled until the following meeting.
Mr. Street moved to adjourn the meeting. Ms. Hinz seconded. Meeting
adjourned at 8:35 a.m.
