HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 04/15/1982 KENT CIVIL SERVICE COMMISSION MEETING MINUTES April 15, 1982 The regular monthly meeting was called to order by Chairman T. Richard Bled at 8:05 a.m. • Present were: Commissioner Donald Whitener, Chief Angelo, Chief Skewes, Assistant Fire Chief LaBore and Firefighter/Mechanic Woodin. Mr. Paul Peter, police applicant made an appearance later during the meeting. Chairman Ried read a prepared statement as follows: "As long as I am continuing as Chairman for the time being, the Chair wishes to make an announcement. In the past when a controversial issue has come up for discussion and action, 90% of the time the Chair has called for the Commission's action and made a statement as to the type of motion he would entertain. This, in effect, became the text of the motion. This will no longer occur. That type of action states the Chair's position prior to any discussion and vote. When the Chair calls for the Commission's wishes or action, the Chair expects those actions to come from the Commission members. If a motion is called for, that motion will be made by a Commission member,. I do not expect an action to die before the Commission for lack of comments, action or a motion by the Commission members." It was moved and seconded to accept Chairman Ried's statement as presented. Motion carried. In regard to the March 18, i982 minutes, Secretary noted tiiat Kenneth M. Board should not have been removed from the Law Enforcement Officer Eligibility List; however, he is reported to have accepted employment with King County. It was moved and seconded to accept the minutes of March 18, 1982 as corrected. Motion carried. Chief Angelo read the letter of April 9, 1982 signed by Chief Angelo, Assistant Chief Berg and Battalion Chief Larcom to Mr. and Mrs. Masaru Kato expressing the Kent Fire De- partment's appreciation to the Katos for their consideration and help during the McNutt Family's fire on April 6th. It was moved and seconded to accept the letter into the record. Motion carried. Mrs. Kato expressed her appreciation to Chief Angelo. Chief Skewes reported that Robert K. Kaufman, James E. Goods and Robert R. Bradley have accepted employment with the Police Department and letters of the appointments will follow. It was moved and seconded to accept Acting City Attorney Heavey's memo of April 2, 1982 into the record. Motion carried. The memo is in reference to Rule XIII, Section 4, with her opinion and recommendations. When asked for his recommendation, Chief Skewes responded that we will be using the Civil Service Rules and Regulations more as the de- partments grow and that we should anticipate the problems before they come to the Com- mission, so anything we can do to change,add or amend to accomplish it was his reply. Mr. Whitener, with the Chairman's approval, suggested Chief Skewes and Secretary meeti with Attorney Heavey to draft an amendment to the Rules and Regulations and present it at the next regular meeting. Sergeant LaBelle's letter of February 16, 1982 was next on the agenda. When asked for his opinion, Chief Skewes replied that the subject of the lieutenant's qualifications have already been discussed over and over. Chairman Ried said he hesitates to take action without Sergeant LaBelle present, to which Commissioner Whitener agreed. Any further action was tabled and Secretary was instructed to call Sergeant LaBelle. The letter of April 7, 1982 from John C. Carlson of Graham & Cohen, representing Robert J. Schneider, was read. It was moved and seconded to accept the letter into the record. Motion carried. The date of Friday, May 14, 1982 at 2:00 p.m. for the formal hearing was agreeable to those present. Secretary will inform Dr. Senaly of the date. The preliminary meeting with Attorney Heavey will be 8:00 a.m. , Thursday, April 29th at Fire Station Headquarters. Kent Civil Service Commission Meeting Minutes - Page 2 April 15, 1982 The pre-employment agreement submitted by the Police Department was introduced to the Commission. Chief Angelo stated that the Fire Department costs will vary as it is set up on a different basis and to arrive at a fixed cost will take some figuring. It was moved and seconded to approve the pre-employment agreement as presented for the Police Department. Motion carried. Chief Skewes and the Secretary were instructed to compose the wording which is to be included on the applicant's information letter for the next regular meeting. The memo dated March 16, 1982 from Firefighter Patrick S. Ellis informing of his resig- nation effective April 1 , 1982 and the reply from Chief Angelo dated March 23, 1982 were read. It was moved and seconded to accept the memorandums into the, record. Motion carried. A letter dated April 13, 1982 from Paul Peter, police applicant contesting his disquali- fication for medical reasons was read. At this time Mr. Peter submitted copies of a Letter from Gerald Lorch, M.D. who had done an evaluation of Mr. Peter's cardiovas- cular status. It was moved and seconded to accept the letters from Mr. Peter and Gerald Lorch, M.D. into the record. Motion carried. Secretary was instructed to have Dr. Lowinger call Dr. Lorch after the latter returns to his office April 28th. Secretary reported that the next Law Enforcement Officer examination will be conducted on May 1, 1982 with the written exam at Kentridge High School auditorium. The next regular meeting will be held at 8:00 a.m. Thursday, May 20, 1982, at Fire Station Headquarters. With no further business, the meeting adjourned at 91-.15 a.m. Respectfully submitted, Amy E.
