April 27, 1984
The regular meeting of the Commission was called to order at 8:00 a.m. by
• Chairman T. Richard Ried. Also in attendance were: Commissioners Donald
Whitener and Joseph Street, Chief Angelo, Chief Skewes, Battalion Chief Bond
and Captain Byerly. Also present: Peggy Powell, Personnel Analyst.
Mr. Street moved, Mr. Whitener seconded, to approve the minutes of the
special meetings on March 22 and 27, 1984 as submitted. Motion carried.
In regard to Officer Fletcher's suspension issue, Chief Skewes reported that
the two attorneys are working on an agreement where Officer Fletcher will
participate in a physical fitness program. He added that the:wording of the
contract hasn't been finalized yet, so the suspension is in abeyance at this
time. Mr. Street asked if there is consideration that the Commission does not
have the right to enforce that regulation concerning the physical condition of
the officers. Chief Skewes responded that the in-service test cannot be more
demanding than the entry level test. He also noted that in conversations be-
tween the City Attorney and Dr. Wolhck who originated this test, it was felt
that the times we have arrived at are extremely liberal compared to other
agencies in the country. In response -to chairman's question;: Chief-Skewes
assured there are other police agencies that have mandatory physical fitness
levels for police officers.
Commissioner Street moved that the withdrawal of the Cleary matter is depen-
dent upon the receipt of a letter from Cleary 's attorney acknowledging our
action. Commissioner Whitener seconded. Motion carried.
Distributions of revisions to Rule VII, Section 6, and Rule VIII, Section 91
were made.
• Secretary noted for the record that disability retirement of Sidney C. Mickelson
was effective January 8, 1984 and Michael Somverville's retirement 'effective
August 31, 1983. Mr. Street moved that the retirements of Mickelson and
Somerville be so noted. Mr. Whitener seconded. Motion carried.
Chief Skewes' letter of March 14, 1984 to Kathy Kullberg notifying her of
her certification as a probationary law enforcement officer, effective March 15,
1984, was read. Mr. Street moved, Mr. Whitener seconded, to accept the
letter into the record. Motion carried. Chief Skewes mentioned that the
physical agility test at the academy is the same as we use and Ms. Kullberg
placed in the top 97% of her physical agility class and also Ms. Paganucci
was No. 1 in her physical agility test.
Chairman noted that there has been no correspondence regarding Firefighter
Pessemier's request. Battalion Chief Bond advised that the JATC committee
is to meet with the Commission as to what courses might be acceptable and
he will follow up on the matter.
Ms. Powell advised that Personnel will conduct an assessment center for police
sergeant on May 1 and consensus scoring on May 2 and 3. She also added
that there will be an orientation for the candidates on April 30th at 10:00 a.m.
in the Council Chambers and invited the Commission to sit in the proceedings.
Officer Michael S. Painter's letter of March 18, 1984, notifying of his with-
drawal from the sergeant's exam was read. Mr. Street moved, Mr. Whitener
seconded, to accept Officer Painter's letter into the record. Motion carried.
The memo, dated March 20, 1984, from Battalion Chief Bond informing of the
• promotion of John Aldridge and Gary Tilley to the rank of Battalion Chief,
effective March 16, 1984, was read. Mr. Street moved, Mr. Whitener seconded,
to accept the memo into the record. Motion carried.

A copy of a letter dated March 23, 1984 from Commissioner Don Whitener to
Mayor Hogan was read. He informed her of the expiration of his term as
• commissioner on April 1, 1984 and of his final meeting at a special meeting
on March 27, 1984. He also expressed his appreciation for the opportunity
to serve . Mr. Street moved the letter be accepted with regret. Mr. Whitener
seconded. Motion carried. Chairman Ried expressed his appreciation to Mr.
Whitener for his service.
Mr. Street moved, Mr. Whitener seconded, to accept the following letters
regarding Officer E. Quitiquit: from John F. Burns, M.D. of Seattle Ortho-
paedic & Fracture Clinic, dated March 26, 1984; from Officer Quitiquit, dated
March 26, 1984; and from Chief Skewes, dated April 2, 1984. Motion carried.
The letters are regarding Mr. Quitiquit's continuing medical problem and his
inability to continue his career as a police officer.
The memo of April 3, 1984 from Battalion Chief Bond, informing of the pro-
motion of Ken Weatherill and John Klopfenstein to the rank of Lieutenant
effective April 1, 1984, was read. Mr. Street moved, Mr. Whitener seconded,
to accept the letter into the record. Motion carried.
Copies of the following memos were provided the Commission members prior to
this meeting: the memo of April 4, 1984 from Chief Skewes to Officer Fletcher,
the memo of April 8, 1984 from Officer D.R. winters to Chief Skewes, the
memo of April 12, 1984 from Officer L. Rufener to Chief Skewes, and the
memo from Chief Skewes to Officer Fletcher, dated April 13, 1984. Mr. Street
moved, Mr. Whitener seconded, that the memos concerning Officer Fletcher
be made a part of the record. Motion carried. Chairman noted that Chief
Skewes had brought the Commission up to date on the status of this matter.
• Secretary reported that the law enforcement officer entrance level exam is
scheduled for Saturday, May 12, 1984, with the physical agility exam in the
morning and written exam in the afternoon at Kent Junior High School.
Copies were received of a notice that the Washington State Legislature amended
the veterans preference law to include veterans who have recently received
expeditionary medals to cover veterans who served recently in Beirut and
Grenada to claim veterans preference in exams. Mr. Street moved, Mr. Whitener
seconded, to have the City Attorney review the Commission rules concerning
veterans preference and the veterans instruction sheet and bring any changes
in the regulations and instruction sheet to the next meeting. Motion carried.
The next regular. meeting is scheduled for Thursday, May 17, 1984, at 8:00 a.m.
in the Council Chambers.
With no further business, Mr. Street moved, Mr. Whitener seconded, to adjourn
the meeting . Meeting adjourned at 8:35 a.m.
