July 14, 1982
The regular monthly meeting was called to order by Chairman T. Richard Ried at 8:00 a.m.
In attendance were: Commissioner Joe Street and Administrative Assistant Mike Webby;
Chief Angelo, Assistant Chief LaBore and Firefighter/mechanic Woodin from the Fire De-
partment; Chief Skewes, Captain Rees and Lieutenant Everett from the Police Department.
The minutes of the June 24, 1982 meeting were approved as submitted.
Assistant Chief LaBore reported two new employees, Robert J. Schneider and Patrick W.
Dale, will be coming in with their wives today for interviews with Chief Angelo and will re-
port for work on Friday, July 16, and to the Port of Seattle Fire Department for the Washing-
ton State Fire Service Training Academy on July 26th for a 6-week training program. In
response to the Chairman's question if the training is always held at the Port of Seattle,
Chief LaBore responded that until the state academy is built at North Bend, various depart-
ments have hosted the academy.
Chief Skewes reported that Robert R. Bradley will be graduating from the police academy
on July 22 and he invited the Commission to the graduation. Captain Rees reported that
Paul A. Peter has accepted a position with the department to commence work on July 19
and that he had signed a pre-employment agreement. Captain Rees also reported that an
oral board will be held for entrance level officers on July 26th.
Because there was no response from Kenneth M. Board to the Commission's letter of
June 28, 1982 regarding the removal of his name from the eligibility list, it was moved
and seconded to remove his name from the Law Enforcement Officer Eligibility List.
Motion carried.
Chairman Ried brought up the letter from M.A. Haney of Local 1088 of'the United Steel-
workers of American and it was determined that Attorney Heavey had clarified and answered
the questions on the Rule XIII revisions at the last meeting.
Assistant Chief LaBore requested extension of the Fire Lieutenant Eligibility List for six
months. In response to Commissioner Street's question as to the reason for the extension,
Chief LaBore explained that the department is proposing three more lieutenants at this
station for next year and there are sufficient qualified men on the list. Otherwise a new
examination would have to be given. It was moved and seconded to extend the Fire Lieuten-
ant Eligibility List for six months. Motion carried.
The printed revisions of Rule VID, Section 4, and Rule XIII, Section 2, were distributed.
At Chief Skewes' request, the meeting went into executive session to discuss a candidate
on the eligibility list.
When the meeting reconvened, based on the background information, it was moved and
seconded to remove David R . Erickson from the Law Enforcement Officer Eligibility List
for failure to pass the background investigation. Motion carried.
Review of the proposed 1983 budget was held at this time. One of the major categories
discussed was the Professional Services & Consultations and it was agreed to budget an
additional $1 ,000 for medical specialists. Commissioner Street also advised a budget
increase for Training, Education & Conference to cover for subsistence, travel and
training costs for the secretary and Commission. Mr. Webby suggested developing a
new section of Training and put the subsistence, travel and training costs associated with
the Training in a separate category. Secretary noted that the Captial Outlay category for
the Commission will be increased due to the transfer of the Commission office to City Hall.

It was also recommended to include a tape recorder in the budget for recording the meetings
as advised by the City Attorney. Mr. Webby offered his assistance with the budget process.
After various adjustments were made in various categories, it was moved and seconded the
1983 budget be forwarded to the City for consideration. Motion carried.
The next meeting will be held on August 19 and September meeting on September 9, 1982.
