HomeMy WebLinkAboutCity Council Committees - Civil Services Commission - 03/18/1982 KENT CIVIL SERVICE COMMISSION MEETING MINUTES March 18, 1982 The regular meeting was called to order at 8:00 a.m. by Chairman Tt Richard Ried. In attendance were: Commission members Donald Whitener and Terry Yahn, Admini- strative Assistant Webby, Fire Chief Angelo, Police Chief Skewes, Fire Assistant Chief LaBore and Police Captain Byerly. The February 18, 1982 minutes were approved as presented. Chairman Ried called for the election of a new chairman as requested in his letter of March 2, 1982. Before nominations could be made, Mr. Yahn informed the Commission that he will be resigning from the Commission for personal and business reasons, that the Mayor will have his letter today. At this point the letter from Chairman Ried notify- ing of his resignation as chairman of the Commission because of his recent major surgery was read. It was moved and seconded to accept the letter into the record. Mr. Whitener was nominated for chairman but he declined for personal reasons. The Chairman de- clared this matter will wait until the new member is appointed. Mr. Webby reported on the upcoming assessment center for police lieutenant which was originally scheduled for April 7 and 8 but was rescheduled for April 28 and 29 due to conflict with vacation of a candidate. Mr. Webby stated he had discussed this matter with Chief Skewes and he was able to contact the other candidates and they had no prob- lems with the other candidates. He said he will use the assessment center process for all candidates with no pre-screening. The task at hand, he said, is to put together a center that can handle 19 candidates and it will be over a two-day period. The problem is to get assessors for the three days which includes consensus on the third day. Based on the report given by Mr. Webby and the assessment centers conducted in the past and this one would be similar, it was moved and seconded to approve the assessment center for police lieutenant. Motion carried. Assistant Chief LaBore invited the Commission to the graduation ceremonies tomorrow evening at 6:30 p.m. at Kent-Meridian High School gymnasium and said he would be glad to see some representation from the Civil Service Commission. He said the Kent Fire Department has the `valedictorian for the class with a 96.6 grade point. Chief Angelo added that all the Kent recruits were above average in the class and all were among the top eleven. Chief Skewes brought up what he said had been discussed at several other meetings of the department's interest in including in the examination announcements a pre-employ- ment agreement to be signed to reimburse for expenses for academy over a three-year period. He said it costs near $8,000 to put a candidate through the academy. He said it can be a condition between the appointing authority and employee but the Chief pre- ferred that it be included in the announcement and requested authority for the secretary to do that. He said the intent is to cancel the debt on a monthly basis!and at the end of three years, it would be totally cancelled. All agreed it would be best to advise the candidate when he applies. It was moved and seconded to authorize the Police Depart- ment and secretary to work together to bring before the Commission an employment agreement in line with the one Chief Skewes outlined. Motion carried. Chief Skewes noted that this agreement has been approved by both the Acting City Attorney and the Police Department. In regards to Rule III, Section 4, neither Chief Skewes nor the Commission has received a response from Attorney Heavey and the response from the City Attorney is awaited as toliow to handle the situation before it arises. It was agreed to continue holding regular meetings on the third Thursday of each month and if a special meeting is called, only one topic is to be discussed. After noting how many special meetings are held in the next six months, it will be determined if an extra monthly meeting is warranted. Secretary reported that Acting City Attorney Heavey advised on Robert J. Schneider that we provide a copy of the medical report to Mr. Schneider's attorney as requested, but first obtain authorization from Mr. Schneider to release the information to his attorney. The memo of February 24,1982 from Chief Skewes to Officer James D. Towne informing him of his promotion to the position of Sergeant effective Febria ry 24, 1982 was read. It was moved and seconded to accept the memo into the record. Motion carried. The reprints of the Civil Service Commission Rules and Regulations have been distributed. Concerning the letter of February 16, 1982 from Sgt. LaBelle which was tabled at the February meeting for lack of a full body, the Chairman not being familiar with the con- tents of the letter, referred the discussion of the letter until the next meeting. The next meeting date is April 15, 1982, 8:00 a.m., at Fire Station Headquarters. At this time the meeting went into executive session at the request of the Police Depart- ment. When the meeting reconvened, it was moved and seconded to remove the following names from the Law Enforcement Officer Eligibility List of January 23, 1982 for the reasons given: Terrence E. Kastner, failed background examination ' Robert J. Morrison, failed background examination David A. Buchannon, ineligible until July, 1982 Kenneth M. Board, failed medical examination, based on Dr. LowingerIs report Paul A. Peter, failed medical exam, based on Dr. Lowinger's report Guy R.
