September 20 , 1984
• The regular meeting was called to order at 8 : 00 a.m. by Chairman
T. Richard Ried . In attendance : Commissioners Ried , Hinz and
Street ; City Attorney DiJulio , Assistant to the Administrator
Webby , Chief Angelo , Chief Skewes , Captains Byerly and Rees , and
Battalion Chief Bond.. Also present : Firefighter ; applicant ,
Christopher Sproat .
Commissioner Hinz moved , Commissioner Street seconded , to approve
the minutes of the August 16 , 1984 meeting as submitted . Motion
carried .
Mr . Webby reported that the Commission ' s request for considera-
tion of salary has been addressed and will be made a part of the
1985 budget .
Chief Angelo reported that the three firefighters presently
attending the academy will be in the graduation ceremony next
Friday , September 28th, at the new academy in Issaquah. The
Chief said he would give further information concerning the
graduation.
Captain Byerly gave an update of the entry level police officer
eligibility list and requested an executive session ' to discuss
the reasons for request of removal of names from the list .
At this time the meeting went into executive session.
When the meeting reconvened , Mr . Street - moved , based on the
recommendations of the Police Department , the following names
• be removed from the law enforcement officer eligibility list :
Craig K . Sheasley , pending receipt of letter of withdrawal. from
list ; Grant H. Flory , failing LEOFF vision requirements ; Donald
R . Redfield , withdrawal for failing vision requirements ; Don L.
Ellis , failing polygraph ; and Loren D. Kutz , failing polygraph.
Ms . Hinz seconded . Motion carried .
Chairman Ried reminded those present of the Civil . Service con-
ference tomorrow at the Sea-Tac Marriott Hotel .
The memo , dated August 16; 1984 , from Chief Angelo to Lt . Steven
Svenvold and Firefighters Terry McCartin and Bob Pessemier , and
all members of the department , was read . Chief Angelo congratu-
lated the men for their defrib re-certification. The accompany-
ing letter from the Dept . of Health , Gting the three men for
re-certification , was also read . Chief Angelo noted for the
Commission that this is a totally voluntary program and that
the Kent Fire Department has the highest success rate in the
county with the procedure . Mr . Street moved , Ms . Hinz seconded ,
to accept the memos into the record . Motion carried .
Copies of the letter of August 29 , 1984 from Christopher Sproat
and the secretary ' s response of August 30, 1984 were previously
sent to each of the Commission members . The memo of September 20 ,
1984 to the Commission from the secretary was read , giving her
recommendations . Ms . Hinz moved , Mr . Street seconded , to accept
Mr . Sproat ' s letter , the secretary ' s letter to Mr . Sproat , and
• the memo from the secretary . Motion carried .

At this time Mr . Sproat was given an opportunity to speak . Mr.
Sproat was sworn in by City Attorney DiJulio . Mr . Sproat related
his experience with the psychological examination for firefighter
and his desire to learn the reason for his disqualification .
The Chairman explained to Mr . Sproat that his testimony would be
taken under advisement and the Commission will request Dr . Shaw ' s
presence at the next meeting to interpret his findings and then
the Commission will make a decision . Mr . Sproat submitted his
letters of recommendation to be included in his records . Mr .
Street said he - strongly recommends - that Mr . Sproat see Dr . Shaw.
Mr . Street moved that Dr . Shaw be--informed that the Commission
has directed Mr . Sproat to meet with Dr . Shaw before the next
meeting . Ms . Hinz seconded . Motion carried .
Due to the probable absence of two Commissioners on the third
Thursday of October , Mr . Street moved , Ms . Hinz seconded , that
the next meeting be rescheduled for Thursday , October 25 , 1984 ,
at 8 : 00 a .m. in the Council Chambers . Motion carried .
With no further business , Mr . Street moved , Ms . Hinz seconded ,
to adjourn the meeting . Motion carried .
Meeting adjourned at 8 : 35 a .m.

City Attorney DiJulio explained to the Commission that it would be proper
for the Secretary-Chief Examiner to remove names from the entrance level
eligibility roster upon receipt of recommendations from the applicable
Department without approval of the Commission.
Mr. Ried moved that it shall be the policy of the Commission that the
Secretary-Chief Examiner will remove names from the entrance level
eligibility roster upon written request and reasons therefore from the
applicable Department. The Secretary-Chief Examiner can then present
a revised eligibility list to the Department concerned without waiting
for the next Civil Service Commission meeting. The Commission then,
• would become involved in the event an applicant filed a timely and
proper appeal with the Commission relative to the removal of the name
from the list.
Based on current Civil Service Commission rules and regulations, no
rule change is necessary to effect this policy which will become
effective immediately. The motion was seconded. Motion carried.
