HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 11/15/1984 CIVIL SERVICE COMMISSION MEETING MINUTES NOVEMBER 15, 1984 The regular meeting was called to order at 8 a.m. by Chairman, T. Richard Ried. In attendance: Commissioners Ried, Hinz, and Street; City Attorney DiJulio, Assistant City Administrator Webby, Chief Angelo, and Lieutenant LaBelle. Commissioner Street moved to accept the October 25, 1984 minutes and noted that the corrected September 20, 1984 minutes were received. Miss Hinz seconded. Motion carried. City Attorney DiJulio distributed copies of the Arbitration decision concerning Firefighter Cleary to the commissioners for review. Mr. DiJulio pointed out that the arbitrator upheld the City's dismissal of Mr. Cleary. Mr. DiJulio then discussed the continuing problems of election of remedies from disciplinary proceedings. Mike Webby reported on the status of the budget process. The Commission's budget has been reviewed with the Finance/Personnel Committee, and at this time budget adoption is scheduled for the first week in December. Mr. Webby reported that the Personnel Department is currently working with the Fire Department in scheduling the firefighter exam for the first week of December. Currently, the applications are being reviewed for acceptance/ rejection. Upon completion of this process, letters will be sent to those applicants who will be tested advising them of the acceptance and the date and time of the test. Lt. LaBelle read to the Commission a letter from Chief Skewes dated 11/2/84 responding to Police Clerk Ann Newcome's request for a four month medical leave of absence without pay. Lt. LaBelle also submitted three letters from Chief Skewes dated 11/14/84 to the Commission regarding the appointment of the new probationary police officers, Straus, Curry, and Gagner, effective November 13, 1984. Mr. Street moved to accept the letters from Chief Skewes regarding the appointment of the probationary police officers to the record. Miss Hinz seconded. Motion carried. Commissioner Ried then read aloud the letter from Ann Newcome to Chief Skewes requesting a medical leave of absence. Lt. LaBelle advised that Anne Newcome is the only remaining police clerk covered under Civil Service rules. Mr. Street moved to accept the letter from Chief Skewes regarding Anne Newcome's leave of absence. Miss Hinz seconded. Motion carried. A letter from Dr. Shaw addressed to Commissioner Ried regarding his meeting with Christopher Sproat was distributed to the Commission. Mr. DiJulio explained that he had been in contact with Dr. Shaw and Mark Brennan, counsel for Mr. Sproat. As indicated in the letter, Dr. Shaw felt that Mr. Sproat was satisfied after meeting with him and had indicated he intended to drop his appeal . However, Mr. DiJulio was advised by Attorney Brennan that Mr. Sproat would be challenging the Commission's decision. This matter has been scheduled for hearing at the next scheduled Commission meeting on December 20, 1984 at 8:00 a.m. With no further business, Mr. Street moved to adjourn the meeting.
