Richard Ried Chairman Donald Whitener Jo ept� Street • KENT CIVIL SERVICE COMMISSION MEETING MINUTES January 19, 1984 The regular meeting of the Commission was called to order by Chairman T. Richard Ried. Also in attendance were Commissioners Joseph Street and Donald Whitener, City Attorney DiJulio, Chief Angelo, Chief Skewes, Assis- tant Fire Chief Labore and Police Captains Byerly and Rees. Mr. Street. moved, Mr. Whitener seconded, to approve the minutes of December 15, 1983 as submitted. Motion carried. Assistant Chief LaBore requested certification of the Firefighter eligibility list. He also read off the names of the following firefighters who are qualified for Firefighter 3rd Class exam: Carroll, Keizer, Ohern, Kearns, Kennedy, Martin, Willets, Lince and Moore; 2nd Class exam: Houser, Stoumbaugh, Kruml , Mike Smith, Richardson, Thompson, Ware, Renner, Ewell and Stargel; and 1st Class: Robinson. The examinations are scheduled for January 31 and February 1. Mr. Street, moved to approve the probationary firefighter eligibi- lity list of January 19, 1984. Mr. Whitener seconded. Motion carried. Mr. Street moved to approve the examinations for 3rd Class, 2nd Class and 1st Class as requested by the department. Mr.. Whitener seconded. Motion carried. Chief Labore also advised the Commission of the types of tests and dates for the Lieutenant's exam which is scheduled for February 29 and March 1 and the Battalion Chief's exam which is set for February 21 and 22. ' Chief Angelo requested an executive session at the conclusion of the meeting. Captain Rees informed the Commission of the announcement for the sergeant examination which is tentatively scheduled for the week of March 1st. He also requested updating the Law Enforcement Officer eligibility list of December 15, 1983 by removing the following names: Ian T. Carlisle, failed oral board • Jo H. Gillette, failed oral board Keith A. Fontaine, failed psychological Martin A. Kapsh, failed psychological Guy A. Miyamoto, failed background Dennis R. Wheeler, failed oral board Rodney Chinnick, failed oral board William Shepard, failed oral board Roxanne B. Harding, no show for oral board John 0. Fladgard, failed oral board Garth B. Before approving the removing of the candidates on the preceding list, Mr. Street recommended taking action on the letter of December 29, 1983 from one of the candidates on the list, Joel L. Lippie. The recommendation from the secretary relating to Mr. Lippie's no-show for the oral board was read. Mr. Street moved, Mr. Whitener seconded, to accept Mr. Lippie's letter into the record. Motion carried. Mr. Street moved to accept the oral board's decision and the secretary's recommendation on Mr. Lippie's status. Mr. Whitener seconded. Motion carried. Mr. Street moved, Mr.Whitener seconded, to remove the foregoing names as listed from the Law Enforcement Officer's eligibility list for the reasons given. Motion carried. Chief Skewes reported that the State Disability Board sent the local board's approval of Gerald Lutz's retirement back and denied his retirement. The local board has done some additional documentation and is submitting it to the state board. Chief Skewes said he will keep the Commission advised. Copies of revisions of Rule VIII, Section 6, and Rule IX, Section 6, were distributed. The letter of resignation, dated October 22, 1983, from Matthew A. Haney advising of his resignation effective December 9, 1983 was read. Mr. Whitener moved, Mr. Street seconded, to accept the letter into the record. Motion carried. Officer Steven B. Koransky's letter of December 27, 1983 informing of his • resignation effective January 31, 1984 was read. Mr. Whitener moved, Mr. Street seconded, to accept Officer Koransky's letter into the record. Motion carried. Chief Skewes' letter of January 9, 1984 to Officer Quitiquit granting leave of absence without pay for a period of two months following the expiration of his accumulated sick leave, compensatory time and vacation time. Mr. Street moved, Mr. Whitener seconded, to accept the letter into the record. Motion carried. Chief Skewes' memo of January 18, 1984 submitting the name of Charles E. Miller for Provisional Sergeant was read. Mr. Street moved, Mr. Whitener seconded, to accept the memo into the record. Motion carried. The next regular meeting is scheduled for Thursday, February 16, 1984 at 8:00 a.m. in the Council Chambers. Mr. Street moved, Mr. whitener seconded, to adjourn the meeting. Motion carried.
