November 18, 1982
• The regular meeting of the Commission was called to order by Chairman T.
Richard Ried. In attendance were: Commissioner Joseph A. Street; Chief
Angelo, Chief Skewes, Captain Rees and Firefighter Weatherill . Also present:
City Attorney Stephen DiJulio.
It was moved by Mr. Street , seconded by Mr. Ried to approve the minutes of
the October 20, 1982 meeting as submitted. Motion carried.
Secretary reported that Mr. Webby had indicated that the City Council has
reviewed the Commission budget for 1983.
City Attorney DiJulio reported that the current litigations involving the
Commission are the two police officer cases that Assistant City Attorney
Heavey is handling and the Nirk case which is being heard in Superior Court
on Monday, the issue of which is to enter an order remanding the matter
back to the Civil Service Commission for hearing consistent with the decision
of the Court of Appeals. He said he is confident that the Court will agree
with our position and he will keep the secretary informed.
Referring to the minutes of the last meeting, the Chairman requested a
clarification of the pre-employment agreement issue regarding the Fire De-
partment,whether the Commission has the authority to approve the agreement
or not. Mr. DiJulio responded that he will discuss the matter with both
Chiefs and report back to the Commission.
Chief Angelo reported that there will be 582 candidates eligible to take
• the written examination for Firefighter on November 23 at Kentridge High
School . He also reported that they are working on validating the physical
agility examination, part of which will now take place indoors. Chief
Angelo also stated that one retired firefighter on disability will probably
be coming back to work in January. The Chairman commented to the Chief that
considering the economic situation in the community and elsewhere and the
fact that there are so many applicants, now would be the time to consider
the pre-employment agreement to be sure that we get candidates that really
want firefighter as an occupation and not just as a stop-gap. Chief Angelo
agreed with the Chairman.
The matter of the examination fee was tabled until the December meeting when
a full Commission is expected.
It was moved by Mr. Street , seconded by Mr. Ried to approve Firefighter
Weatherill ' s request to take the Firefighter 1st Class examination in Decem-
ber. Motion carried. The approval of the JATC , signed by Assistant Chief
Berg on November 3, 1982, was noted in the record.
Mr. Street moved, Mr. Ried seconded to accept the veteran 's application
form as prepared by the City Attorney. Motion carried.
The next meeting date is scheduled for Monday , December 20, 1982, at 8:00 a.m.
at Fire Station headquarters.

With no further business , Mr. Street moved , Mr. Ried seconded, to adjourn
• the meeting. Motion carried. Meeting adjourned at 8:30 a.m.
